The Commissioner of Police, Delhi has signed an agreement with the M/S UNITY Infra Projects Ltd., a Mumbai based company, for the development of a New Police Headquarters Building, residences and related infrastructure and services on the prime site at Parliament Street, Delhi through Public Private Partnership (the “PPP”) mode on Design, Build, Finance, Operate and Transfer (the “DBFOT”) basis. As per the concession agreement, the project will be completed within 840 days. This building will have a Twin Tower Block of 9 stories each alongwith interconnecting corridors having reception/lobby/facilities/conference room etc. It will be a modern office building placed around a landscape Court in the centre and confirming to Green Building Norms. The central court shall be a landscaped court with trees, paved area and water feature etc. built over the basement parking. The elevation of the building has been designed to achieve and do justice to the rich heritage of the site location, formal nature of the organisation’s work, dynamic modern and contemporary image required and to have a lasting landmark in the city’s landscape. The total area available for the development of Police Head Quarter Complex is 8.092 acres. The estimated cost of the project is 202 crores.

Ø Deputy Commandant of Assam Rifle arrested for running a fake job racket. He was absconding since last one year.
Ø He was running fake job racket with the help of one Archana Sinha r/o Jorhat Assam and Ravinder Chauhan r/o Gwalior.
Ø Both were arrested earlier and 21 fake seals/stamps of Assam Rifles and Ministry of Health & Family Welfare along with 200 provisional appointment letters were recovered from them.
Ø Several cases have been registered against the accused persons at Himachal Pradesh, MP and Haryana.
Ø This gang duped several hundreds of innocent jobseekers to the tune of several crores.
Ø Accused persons used to operate in Delhi, Haryana, Rajasthan, Punjab, Himachal Pradesh, MP, UP, Assam, Meghalya and Manipur.
A team of officers of Anti Robbery Cell/Crime Branch, Malviya Nagar , Delhi, led by Insp. K. P. Singh and consisting of SI P. C. Yadav, HC Yatender , HC Rajiv, Ct. Yogender, Ct. Vikal, Ct. Ravi, Ct. Naresh, Ct. Devender and Ct. Javed in the supervision of ACP Sh. S. S. Gill under the overall supervision of Sh. Bhisham Singh, Addl. DCP/Crime have arrested one Deputy Commandant of Assam Rifle namely Dr. Kam Dev Das s/o Late Roshan Das r/o Pandit Sundar Lal Mishra Road, Castair’s Town, Devghar (Jharkhand) ( aged- 45 Yrs) for running a fake job racket in Assam Rifle.
Incident:-
A complaint was received in Crime Branch that one Major Ravinder Chauhan r/o Gwalior (MP) has duped 38 innocent villagers to the tune of rupees more the one crore, on the promise of getting them job in Assam Rifles and Ministry of Health and Family welfare, Govt. of India. On the basis of this complaint a case under proper sections of law was registered in the year 2011 and the investigation was taken up by Crime Branch.
Operation:-
A team consisting of above said officials was constituted to track the whereabouts of accused. On 30/9/2011, hard work by the team bore fruits when accused Ravinder Chauhan was arrested from the area of Hazrat Nizamuddin Railway Station. On interrogation he admitted that he used to impersonate as Major in the Indian Army and collected crores of rupees from innocent villagers on the promise of getting them job in Indian Army and Ministry of Health and Family Welfare in Govt. of India. He was arrested after sustained interrogation. He disclosed that one Ms. Archana Sinha r/o Jorhat (Assam) was the mastermind of this whole racket. Accused was taken in police custody and a raid was conducted at Jorhat (Assam) and on 05/10/11 accused Archana Sinha was also arrested from Jorhat (Assam). The cash amount of Rs. 5.19 lacs along-with 21 fake seals/stamps of Assam Rifles and Ministry of Health & Family Welfare, more than 200 fake provisional appointment letters of Assam Rifles and Ministry of Health & Family Welfare and a list of about 2000 prospective candidates were recovered at the instance of Archana Sinha. However, Archana Sinha disclosed that she was running this racket with the help of Dr. K. D. Das of Assam Rifle. Both Archana Sinha and Ravinder Chauhan were arrested while accused Dr. K. D. Das was absconding since last one year. He was sent to join the investigation by the authorities of Assam Rifle for his role but he did not report at Crime Branch. He was running absent from his duty since then as well.
