WELCOME TO THE FIFTH ANNUAL GOVERNMENT GREEN FLEET AWARD!

The submission deadline is Sept. 3, 2012 (Labor Day). We have prepared a template for you to gather your information, which can then be cut and pasted into the final online data entry form.

This template includes all the questions in the 2012 application. The online data entry will open in August (at Applications will only be accepted through the online form.No faxed or e-mailed responses, please. Tip: Avoid use of advanced MS Word features such as tables as they will not transfer to the online form.

Please take your time to complete the application. Every detail you provide is important to the judging process, so please be specific with your answers. It is strongly suggested that you first formulate your response in a word processing program (i.e. this template), then cut-and-paste your answers to the appropriate block in the online application. 1.DEDICATED ALTERNATIVE FUEL & HYBRID VEHICLES:

List the number of dedicated alternative fuel & hybrid vehicles in your fleet and provide the percentage of those vehicles as reflected in the total vehicles in class. Note: Dedicated vehicles are those who run only on the fuels listed. (Dedicated because even though the vehicle may run on alternative fuel does not mean one is purchasing it for those vehicles.)

2.FUEL USAGE:

List the amount of flex fuel (E85 Ethanol) vehicles in your fleet, the percentage of Flex Fuel vehicles as reflected in the total combined vehicles in class.

5.EMISSIONS REDUCTION:

List the percent of on-road & off road diesel equipment currently retrofitted with a diesel particulate filer, oxygen catalyst, or similar emission reduction devices.

POLICY & PLANNING

6.PURCHASING POLICY:

Is there an approved policy that mandates the purchase of fuel efficient mileage/alternative fueled vehicles? Policy must have formal approval from the controlling governing body or agency.

7.LONG RANGE PLANNING:

Does your fleet department have an established long range capital improvement plan that includes the replacement of current fleet vehicles at the end of their lifecycle with more fuel efficient vehicles? Does that plan set yearly goals for fuel efficiency & emissions standards for each vehicle class?

8.FLEET RIGHT TYPING:

Does your agency have an established and approved policy that dictates standards for vehicle & equipment sizes as required for specific job duties? This policy would compare job requirements against vehicle size to reduce the purchase of oversized and/or non 4X4 vehicles when smaller and more fuel efficient vehicles would suffice. Is there an active and ongoing evaluation program of current fleet vehicle types to see if smaller vehicles may fit the need when job requirements change?

9.FLEET RIGHT SIZING:

Does your agency have an established and approved policy to control the overall size of your fleet and to set standards for any requirements to increase fleet size?

10.POLICIES & PROCEDURES:

What policies or procedures have been implemented (and enforced) to reduce vehicle usage and fuel consumption?

For example:

  • Frivolous Use Policy / How do you detect frivolous use in your fleet.
  • Anti-Idling policy.
  • Altering work schedules or trips to coincide with low density traffic times.
  • Reducing the weight of the vehicle through the removal and storage of unnecessary equipment.

11.ROUTE PLANNING:

Does your agency employ route planning as a way of limiting the daily mileage of fleet vehicles while reducing total vehicles on the road? For example: Has the Department of Public Works, analyzed the refuse truck fleet routes to determine if daily collection routes can be combined or changed to reduce the number of trucks on the road. Did the analysis consider ways to reduce the number of left-hand turns?

FLEET UTILIZATION

12.LOAN POOLS:

Does your organization currently employ loan pools or commercial flex cars to reduce the size of your fleet and increase efficiency? If so, please state the reduction of fleet vehicles achieved through this process.

13.CAR SHARE / RIDE SHARE:

Does you agency have an established policy in regards to car sharing of government owned vehicles? If such a policy exists, does your agency have a method to facilitate the exchange of information so the employees know how & where to find a ride share opportunity?

EDUCATION

14.OUTREACH PROGRAMS:

Does your agency have an active outreach program to inform other departments within your organization of the following information/programs:

  • Availability of new green fleet technologies to meet their requirements.
  • Tips on saving fuel – Check tire pressure, Anti-idling policy, etc.

15.STAFF EDUCATION:

Do you or your fleet management staff participate in Green Fleet Seminars or subscribe to publications that promote green fleet technologies? If so, please list the organizations/publications and the dates of last attendance.

16.EMPLOYEE EDUCATION:

Do you have an active training program for fleet technicians that focuses on the maintenance of new green fleet vehicles and equipment?

17.DRIVER EDUCATION:

Do you have an established drivers training program that instructs and promotes green driving techniques?

EXECUTIVE & EMPLOYEE INVOLVEMENT

18.EXECUTIVE INVOLVEMENT:

Has your government or agency leadership formally approved (in writing) legislation committing their support for green fleet initiatives. Have specific goals and objectives been set in regards to fuel efficiency and implementation of alternate fueled vehicles.

19.EMPLOYEE INVOLVEMENT:

Do you have an established Green Fleet suggestion program the rewards for employees who contribute ideas that have a positive and measurable effect on the fleet program? Does this program include the recognition of employees who have significantly reduced the fuel consumption of government owned equipment? Do you conduct regular meetings with your staff to discuss current and future objectives of greening your fleet?

SUPPORTING PROGRAMS

20.USE OF TECHNOLOGY:

Describe the use of any additional technologies that help in the reduction of fuel consumption or emissions. Technologies would include, but is not limited to: anti idling devices, global positioning equipment (GPS), or in-car monitoring devices.

21.PROCUREMENT:

Has your organization developed “green procurement” initiatives its bidding, procurement or contractor solicitation? Please describe.

Is your fleet department engaged in a recycling program for materials generated from the service and repair of equipment?
