HR & PAYROLL

Following the Committee’s endorsement of the recommendation made at the last meeting, a contract was signed on 1 February with Access Group UK for the provision of an industry standard HR system and associated managed payroll services. A Project Board has been established to manage implementation of both HR and the proposed new finance system (PS Financials). We are maintaining a dialogue with an academy in Kent which has already adopted both systems, which are working well.

Data cleanse is progressing well with the help of an additional team member. Once the HR system has been populated, the intention is to test the self-service functionality within the Business Hub, pilot that further with an academy for TBAP wide implementation in September. Payroll is planned for parallel running in April and May for go-live from 1 June.

PAY

We will present a revision of the TBAP Teachers and Support Staff Pay Policy for approval at the next meeting of the Committee. We are examining the potential for simplifying the treatment of annual leave for non-teaching staff and addressing some equal opportunity and special leave issues for all staff, as well as clarifying the position of NQT and ITT staff.

The NJC pay scales are due for revision at the end of March. As yet we have no indication as to the likely impact of those but it is likely to be in the region of a 1% general uplift.

DEVELOPMENTS

The second recruitment window for Heads of School to register requests to recruit closed on 8 January, aimed at recruiting staff for April. The majority of management and teacher positions have attracted a reasonable field, but primary, LSP and BSP positions continue to prove problematic to fill. The third campaign of the year starts on 15 April. In planning for 2016/17 we are seeking to maximise the benefit having the TSA as a route for new teaching staff.

The revised recruitment regime is helping and we were pleased with the campaign for recruiting the two new Executive Headteachers, which for the first time also used psychometric testing.

There is a continued focus on absence management. This is being supplemented by the establishment of a staff wellbeing group with the aim of both reducing absence levels and addressing some of the concerns raised by staff in the Keele Survey.

Fenland learning Base and Trinity Special School

The target dates currently for the transfer of the Fenland Learning Base to TBAP are the 1st May and the 1st July for Trinity Special School, both in Cambridgeshire. The TUPE consultation meeting for the Fenland Learning Base began on the 23rd February and will run for 59 days. There are only 12 staff who will transfer on the 1st May, as there is currently a large number of agency staff. TBAP is working with the council to recruit permanent staff for the summer term and September. As part of the transition to TBAP we are currently providing the acting Head of School (Nick Morley). We have also been successful in being awarded funding from NCTL to provide school to school support during the transition. The public consultation for Trinity started on the 12th February until the 8th March after which we will receive the TUPE information.