On 05.12.2012, SI P. C. Yadav received an information that Dr. K. D. Das would be coming to Saket Court complex to consult some advocate. On this information a trap was laid and Dr. K. D. Das was arrested from near Saket Court complex.
Modus Operandi:-
Ms. Archana Sinha r/o Jorhat (Assam) was the mastermind of the whole racket. She was in contact with Deputy Commandant Dr. K. D. Das of Assam Rifles. At the behest of Dr. K. D. Das, she appointed her agents in Delhi, Haryana, Rajasthan, Punjab, Himachal Pradesh, MP, UP, Assam, Meghalaya, Manipur, Nagaland etc. The agents used to allure innocent job seekers by promising them jobs and used to collect Rs. 25,000 to 1 lacs per candidate as advance. Thereafter Archana Sinha would ask her agents to bring all the candidates to Guwahati/Jorhat (Assam) and would ask them to stay in some hotel. Dr. K. D. Das would arrange fake medical examinations in hotels and houses in Guwahati and Jorhat. They would also get the blank answer sheets signed from them. Thereafter she would send them back and would ask them to wait for the result and appointment letters. Dr. K. D. Das provided her samples of appointment letters which are issued by Assam Rifles. He also provided the sample seals/stamps and specimen signatures of appointing authority of Assam Rifle to Archana Sinha. She would prepare fake appointment letters and after some time she would send a photocopy of provisional appointment letters to her agents and would ask them to deposit rest of the money before giving them original appointment letters. She used to collect Rs 1.5 lac to 1.7 lac per candidate from the agents. Out of this she used to give Rs 40,000/- per candidate to Dr. K. D. Das. After collecting rest of the money she and her agents would ignore the candidates. In case of some candidate mounting pressure on her agent to give his money back, she would return some part of the money by depositing part of the money in their account by alluring other candidates. Dr. K. D. Das used to receive money in cash or in accounts of his juniors.
Profile:-
Accused Dr. K. D. Das completed his MBBS degree from Darbhanga Medical College in the year 1995. Soon after, he joined Indian Railway on contract basis. In the year 2003 he was appointed as a Medical Officer in the rank of Assistant Commandant in Assam Rifle. He was promoted to the rank of Deputy Commandant in the year 2007. He used to be the Medical Officer at most of the recruitments centers of Assam Rifle. Here he came in contact with some touts including Archana Sinha. The touts used to give Dr. K. D. Das money for doing favour for their candidates in medical examination during recruitments. Thereafter Archana Sinha proposed him to help her candidates for monetary considerations to which Dr. K. D. Das readily agreed.

ONE CHEAT ARRESTED AND FIVE CASES WORKED OUT
With the arrest of one cheat namely Sunil S/O Deep Chand R/O H.No. H-02/93, Kirari road, Aman Vihar, Sultan Puri, Delhi, the Staff of PS Mahindra Park, North West Distt. has worked out five cases of ATM card swapping by withdrawing money from the account of innocent individuals.
Incident
On 30/11/12, Smt. Lila Devi d/o Ram Singh r/o K-109, Jhuggi Lakhi Park near community center Jahangir Puri Delhi came to the ATM of SBI Jahangir Puri at about 11.40 AM for withdrawal of cash Rs. 20000/-. At that point of time, a boy was already standing at the ATM. He induced her to give knowledge of quick withdrawal of money from the ATM. He took her card and asked her to press her PIN number. She entered the PIN number but no cash was withdrawn. He deceived her by changing the ATM card. She immediately checked and found that her ATM card was changed. She cried loudly and chased him. Rocky S/O Tilak Raj Sharma R/O B-1184 Jahangir Puri, Vinod Sharma S/O Late Shri Munshi Ram R/O L-13 Gali NO. 23 M.Park Delhi and Ajay Singh S/O Chaman Lal R/O A-156 Gali No.-07, Shalimar village, Delhi were also present around the ATM. They came forward and after chasing managed to apprehend Sunil. 9 ATM Cards of different individuals including Smt. Leela Devi were recovered from the possession of the accused. Accordingly, case FIR No. 335/12 dated 30/11/12 u/s 420/411 IPC, P.S. Mahendra Park was registered and investigation was taken up by SI Manoj Kumar under the supervision of Inspr. Darshan Singh SHO Mahindra Park.
