NOTICE OF EXPRESSION OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES
UNDER OPEN DOMESTIC BIDDING
Procurement of an Individual Consultant to update the Rural Electrification Agency’s Risk Register 2009, conduct an Agency wide risk assessment and demonstration of a Risk-Monitoring Tool
PROCUREMENT REFERENCE NO.: REA/SRVCS/16-17/00069
  1. The Rural Electrification Agency (REA) has allocated funds to be used for the acquisition of the consultancy services described below.
  2. The Entity now invites eligible individual consultants to submit sealed expressions of interest for the Procurement of an Individual Consultant to update REA’s Risk Register 2009, conduct an agency wide risk assessment and demonstration of a Risk-Monitoring Tool. The scope of the consultancy services shall include:-
  • Evaluation of REA’s operational and reporting structures, services and processes of all its departments and units (including the Information Technology Unit) and subsequently perform an agency-wide risk assessment. This process shall utilize a risk based approach and identify REA’s strengths and opportunities for improvement;
  • Documentation of the assessed risks in an updated Risk Register (2016/2017) and recommendations for addressing the same and document the same in a Risk Control Plan that clearly shows the linkage between the Key Risk Factors (KRF), the relevant control activities and established internal controls.;
  • Creating awareness by conducting workshops on risk to REA staff. He/she will also recommend risk monitoring approaches based on the risk as assessed for purposes of guiding REA on whether to acquire or establish a risk monitoring tool in-house.
  1. The individual consultant shall be selected using the Consultants’ Qualifications Selection Method prescribed in the PPDA Act, 2003 and PPDA (Procurement of Consultancy Services) Regulations, 2014.
  2. Interested individual consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services supported with relevant documentation.
  3. The short listing criteria will include:
  • The individual consultant shall submit a written letter confirming that;
  1. He/she has the legal capacity to enter into a contract with the Procuring and Disposing Entity;
  2. He/she is not insolvent , in receivership, bankrupt or being wound up;
  3. His/her business activities are not suspended;
  4. The consultant does not have a conflict of interest in relation to the subject of the procurement; and
  5. The consultant is not suspended by the Authority.
  • The Individual Consultant shall submit a Curriculum Vitae showing the details below and attach evidence where necessary;
  1. A bachelors’ degree in the fields of Risk, Audit & Internal Controls, Fraud Examination, Accounting, Finance, Business Administration, IT & Business Computing, Engineering, Social Sciences, Procurement and Law or any relevant field;
  2. Additional qualifications in risk, governance, controls and Information Systems is a must i.e. He/she shall be certified in at least one of the following, Internal Auditing (CIA), Fraud Examination (CFE), Information Systems Audit (CISA), Risk and Information Systems Control (CRISC), Information Systems Security Professional (CISSP), Information Privacy Professional (CIPP), Information Security Manager (CISM), Internal Controls Auditing (CICA), and Certification & Accreditation Professional (CAP);
  3. The individual consultant should have performed at least 3 assignments within the energy sector in the areas of risk assessment and management, fraud examination, IS/IT auditing, management consulting and training assignments within the past eight (08) years, i.e. 2015, 2014, 2013, 2012, 2011, 2010,2009 & 2008;
  • The individual consultant shall also indicate the fee rate; and
  • A covering letter stating the suitability and availability of the individual consultant.
