MINUTES, HENDERSON CITY COUNCIL REGULAR MEETING, WEDNESDAY, APRIL 20, 2016

Meeting called to order at 7:00 P.M. by Mayor Paul Menne at the community meeting room. Present were council members Randy Tiegs, Jeff Steinborn, Kelly Braun and James Brenno. Also present were Bob Pliesies, Troy Schuette, Roxy Traxler, Rod Schumacher, Layne Kockelman and Shelbea Sadusky.

Motion Brenno, seconded Steinborn approve minutes from the March 16, 2016 meeting. Motion carried.

Written and verbal report from Interim Police Chief Shelbea Sandusky were presented and discussed-interim will remain in effect for another 60 days while working on monetary and other contract/agreement clarifications and office space concerns.

Troy Schuette, owner of Elite Sanitation appeared before the council to ask for approval of a rate increase for the city residential refuse/recycling contract due to increased costs for processing materials mandated by the sites that materials are delivered to. Motion Braun, seconded Tiegs to accept the request as submitted. Motion carried.

Sibley County Administrator Roxy Traxler introduced herself and provided updates on projects. Specific topics discussed included the Leadership Program, Business Expo, Economic Development Committee and the Digital Town program. She was thanked for her report. Jeff Steinborn will be attending the upcoming Expo and report on it and Digital Town.

ISG reported on the Flood Mitigation Project. Motion Tiegs, seconded Braun to adopt Resolution 2016-05 related to flood mitigation. Motion carried.

Layne Kockelman from Adbo, Eick and Meyers presented the 2015 financial report. Motion Tiegs, seconded Steinborn to accept the report as presented. Motion carried

Robert Plieseis appeared before the council to discuss having more satellites for the roll-in; public urination; getting a new street sweeper; water quality and other matters and specific communication issues related to the last street sweeping.

Motion Tiegs, seconded Steinborn to approve ordinance 231 related to golf carts. Motion unanimously carried.

City Administrator reported on activity report, wi-fi project status, meeting with LSH officials for use of bus garage for storage (moving forward); comprehensive plan updates and other items.

Steinborn report on MRVPUC meeting and update on the tracking of flows with a joint meeting scheduled for May 25 and also that slope presentation meeting was very well attended and informative.

Motion Brenno, seconded Tiegs to set a joint meeting between the City of Le Sueur and Henderson for Wednesday, May 25, 2016 at 5:30 P.M.in Le Sueur to discuss MRVPUC and telecommunications/cable franshise issues. Motion carried.

Berberich and Steinborn reported on JRB and HHPC activities.

Steinborn presented information on website traffic.

Menne reported on meeting with City of Le Sueur officials on establishment of a local fitness facility; no follow-up to report.

Braun and Brenno reported on Henderson Fire District meeting.

Motion Tiegs, seconded Braun to approve the following city bills with a reduction reflected for the Nelson and Jones bill-motion carried.
