1. APOLOGIES FOR ABSENCE
Apologies for absence were received from LCC Councillor Castle.
2. MINUTES OF THE MEETING OF 25 JULY 2013
The minutes of the last meeting were accepted as a true record and were signed as such by the Chairperson.
3. CRIME REPORT
WPC Susan Broadwell presented the crime figures for the period 1 July 2013 to 31 August 2013. There have been 4 incidents of thefts from motor vehicles and one burglary in Weardley Lane.
An issue was raised regarding parking of vehicles on the pavement in front of the stone bus shelter on Harrogate Road, Harewood causing an obstruction. WPC Broadwell will monitor the situation and take appropriate action.
4. MATTERS ARISING
General Items
4.1 Neighbourhood Planning
HPC has now been designated a Neighbourhood Area. It was suggested that there may be benefits in working together with Alwoodley and Shadwell PCs and Councillors Harrand and Wilkinson will contact the PCs respectively to discuss the possibilities and practicalities.
4.2 Traffic Issues
The Clerk will contact LCC Councillor Castle for an update on the parking proposals in The Avenue, Harewood, including the HPC request to have yellow hatchings painted to prevent vehicular obstruction to the red telephone box. Defibrillation equipment has now been delivered and it is essential that clear access is maintained.
4.3 Emmerdale Stakeholder Panel
A meeting of the Panel is arranged for Monday 2 December at the Village Hall.

4.4 The Planting Wall Garden
The memorial stone was due for delivery to the memorial masons w/c 9 September.
4.5 Red Telephone Box
The defibrillation equipment has been delivered and arrangements will be made for its installation by an electrician. At a previous meeting it had been agreed that the box was in need of re-painting and an alternative colour to red suggested. The Clerk has confirmed that, being in a Conservation area, planning approval would be required to alter the external appearance.
4.6 Footpath, The Avenue to Sleights Lane, Harewood
It was reported that the grass has been cut, but the footpath remains overgrown.
Wigton
4.8 Proposed Boundary Stone, Wigton Lane
A signed licence has been received from LCC – sourcing of the stone can now proceed.
4.9 Proposed Bus Shelter, High Ash Drive
It was agreed that Funding of £10k be provided for a bus shelter outside the Wigton Moor URC. This will cover the cost of providing and installing a shelter and maintenance for 5 years. The Clerk will inform Metro of the decision and request that a plaque be installed acknowledging that the shelter was donated by HPC.

5.2 Maintenance
A small fire had been reported in the Cemetery. It is believed strong sunlight reflected off a metal container and set alight bark chippings in a grave space, subsequently damaging the marker cross. The Chair had been contacted and approved HPC funding of the £95 cost of a replacement, which has now been erected.
Mr D Baxter who has tended the Cemetery as gardener for 45 years had notified the Clerk that, with effect from 30 September 2013, he will no longer do so. A sub-group consisting of Councillors Beer and Moore will produce an ‘Invitation to Tender’ document for Grounds Maintenance works at the Cemetery and the Planting Wall Garden.
An itemised quotation for various works in the Cemetery was discussed and 3 of the 5 elements were approved. The Clerk will inform the contractor accordingly.
5.3 Closure of the Cemetery to Non-Residents
A proposal at a Cemetery Board Meeting held on 15 August 2013 to close the Cemetery to people from outside the Parish was approved. This will take effect from 1 October 2013 and will be reviewed after 2 years – the Cemetery Administrator was asked to notify undertakers.
5.4 Headstones
At the HPC Meeting held 25 March 2013 it had been agreed that only single-size headstones would be approved and kerb stones will not be permitted, both effective from 1 April 2013. This resolution was discussed and the sizes of headstones clarified – they must be no more than 4 feet high, 6 inches deep and 3 feet 9 inches wide including the plinth. They will be centrally placed and kerbstones on graves occupied prior to 1 April 2013 must not extend beyond the headstone.
The Cemetery Administrator had received a request for kerbstones to be placed round a grave purchased after 31 March 2013, but after discussion it was agreed the resolution to not permit kerbstones after this date should be upheld. The Cemetery Administrator will inform the family of this decision.
5.5 Cemetery Administrator Cover
It was agreed that, during any future absence of the Cemetery Administrator, the Chairperson and Clerk will undertake her duties.

8. COMPLAINTS RECEIVED BY COUNCILLORS
The following complaints were received by Councillors:-
· Illegal and inconsiderate parking of vehicles on High Ash Drive and the Lintons
· Obstruction of road signs by overgrown trees, most notably the flashing 30 mph warning sign on Harewood Bank and the direction sign near the Harewood Arms when approaching from the north.
9. COUNCILLOR VACANCY
Mr Jennings, who had been invited to the meeting having expressed a wish to become a Parish Councillor, was asked to leave the room. Councillors unanimously agreed to co-opt Mr Jennings to the Council. He was invited back into the meeting and advised of the Council’s decision.
