Texas Hills District Eagle Board of Review Process

In order to assist Scouts, Scouters, and family members involved in the Trail to Eagle process, the following guidelines have been developed:

  1. Three signatures are required on the service project approval application before an appointment is made with the Board of Review to meet with the Eagle candidate: Scoutmaster, Committee Chairman, and Benefactor of Service Project (to ascertain that the benefactor knows and approves of the project). Be prepared to leave a copy of the project approval form with the Eagle Board Chairman.
  2. All fundraising activities must be approved by Council (Ed Rogers, ) before the service project proposal can be reviewed and approved by the Eagle Board of Review (See p. 17 of Service Project Workbook for application). Once the fundraising activities are approved, the candidate may submit a Ford Funding Application to Council(Larry Peabody,) for consideration.
  3. Call Texas Hills District Advancement Chairman(contact information below) to set an appointment for the Project Approval Board of Review. This call should be made by the Eagle candidate as this is his project.
  4. After the service project and all other requirements are completed, the application must be verified for accuracy and completion with a signature by Council (Melissa Moore,) before an appointment for the final Board of Review is scheduled.
  5. Provide a copy of the Eagle Application and Service Project Workbook to the Eagle Board Chairman in advance of the final Board of Review. The Scoutmaster or a parent can take it to Roundtable of the month in which the candidate would like to schedule the final Board of Review.
  6. The Eagle candidate should schedule an appointment for the final Eagle Board of Review. Again, the contact should be made by the Scout as this is his project. If no appointment is scheduled, the Board will not meet.
  7. The Eagle Board of Review will interview the Eagle candidate as scheduled.
  8. Unopened letters of recommendation should be presented by the Scoutmaster or other adult leader who introduces the Scout to the Eagle Board of Review on the night of the review.
  9. If the Eagle candidate’s application is approved by the Board, it will be signed and the candidate will then be responsible for getting the final copy tothe Council office.
  10. If the candidate’s application is not approved, procedure detailed in the Guide to Advancement handbook should be followed.
  11. Please contact Eagle Board Chairwith questions if needed.
  12. For concerns regarding this process or the Eagle Board Volunteers, please contact Darlene Karthauser, Advancement Chair, at or (830) 459-3384.
