PLAN COMMISSION
Meeting Minutes
January 28, 2013
A regularmeeting of the Plan Commission was called to order at 7:00 p.m. on January 28, 2013 in the City HallCouncil Chambers by Chairman Peltier.
Members Present: Solberg, Cook, Williams and Smith
Others Present: Albright, Eide, Schofield, Jones, Dahl, Sander, and Prange.
A motion was made by Solberg, seconded by Williams to approve the minutes of the November 26, 2012 meeting.
A motion was made by Williams, second by Smith to recommend City Council removal of the Title 10 zoning ordinance amendment removing the Bundy Hall property as a permitted use in the Technology Park Specialized Industrial District. Motion carried.
Mr. Bill Albright, representing Woodland Ridge Townhomes, explained a proposed residential project on 21st St. East on a parcel adjacent to the Menomonie middle school. Mr. Albright noted the development would require the property to be rezoned to Full Multiple Residential District and would follow the city PUD process. After giving additional background on the size and scope of the project, Commission members asked specific questions regarding the storm water pond and its location adjacent to the middle school. The development was being presented for preliminary Plan Commission review with the consensus of the body to have the City Council consider introducing the rezoning ordinance for referral to the Plan Commission at future meetings.
Chief Building Inspector Dahl reviewed the request for revisions to the Title 3 Chapter 17 mobile home park ordinance as submitted by Vince Hague (Wilson Mobile Estates) for minor changes to the setback requirements and curb types allowed by current city code. After some discussion, the consensus of the Plan Commission was to direct the building inspector and city attorney to draft the necessary revisions to the manufactured home ordinance for review at a future meeting.
As requested, Commissioners discussed the possibility of establishing procedures and time limits for public hearings held by the Plan Commission. Some Commissioners suggested that public comments could also be limited to three minutes similar to City Council procedures. Chairman Peltier will draft a public hearing procedures policy for consideration by the commission at its next meeting.
The Plan Commission directed that the planners continue with the Comprehensive Plan updates reviewing Chapter 1 Issues and Opportunities and Chapter 5 Land Use at upcoming meetings.
Motion was made by Williams, second by Solberg to not change the existing ordinance and continue to require certified survey maps for all lot divisions including minor lot line adjustments. Motion carried.
A motion was made by Smith, second by Cook to adjourn. Motion carried.