INVESTIGATION :-
During the course of investigation, verification of the recovered ATM cards was done. 4 victims were identified whose ATM cards were swapped by the accused. The verification of remaining 4 ATM Cards is being done for identification of the account holders. 3 cases of cheating at PS Mahindra Park and one case of cheating at PS Nabi Karim have been registered by contacting the victims.
Interrogation :-
On sustained interrogation, accused Sunil S/O Deep Chand R/O H.No. H-2/93, Kirari Road Aman Vihar, Sultan Puri, Delhi confessed the swapping of ATM cards in deceitful manner from the innocent ATM card holders on the pretext of giving them knowledge regarding quick withdrawal of money. He used to change the ATM cards after noting the PIN number of the account holders. He used to withdraw the money with the changed ATM Cards.
PROFILE OF THE ACCUSED:-
Sunil S/O Deep Chand R/O H.No. H-02/93 Kirari Road Aman Vihar Sultan Puri Delhi, aged about 24 years. He is graduate through open University. He is very smart and able to win over the confidence of the innocent ATM card holders for swapping their ATM Cards. He is married having two children.

INCIDENT
The staff of PS Mahindra Park, North-West District has arrested two hardcore robbers Sumit Narula S/O Ramswaroop Narula R/O H.No. 4143, Gali No. 108, 25 Foota Road Sant Nagar, Burari, Delhi and Gurcharan singh @ Gabbar Singh S/O Late Shri Karnail Singh R/O C-65 Top Floor, Gali No. 2, Hardev Nagar, Jharoda Village, Burari, Delhi who had escaped from the custody of Mumbai Police in the intervening night of 3/4-12-12 vide case FIR No. 300/12 dated 4.12.12 u/s 223/224/328/34 IPC P.S. Burari, Delhi.
ARREST
A massive search was launched for their arrest as they were involved in more than 25 heinous cases of Delhi, Haryana and Navi Mumbai. The dossiers of the accused persons were distributed amongst the staff of PS Mahindra Park. A special team was constituted comprising of HC Jagmohan and Ct. Parahalad Singh headed by Inspr. Darshan Singh, SHO/Mahindra Park under the supervision of Rajesh Kaushik, ACP/Shalimar Bagh. The dossiers of both the accused persons were shown to several public persons. It was anticipated that the accused persons can hide themselves in Jahangir Puri. On 5.12.12, HC Jagmohan and Ct. Prahalad Singh were on patrolling in the area. They got a secret information regarding the movement of both the fugitives at Jahangir Puri bus stand. Both immediately swung into action and located them at Jahangir Puri bus stand at the instance of informer. Both the fugitives tried to run away on seeing the police men. The alert and courageous members of the team managed to overpower them. They were arrested vide DD No. 63-B dated 5/12/12 u/s 41.1 (E) CrPC, PS Mahendra Park.
INTERROGATION
During sustained interrogation, they confessed that they were in Mumbai jail for the last about two and a half years as they could not manage their sureties in Mumbai for getting bail. Then they made a plan to hoodwink the Mumbai Police in Delhi during the trial of Case FIR No. 232/08 u/s 25 Arms Act and 411 IPC PS Kashmiri Gate. On 3.12.12, they were brought to Delhi by the Mumbai Police and were produced before the Magistrate in Tis Hazari Courts, Delhi. Thereafter, they escaped from the custody of Mumbai police with a plan to vanish alongwith their family members to some undisclosed location but their plan was foiled due to arrest made by the alert police of PS Mahendra Park.
