Resolution 1– Approval of Final Committee Draftof ISO/IEC 10918 Part 5: JFIF

WG 1acknowledges the summary of voting on Combined CD Registration and CD Consideration Ballot on ISO/IEC CD 10918-5, Information technology -- Digital compression and coding of continuous-tone still images: JPEG File Interchange Format (JFIF) and approves its Final Committee Draft contained in WG 1 N 5220. WG 1requests the SC 29 Secretariat for appropriate action towardsFCD Ballot.Since no comments have been received, DOCR was not issued.

Resolution 2– Approval of JBIG meeting report

WG 1 approves the JBIG Xian meeting report contained in document WG 1 N 5222 and Telephone meeting minutes held prior to Xian meeting in document WG 1 N 5221.

Resolution 3– Exchange of ISO/IEC 14492/AMD numbers

WG1 approves the exchange of ISO/IEC 14492(JBIG2) AMD numbersbetween AMD3 and AMD4, as the progress of current AMD3 is behind AMD4. From now on, AMD title is given as following.

Resolution 4– Approval of PDAM text for ISO/IEC 14492/AMD3 (former AMD4)

WG1 approves the progression of the draft text for ISO/IEC 14492 (JBIG2) PDAM3contained in WG 1 N 5223and requests the editors to finalize and submit for information to the HOD by November 25, 2009. The final version will be submitted to SC 29 Secretariat by 5 December 2009 for PDAM3 ballot consideration.

Resolution 5– Call for Contribution on ISO/IEC 14492/AMD3 (former AMD4) test images

The WG 1/JBIG committee asks for contributions on test images for testing the work on JBIG2/AMD3 colour extensions. Of particular interest is a wide variety of colour halftones using different algorithms and from different manufacturers. The image set should include examples of both generated (ripped) images and scanned printed materials, and should also contain a mixture of halftones, text and line-art. These images should be copyright-free and have an accompanying statement to that effect.

Resolution 6– Call for Contribution on conformance bitstreams for ISO/IEC 14492/AMD4 (former AMD3) project

The WG 1/JBIG committee calls for contributions on conformance bitstreams for JBIG2/AMD4.

JPEG XR(ISO/IEC 29199)

Resolution 28– Request for patent statements on JPEG XR image coding system

WG1 strongly requests that all participants in the work of JPEG XR image coding system give consideration to the Resolution 46 of the 42nd (Lausanne) WG1 meeting, "WG1 affirmation of SC29 resolution on IPR guidelines" and to make patent statements to assist WG1 in its deliberations on JPEG XR image coding system specifications. WG1 requests that any patent holders of potential patents essential for implementation of ISO/IEC 29199-2 consider making a grant to all implementers of the standard of a royalty free and license fee free license, in order to help WG1 meet the original objectives of this standardization activity.

Resolution 30– ISO/IECPDTR 29199-1: JPEG XR image coding system – System architecture

WG1 approves the progression of ISO/IEC PDTR 29199-1 (WG 1 N 5229) and requests the editors to finalize the text by 1 December 2009.

Resolution 31– ISO/IEC 29199-2/COR 1: Miscellaneous corrections for JPEG XR image coding specification

WG1 approves the progression of ISO/IEC 29199-2/DCOR1 (WG 1 N 5230) and requests the editor to finalize the text by 3 November 2009. WG1 also approves the forwarding of corresponding text for ITU-T Rec. T.832/Cor.1 to ITU-T SG16 for AAP Consent.

Resolution 32– DoCR and text of ISO/IEC FCD 29199-3: JPEG XR image coding system – Motion JPEGXR

WG1 thanks the United States national body for its comments on the ballot for ISO/IEC CD 29199-3, and approves the disposition of comments report as contained in WG 1 N 5253. WG1 approves the progression of ISO/IEC 29199-3 FCD text (WG 1 N 5253) and requests the editor to finalize it by 10 November 2009.

WG1 thanks the NBs of Japan and the United States for their comments on the ballot for ISO/IEC FCD 29199-4, and approves the disposition of comments report as contained in WG 1 N 5217. WG1 approves the progression of ISO/IEC 29199-4 FDIStext (WG 1 N 5232) and requests the editor to finalize it by 3 November 2009. WG1 also approves the forwarding of corresponding text to ITU-T SG16 for AAP Consent.

WG1 thanks the NBs of Japan and the United States for their comments on the ballot for ISO/IEC FCD 29199-5, and approves the disposition of comments report as contained in WG 1 N 5218. Resolution 45– WG 1 affirmation of IP guideline statement submission

WG 1 re-affirms its support for its IP guideline statement first approved at the 16thWG 1 Seoul Meeting, March 1999.

“WG 1 requires all participants within all National Bodies to disclose and identify any and all patent rights and the specific technologies within the Verification Model to which they apply. Further, WG 1 requires this disclosure and identification at the time of submission of technology for VM consideration if submitted by the patent holder or no later than one meeting after submission of technology if the technology is not submitted by the patent holder. Further, WG 1 requires that the form contained in WG 1 N1267 be completed as part of this disclosure. This request is in accordance with Common Patent Policy for ITU-T/ITU-R/ISO/IEC, clause 3.”

The relevant ISO/IEC directives are contained in the integration group report, WG 1 N 1262.

Resolution 46– WG 1 affirmation of SC 29 resolution on IPR guidelines

WG 1 complies with the Resolution 9: “SC 29 IPR Guidelines” of the 20thSC 29 Plenary Meeting, 2007-04-30/05-01, San Jose, USA

“SC 29 affirms and supports Common Patent Policy for ITU-T/ITU-R/ISO/IEC that requires a party that submits a technology contribution for proposed inclusion in any SC 29 standard to disclose to the WG the existence of patents or published pending patent applications, hereafter referred to as "IP rights", of which the party is personally aware and which the party considers to cover any item of its contribution.

"[Clause 3, Guidelines for Implementation of the Common Patent Policy for ITU-T/ITU-R/ISO/IEC] any party participating in the work of the Organizations should, from the outset, draw their attention to any known patent or to any known pending patent application, either their own or of other organizations."

SC 29 affirms the Common Patent Policy for ITU-T/ITU-R/ISO/IEC of only considering for inclusion in a standard (unless the ISO Council authorizes an exception) technology that is either 1) free of IP rights, or 2) available to all implementers of the standard without a royalty or license fee and under other reasonable and non-discriminatory ("RAND") terms and conditions, or 3) available to all implementers of the standard for a reasonable royalty/license fee and under other RAND terms and conditions.

Although royalty-bearing patented technologies may be included in SC 29 standards, SC 29 suggests to its WGs to promote, whenever possible, the inclusion of technologies that either do not require a patent license, or that only require a RAND license without a royalty or license fee. Additionally, SC 29 encourages disclosure by the IP rights holder of the type of licensing under which these IP rights will be made available for conforming implementations of ISO/IEC standards after final publication -- that is either 1) royalty/license fee-free and under other RAND terms and conditions, or 2) reasonable royalty/license fee and under other RAND terms and conditions. Negotiations regarding specific licensing terms and conditions are left to the parties concerned and are performed outside of SC 29. Further, SC 29 requires software and technology contained in any party's contribution to an SC 29 standard to be made available by such party to all members of the SC 29 WG developing such standard, on a royalty- and license fee-free basis, solely for the purpose of testing and developing such standard and only until publication of the standard.”
