RA-11ut NOTICE OF UNIT CONDITION AND SECURITY DEPOSIT TRANSFER

Form RA-11UT is used to transfer the resident's security deposit and account balances to the new unit.

WHEN TO COMPLETE / MAILING INSTRUCTIONS - The RA-11ut is completed on the date the resident actually turns in keys to the old unit. This is also the same day that the move-out inspection is performed. The manager should immediately complete the RA-11ut (4 parts) and mail 3 parts to the Bookkeeper at the main office on the same day. Appropriate recertifications should also be done on the same day and mailed to the Occupancy Specialist. The 4th copy of the RA-11UT is attached to the RA-10 and filed in the resident's file.

TRANSFER DATE - The "transfer date" reported on the RA-11UT is the day keys to the new apartment are issued, i.e., the move-in date.

MOVE-OUT INSPECTION RA-7 - The final inspection on the old unit is performed by the manager on the same day the resident turns in his keys. In order to minimize cleaning charges, the resident should be told ahead of time that he and the manager will inspect the unit together, and that the unit transfer will not be allowed to take place until the old unit is properly cleaned, ready to re-rent, and in addition all balances due must be paid. ALWAYS TAKE PICTURES OF DAMAGES DURING FINAL INSPECTIONS.

DAMAGE CHARGES - Damages will be assessed on the old unit when in the opinion of the manager the damage is "beyond normal wear and tear". Residents should not be assessed for carpet shampooing or drapery cleaning; however, any cleaning of other components of the unit that is necessary should be charged to the resident. Damage and cleaning charges are made in accordance with the "Basic Charge List" which is in the Maintenance section of this handbook. Painting charges should be made in accordance with the "Painting Policy" which is in the Maintenance section of this handbook. Residents must be treated equally and fairly when assessing damage charges. Damage charges on the old unit will not be deducted from the security deposit, but will be added to the balance forward on the new unit.

RENT PRORATIONS - Examples are found on the following page. Rent proration calculations are determined according to the "Rent Peroration’s Policy".

A rent proration should be completed both for the old unit and the new unit. The "from" date on the new unit is the "transfer date", i.e., the day keys are given to the new unit. The "to" date on the old unit is always the day before the "transfer date". The resident will be given 3 days in order to complete his/her move after keys are given to the new unit. If the resident exceeds 3 days, he/she will be charged "rent (holdover damages)" based upon the contract rent for the old unit (even on Section 8 or RA residents).

TRANSFERRING ACCOUNT BALANCES - All outstanding balances for rent, damages or any other item as shown in the last column of the RA-11t will be transferred to the new unit.

TRANSFERRING SECURITY DEPOSIT - The security deposit that was paid on the old unit will always be transferred in full, without deductions, to the new unit. In cases where market residents request to be moved to a larger unit., the resident will be charged the additional amount for security deposit that is normally required for the larger unit. In all other cases no adjustment to the previously charged security deposit will be made.
