Background

XYZ Company is committed to improving its performance by measuring critical success factors. XYZ Company would like to secure the services of someone who can facilitate the implementation of a balanced scorecard system for the company. This would include overall guidance, direction, and assistance with design and development of critical artifacts necessary for a successful balanced scorecard such as:

·  Strategy Map – Depicts the strategy over four to five perspectives of the company for comprehensive performance management.

·  Quantifiable Performance Objectives – Specific objectives that have been quantified in terms of both a measurement and a target with direct alignment to the company’s strategy.

·  Evaluation of Performance Measurements – Scoring and analysis of all data attributes that are needed to properly collect, compile and report on the strategic measures.

·  Internal Initiatives for Execution – Define the actions and assignments for strategic execution.

Matt H. Evans is an independent consultant who specializes in performance measurement systems and has prior experience with implementation of balanced scorecard systems. Matt H. Evans (here after referred to as Consultant) is submitting this proposal for consideration by XYZ Company (here after referred to as Company).

Objectives

The purpose of this project is to improve the Company’s performance through a strategic and comprehensive approach to measuring performance. The framework and methodology for making this happen will be the Balanced Scorecard.

This project requires a lead consultant to direct all necessary steps for successful implementation of the Balanced Scorecard. The final results must include the ability to measure, monitor and improve company wide performance from a high strategic level down to execution levels (such as departments).

Scope of Work

The Company will assign a key point of contact to coordinate all work in conjunction with the Consultant. The Company will form an implementation team so the Consultant can successfully execute critical steps which may include:

·  Kick off meetings and training sessions with key company personnel

·  Assessment of strategy to ensure a foundation is established for a balanced scorecard strategy map

·  Development of Strategy Maps at different Organizational Levels

·  Working Sessions to Develop Scorecard Components (Maps, Measurements, Targets, Initiatives)

·  Briefings and Client Validations of Scorecard Components

·  Alignment Analysis of scorecard components to ensure company activities compliment, not hinder strategic execution

·  Evaluation and data dictionary of the performance measurements, targets and initiatives that form the back-end of the scorecard model

·  Development of front-end reporting processes for the Balanced Scorecard that is technology neutral (free from bias regarding any solution)

·  Templates, Maps, and Drill Down Documentation for full implementation of the Scorecard Model

The scope of the work will not involve the implementation of any automated solutions, but may involve high level documentation of requirements to assist the Company in the evaluation of automated solutions. The scope of the work will include a hand-off of the process from the Consultant to the Company so that the Company fully owns the process and is completely empowered to manage the process.

Schedule and Fees

Within 30 days of starting the field work, the Consultant will develop a work schedule with key points of contact, task assignments, deliverables and milestone events. This schedule will be circulated and approved by the Company’s designated contact and team members. The schedule will be updated and reviewed in conjunction with bi-weekly meetings to ensure success of the overall project.

For compensation of services, the consultant will receive an hourly rate of $ 125.00 per hour for all time spent on-site with the Company. All work performed off-site from the Consultant’s home base in Washington D.C. will be charged at an hourly rate of $ 100.00 per hour. The Consultant will also receive compensation for travel expenses such as lodging, airfare and incidental expenses such as printing, supplies or other items that are necessary to complete the work.

Qualifications

Experience:

Matt H. Evans has over 30 years of experience as a Senior Managing Consultant, Financial Manager, Controller and Senior Analyst. Mr. Evans has led major projects ranging from system implementation projects for Fortune 100 companies to design and deployment of performance management systems within the federal public sector. Mr. Evans also has hands-on experience with financial analytical projects such as cost benefit and risk analysis of $ 1 billion investments, financial profiling of private companies and financial forecasting models.

Professional Qualifications

The Consultant holds three professional certifications: Certified Public Accountant, Certified Management Accountant, and Certified in Financial Management. The Consultant has also completed executive education programs at the Wharton Business School and J. L. Kellogg School of Management. Training specific to the Balanced Scorecard was obtained through Harvard Business School.

Depth of Knowledge

The Consultant has a strong base of knowledge that not only includes the Balanced Scorecard, but tools and techniques that compliment the Balanced Scorecard such as Competitive Intelligence. The Consultant has extensive process related knowledge as a Six Sigma Green Belt and project management experience as a Consulting Manager with Robbins-Gioia, a consulting firm that leads and directs major projects in Washington D.C.

Depth of Experience

The Consultant has a very broad range of experience ranging from working as a free-lance consultant in Bulgaria with the non-profit sector to leading major system implementation projects in the federal public sector as well as working as a Senior Consultant for Grant Thornton on balanced scorecard projects. This wide range of experience provides a basis for solving all kinds of problems that may arise during the course of any project.
