ADVISORY COUNCIL OF LIBRARIANS

M I N U T E S

The Advisory Council of Librarians of the Indianhead Federated Library System met on Monday, August 31, 2015, at Mayo Clinic Health System, Luther Campus, 1221 Whipple Street, Eau Claire, Wisconsin. John Stoneberg called the meeting to order at 1:30 pm.

A quorum was present and Joanne Gardner certified that the meeting had been properly noticed in compliance with the open meeting law.

ADVISORY COUNCIL MEMBERS PRESENT:

Kathy Larson (Chippewa County); Ted Stark (Dunn County); Jacquie Pooler (Pierce County); Gary Olson (Price County); Hollis Helmeci (Rusk County); Karen Furo-Bonstetter; (St. Croix County); John Stoneberg (Resource Library); Matt Hoy (Academic/Special); Stan Nesbit (School Representative).

ADVISORY COUNCIL MEMBERS ABSENT:

APPROVE AGENDA:

CORRESPONDENCE/ANNOUNCEMENTS/INTRODUCTIONS:

There were no announcements or correspondence.

MINUTES:

MOTION: To approve the Advisory Council minutes dated May 4, 2015. Larson/Nesbit

RESULT: Carried.

The Council acknowledged receipt of the IFLS Board of Trustees minutes dated July 22, 2015.

LEGISLATIVE UPDATE:

(Bonstetter arrived at 1:32 pm.)

WLA continues to make progress on the return of materials legislation. We are still awaiting a draft bill for this legislation.

February 9, 2016 is Library Legislative Day in Madison. This event marks the 125th anniversary of WLA and events are being planned for this celebration. 2016 will be a non-budget year.

IFLS 2016 BUDGET:

IFLS staff are currently working on the preliminary budget recommendations for 2016. Once all information is collected, Juli Button and Thompson will put a draft budget together for the Board review.

While a part-time position was not filled in 2015, the savings from that position should be used towards limited term projects that wouldn’t require future impact on the budget beyond 2016. IFLS will try to balance out some staff increases where staff are compensated comparable to market status.

Some ideas for the limited term projects included portable maker kits and holding a retreat for library staff.

Thompson wants to ensure the budget is sustainable moving forward and is waiting to see where the system redesign process goes.

Council members should let Thompson know of any one-time expenditures projects the system should consider in 2016.

IFLS LONG RANGE PLAN:

Thompson noted that there were no anticipated changes to IFLS’ Long Range Plan document. The Board receives the goals and objectives. The plan is still relative and no resounding feedback was obtained from the survey IFLS conducted this summer.

SYSTEM REDESIGN PROCESS:

Thompson received an official appointment letter last Monday of his appointment to the steering committee. They plan to hold the first conference call within the next two weeks.

They will need to elect a chair, decide how to fill work teams, and asking for volunteers.

The group will be looking at Chapter 43, technology, and sharing of services.

The process is in influx as there is not much money. In addition Jefferson County is leaving Mid-Wisconsin System and joining Waukesha. The system director for Mid-Wisconsin is also leaving.

The initial plan was to hire two project managers but due to lack of funds they will only hire one.

The appointments to the steering committee are for a three-year term or until the process is completed.

Thompson will keep everyone up-to-date and may ask for volunteers as well.

UPDATE BY ADVISORY COUNCIL MEMBERS ON ACTIVITIES

IN THEIR RESPECTIVE LIBRARIES AND COUNTIES:

Council members highlighted the activities in their respective libraries and counties.

Price County reported by Olson:

·  Park Falls has a fairly successful summer reading program

·  Attendance for the summer reading program doubled from last year

·  An adult summer program was added this year and was interesting

Rusk County reported by Helmeci:

·  Hawkins will host Terry Fisk on September 9th

·  Starting in July, Hawkins added hours by staying open until 8 pm on Thursdays

·  Hawkins held their summer reading program from June 25 through July 30

·  Hawkins has a revised website

·  Hawkins revised their internet policy

·  Bruce held story times both at the library and also at the Farmers Market

·  Summer reading program at Ladysmith went really well with 847 attendees. They averaged 70 attendees per program

·  After four years, the HVAC at Ladysmith seems to finally be working correctly

·  Ladysmith staff have been busy cleaning storage cupboards

Chippewa County reported by Larson:

