OVERALL PURPOSE

To develop and maintain the North Yorkshire Circles of Support and Accountability project (CoSA).

CoSA is a community-based programme that works in close partnership with criminal justice agencies to help high-risk sex offenders reintegrate into the local community and lead offence-free lives. Its overarching aim is to prevent further sexual abuse, working with the objective of ‘no more victims.’ Its work therefore supports the public protection and safeguarding objectives of probation, the police and MAPPA.

A primary focus of the Coordinator role concerns the recruitment, training and supporting of volunteers to work with offenders in groups known as Circles. The Circle volunteers provide practical and emotional support to the offender (core member,) whilst also holding them accountable for their attitudes and behaviour, as they relate to ongoing risk management and relapse prevention.

Yorkshire, Humberside & Lincolnshire COSA is a member of Circles UK, a support body for established and developing Circles projects in the UK.

KEY TASKS AND RESPONSIBILITIES

1.Ensure High Quality Performance

a)Promote a performance management culture

b)Ensure that all key targets are achieved

d)Ensure a quality service is delivered

2.Manage Service Delivery

a)Project manage the creation and implementation of Circles of Support and Accountability in Lincolnshire

b)Report to Circles of Supportand Accountability Project

Management Board

c)Develop information sharing protocols between MAPPA agencies in Lincolnshire and YHLCOSA

d)Monitor quality, operation and effectiveness of Circles of Support and Accountability

e)Provide Circles of Support and Accountability performance data and evaluation of outcome

f)Work within guidelines set by YHLCOSA to ensure effective implementation of the project.

3.Public Protection

a)Work with MAPPA to identify suitable offenders to become core members of Circles of Support and Accountability, and provide feedback regarding progress

b)Establish, supervise and support Circles of Supportand Accountability around suitable offenders.

4.Strategy and Planning

a)Contribute to the operational direction of YHLCOSA

b)Develop and ensure the implementation of Practice Guidelines and Staff Instructions

c)Plan, manage, monitor, complete and evaluate projects

d)Prepare reports for YHLCOSA management, Board and others

5.Represent the service

a)Develop and ensure effective communication links with all key stakeholders

b)Represent YHLCOSA at relevant inter-agency meetings

6.Work as part of a team

a)Work co-operatively with volunteers, team members and colleagues contributing positively and constructively to the achievement of team and organisational objectives.

b)Welcome new volunteers and help them to understand their role and their duties.

7.Manage Volunteers

a)Ensure all volunteers receive appropriate supervision and appraisal

b)Develop teams and individuals to enhance performance

c)Manage poor performance and conduct

d)Contribute to the recruitment, selection and deployment of volunteers

e)Contribute to the training of volunteers

f)Ensure compliance with Health and Safety policy

9.Promote Diversity

a) Ensure diversity is embedded in all aspects of service delivery, partnership working and management of staff for own area of responsibility.

b) Challenge attitudes and behaviour which is inappropriate.

10.Personal Development

a)Identify personal learning and development needs and participate in relevant development opportunities

a)Maintain information security and confidentiality in line with YHLCOSA policy and procedures and relevant legislation
