1. CALL MEETING TO ORDER

Mayor Mike Crawford called the meeting to order at 6:30pm

3. PLEDGE OF ALLEGIANCE.

Pledge of allegiance was lead by Councilmember Radine Murphy

Mayor Mike Crawford recognized individuals for the Mayor’s Youth Recognition award.

Councilmember Radine Murphy announced the four students that were selected to receive the awards which were Anna Smith Elementary Oscar Aguirre, Emanuel Cuevas and from Wendover High School Uriah Trammell and Yanely Duenas. Each child received a certificate of recognition from Mayor Crawford, a free movie pass good for a month and a Subway gift card.

4. APPROVE OR AMEND THE SPECIAL CITY COUNCIL MEETING MINUTES OF SEPTEMBER 26, 2016.

Motion made by Dennis Sweat, seconded by Councilmember Radine Murphy to approve the special meeting minutes of September 26, 2016. All in favor, motion passed.

5. APPROVE OR AMEND THE REGULAR CITY COUNCIL MEETING MINUTES OF OCTOBER 06, 2016.

Councilmember Radine Murphy made a motion to approve the regular city council meeting minutes of October 6, 2016, seconded by Councilmember Dennis Sweat. All in favor, motion passed.

6. COMMENTS FROM THE AUDIENCE- LIMIT OF TWO (2) MINUTES PER INDIVIDUAL.

A Cadet from the Civil Air Patrol invited the mayor and council to the “Salute to Veterans” that will be held on November 11th at the Brinkman Service Club.

7. APPROVE OR DISAPPROVE MODIFYING LATE FEES ON UTILITY BILL. FRED BERMEJO. DISCUSSION/DECISION.

Fred Bermejo was not present. Motion made by Councilmember Dennis Sweat to not act. Motion seconded by Councilmember Gordon Stewart. All in favor, motion passed.

8. APPROVE OR DISAPPROVE PERMITTING JEHOVAH’S WITNESS TO USE THE BUILDING LOCATED AT 199 EAST WENDOVER BLVD. (KEY BANK BUILDING) AS A MEETING FACILITY. JOE HEWITT, DISCUSSION/ DECISION.

After a brief introduction by Joe Hewitt about the intentions of the use of the Key Bank building. Councilmember Dennis Sweat did inform Mr. Hewitt that the City does have a sign ordinance and we will make sure he gets sign permit. Councilmember Dennis Sweat made a motion to approve the permitting the use of the building located at 199 East Wendover Boulevard. Motion seconded by Councilmember Radine Murphy, all in favor, motion passed.

9. WAIVE RENTAL AND CLEANING FEES ON COMMUNITY CENTER FOR THE ANNUAL CHRISTMAS FESTIVAL TO BE HELD NOVEMBER 28TH THROUGH DECEMBER 9TH. DISCUSSION/DECISION.

Motion made by Councilmember Dennis Sweat, seconded by Councilmember Gordon to Stewart to waive rental and cleaning fees on community center for the annual Christmas Festival on November 28th through December 9th. All in favor, motion passed.

10. WAIVE RENTAL AND CLEANING FEES ON COMMUNITY CENTER, HAVE ACCESS TOO WIFI AND KITCHEN NOVEMBER 7TH AND 8TH , 8 A.M. TO 6 P.M. FOR FABRIC FESTIVAL. SHERI STAUFFER, DISCUSSION/DECISION.

Mayor Mike Crawford withdrew agenda item 10.

11. APPROVE OF DISAPPROVE (25) $50.00 VISA GIFT CARDS FOR THE CITY OF WENDOVER OFFICE PERSONNEL, MAYOR, CITY COUNCIL MEMBERS, UTILITY WORKERS, ANIMAL CONTROL, PLANNING AND ZONING AND VOLUNTEER FIREFIGHTERS WITH THE $1,250.00 TO BE FINANCED FROM THE EMPLOYEES SPECIAL FUND.

Motion made by Councilmember Gordon Stewart, seconded by Councilmember Radine Murphy to approve the (25) $50.00 Visa gift cards for the City of Wendover office personnel, mayor, city council members, utility workers, animal control, planning and zoning, and volunteer fire fighters with the 1250.00 to be financed from the employees special fund.

12. MAYOR MIKE CRAWFORD UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.

Mayor Mike Crawford informed the council that he is looking at a 60”x90”tall etched rock for the community center. It will have the community center written into the rock as well as the address. He mentioned the rock will cost around $8,000. He asked the council to still think of other ideas to use the promotional money before the deadline. The mayor and the council spoke about possible projects including welcome signage before entering Wendover.

13. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.

City Administrator Glenn Wadsworth informed the council that Kenneth Quirk had sent him a email stating he was still waiting on hearing back from POST so to look at a tentative start date of 11-14 time frame. He also informed the council that he is transferring $21,755.88 for the CDBG street lights to be reimbursed by the CDBG grant. He asked the council if they would like for him to look at possible CDBG grants. The council said yes to possible projects. Therefore Glenn handed each councilmember a list of project ideas and informed them to look over the ideas or come up if some possible ideas that would follow under CDBG funding and to discuss it at the CDBG Public Hearing on November 17th, 2016.

14. CITY ATTORNEY JOEL LINARES UPDATES AND PENDING MATTERS. DISCUSSION/DECISION.

15. UNFINISHED BUSINESS:

City Treasurer Lori Palafox requested a budget hearing. Council agreed. Budget hearing November 17th, 2016 at 6:15pm.

16. NEW BUSINESS:

Mayor Mike Crawford informed the council that the building inspector had came out and did inspections a couple weeks ago and 3 different locations inspections for parking awning did not pass. He is looking into more information. He also asked the Council to look at starting to plan the City’s annual Christmas party and where and when to hold it.

CDBG Public Hearing November 17th, 2016at 6pm and Budget Hearing November 17th, 2016 6:15pm.

Motion made by Councilmember Dennis Sweat, seconded by Councilmember Dale Higley to adjoin the city council meeting. All in favor, motion passed.