·  Cornell has been uploading pictures from yearbooks to their website

·  Cornell will hold an open house and received a large donation

·  Cadott displayed a lot of good stuff on their Facebook page

·  Cadott held Booyah Days

·  Chippewa Falls found their old Carnegie sign in storage and had it restored and is now hung up in the library

·  Chippewa Falls will hold Food for Fines in September

·  Chippewa Falls will host authors for the upcoming book festival

·  Stanley conducted a survey about expanding with a possible addition

·  Bloomer had 1000 people in attendance at summer reading programs

·  Bloomer is starting on fall projects including computers for adults, a new website, and teen programming

Pierce County reported by Pooler:

·  Jeanne Friedell plans to remain in Elmwood

·  Plum City is in flux with one assistant who is pregnant and another who recently took a job at the Elmwood School District

·  Plum City has been holding a teen book group

School Libraries reported by Nesbit:

·  Eau Claire schools have an active summer program with good numbers

·  Montessori School has doubled their attendance this summer

·  Support was provided to library media specialists during back-to-school week

·  IPads are being used in Grades 3-6

Academic/Special Libraries reported by Hoy:

·  The proxy is up and working at Mayo Health System which allows staff to work offsite

·  Mayo is actively recruiting for an Executive Director at the library in Rochester, Minnesota

St. Croix County reported by Furo-Bonstetter:

·  River Falls will hold an Edgar Allen Poe event on September 10th

·  River Falls has a mini golf course to loan out

·  Spring Valley seen an increase of 100% in their summer reading program

·  Spring Valley had Music in the Park, Travelling Lantern, and local EMT and law enforcement personnel as part of the summer program

·  Spring Valley celebrated their golden birthday on July 30th with a block party

·  Baldwin held a great summer reading program including fire responders, monarch butterflies, classic summer heroes, and karaoke for teens

·  Baldwin held a Food for Fines drive during the summer months

·  Baldwin is becoming more and more of a community center including tutors and students working together

·  Baldwin will be adding new programs this fall including hands-on learning with science and building, and homeschool games gathering

·  Glenwood City is celebrating their 115 anniversary including a basket contest, providing cake, and a golden ticket hunt

·  Glenwood City held a summer reading program and adult tech classes

·  Woodville held its first summer adult reading program and had 27 people participate

·  Woodville will expand its hours going into the fall

Dunn County reported by Stark:

·  Menomonie had a successful summer reading program and music events with a little over 2,000 in attendance

·  Menomonie is offering the 1,000 books before kindergarten program thanks to a Bremer Grant

·  Ridgeland wants to start a library and have attended Dunn County meetings. They are currently talking with Barron about some agreement. There are lots of ideas and community support

·  Menomonie will be joining the CYNC network. Mayo and K12 schools in Menomonie are also involved

Resource Library reported by Stoneberg:

·  L.E. Phillips Memorial Public Library (LEPMPL) in Eau Claire had a very active program for adults and youth services

·  LEPMPL began a new strategic planning process in July

·  Sharon Price retired in July and Julie Woodruff is the new Technical Services Manager

·  Stoneberg has announced his retirement and his last day will be December 31. The job ad for his replacement has gone out and applications are due September 10. They will be conducting interviews on October 5th and 12th. It is hoped there will be a smooth transition

·  Downtown Eau Claire is working on a six-story mixed use building as part of the confluence project. They are also working on building another parking ramp. The former Ramada Inn is being remodeled and will be called the Lismore Hotel with focus on the needs of a business traveler. They are also redoing the conference center. Another small hotel is being redone as a boutique hotel and the former Huebsch building along the river will be redone to keep its historic values and house a restaurant and condos. The City is also still considering a plaza area between City Hall and the library. County Materials located on Menomonie Street gave a huge amount of land to be used for an event center for the University and YMCA.

ADVISORY COUNCIL REPRESENTATIVES

FOR UPCOMING IFLS BOARD MEETINGS:

Furo-Bonstetter will attend the IFLS Board meeting on September 23rd, and Helmeci will attend on November 18th.

ADVISORY COUNCIL TERM

APPOINTMENTS AND EXPIRATIONS:

A sheet was provided showing those with expiring terms. There is no limit to the number of terms an Advisory Council representative may serve.

Members should decide by November if they’d like to continue or have another representative from their county.

CONCERNS/TOPICS FOR FUTURE MEETINGS:

Members should send meeting topics for future meetings to Gardner or Thompson.

SET DATE FOR NEXT MEETING:

Gardner will solicit members to find a date early 2016 for the next Advisory Council meeting.
