Sub:-DUTY LIST OF S&T SAG OFFICERS IN HQ OFFICE.

Consequent upon the operation of CSTE (Project) post, the duty list of SAG Officers of S&T Deptt. in super-cession of the duty list issued vide this office letter of even no. dated 29.12.2005.
1 / CHIEF SIGNAL ENGINEER ( CSE)He will look after the following activities and report to CSTE.
i) / Maintenance of Signalling gears and issue of all policy directives pertaining to Signalling with the approval of CSTE.
ii) / Analysis of Signal incidences and punctuality lost cases & follow up.
iii) / Specifications, Manuals pertaining to Signalling, G&SR, Rules and Regulations, Block working, Accident Manual etc.
iv) / RDSO Signalling matters, Signal Standards Committee & Maintenance Study Group items.
v) / Signaling matters pertaining to GM’s conference, CSTE’s Conference & other meetings/conference.
vi) / Matters related with Safety including corporate Safety Plan, disaster Management plan, coordination with CSO, CRS application, speed certificates pertaining to upgradation of rolling stock, new high speed trains etc.
vii) / Coordination with Const. Organization for signalling works including taking over of new assets.
viii) / Issue of Technical Circulars and other instructions for the maintenance of Signalling assets with the approval of CSTE to the divisions.
ix) / Signal Workshop/Ajmer and its all establishment matters.
x) / Typical drawings and circuits etc. on behalf of Open Line.
xi) / Establishment matters including selection, posting, DAR etc. and work study reports of NG Signalling staff and HQ office staff excluding drawing office..
xii) / Direct recruitment of Signalling staff.
xiii) / Training of Non-Gazetted Signalling staff and Gazetted Officers in consultation with CSTE.
xiv) / Yard-sticks, yearly/month compilation of S&T workload & Signal & Telecom Units, (DESU/ZISTU) and scrutiny of proposals for additional staff from the division.
xv) / Creation of Non-Gazetted posts for new and additional Signal assets, including Directed Signal Maintenance proposals.
xvi) / Creation of Gazetted posts.
xvii) / Quarters to S&T staff.
xviii) / Accident Enquiries of SAG level and implementation of Railway Accident Enquiry Committee’s recommendations.
xix) / Inspection Notes of GM, CSTE, AGM, CRS & Board Members etc.
xx) / Periodical review of Signalling Stores for quarterly schedule and imprest and uniforms and finalization of AAC.
xxi) / Schedule inspections of Signalling installations & Safety Audit.
xxii) / All matters connected with Efficiency Index & Efficiency Shield.
Any other subject specially assigned by CSTE. He will be assisted by Dy.CSTE ( Signal) & ASTE ( Stores).
2 / CHIEF COMMUNICATION ENGINEER ( CCE)
He will look after the following activities and report to CSTE:-
i) / All matters connected with Telecommunication, MW and OFC and issue of policy directives.
ii) / Maintenance of Telecommunication gears including quad cable, OFC & MW.
iii) / All activities connected with maintenance and work of FOIS, UTS & PRS.
iv) / Coordination with Const. Organisation for Telecom. Works including taking over.
v) / Telecom. Manual, RDSO Telecom matters and Telecom standards committee matters.
vi) / To act as a nodal head for Right of Information.
vii) / Policy matters relating to telecommunication, Microwave links, OFC, Railway’s overhead lines, telephone exchanges, Teleprinters, Public Address Systems, Electrical Platform Train Indicators, Clocks, Television, Radio, Tape Recorders & Rail net updates with approval of CSTE.
viii) / Technical Circulars and other instructions for the maintenance of Telecom. Assets with the approval of CSTE to the divisions.
xi) / Planning of communication network including additions and surrender of MTNL/BSNL channels, provision of MTNL/BSNL and Railway telephones.
x) / Establishment matters including selection posting, DAR etc. and work study report of Telecom & MW Staff. Direct recruitment of Telecom staff
xi) / Training of Non-Gazetted Telecom & MW staff.
xii) / Cipher working
xiii) / Telecom Stores and Tender Committee Meeting at SAG level.
xiv) / Reply to Parliamentary Questions.
xv) / Coordination with RCIL, BSNL, M/s AIRTEL and all non Railway external Agencies for telecom activities.
xvi) / Schedule inspections of Telecommunication assets, FOIS, UTS, PRS MW & OFC installations.
xvii) / PTCC cases.
xviii) / All maters related with Disaster Management.
xix) / Secret files relating to National Emergency and other Secret/Confidential file.
Any other subjects specially assigned by CSTE. He will be assisted by Dy.CSTE ( HQ) and & SNM.
3 / CHIEF SIGNAL & TLECOMMUNICATION ENGINEER( PROJECT)
He will look after the following activities and report to CSTE:-
i) / He will be in charge of all itemized Pink Book S&T works and S&T Portion of major projects under execution by Open Line.
ii) / He will be in charge of all S&T Law Book works including S&T portion of Track Renewal works.
iii) / Preparation and sanction of detailed estimates for works both itemized and lump sum executed by S&T Open Line.
iv) / Expenditure control and budget for works controlled by Open Line.
v) / Scrutiny of Engg. plans and put up for CSTE’s approval.
vi) / He will be incharge of Drawing & design Office and will ensure that design documents are given to field units timely for execution of works/Projects while ensuring conformance with typical design/circuit diagrams & policy decisions.
vii) / Creation of Non-Gazetted posts for new and additional Telecommunication assets, including Directed Signal Maintenance proposals.
viii) / All establishment matters pertaining to non-gazetted staff of drawing office.
ix) / SOR for S&T works
x) / Planning of Signalling & Telecom. Works and formulation of WP proposals for S&T Department including, survey & joint works M&P Programme, LAW and Lump Sum work.
xi) / Corporate Plan & five year plan proposals.
