*All of the drugs you’ve mentioned are reported on in this Epi report, but with limited dollars and time it was required that Indiana identify only 3 substances to be funded:

Based on the priorities identified by the data the state has looked where they are
most prevalent, put out a request for services and now is funding these counties:

(LakeCounty has been funded for both alcohol and cocaine and Greene Daviess combined efforts in addressing methamphetamine)
Nine additional counties are being considered to join the project at this time

There are 5 steps in the SPF process;
Assessment: data collection- epi report
Build Capacity- building infrastructure, identify stake holders and resources needed
Planning- taking data and looking at capacity and writing strategic plan
Implementation-implement programs, practices or policies identified as evidence based to address the problems identified in the epi
Eval- building on success and eliminating failures of the project
