9.5 Right-of-Way Surveys

Work Type Owner / Metro Division, Metro Surveys Unit
Work Type Input / Work type input includes some or all of the following:

Work Type Definition / Right of Way Surveys includes all surveying duties, both field and office, needed for the development of a final right of way base map. Field work includes field location of alignment, property, and right of way monuments. Office work includes data processing, computations, research of old records, spotting title ownership, reviewing and interpreting legal documents, and base map preparation.
Work Type Deliverables / Right of way base map and survey report.
Specific Examples of Deliverables / Certified base map signed by a Licensed Land Surveyor.
Certified survey report signed by a Licensed Land Surveyor.
Quality Attributes of Deliverables / ·  Work must comply with Department standards, local and state statutes and laws on surveying.
·  Base map is to be both electronic, per MN/DOT standards, and hard copy.
·  The survey report is to be a bound report.

9.5 Right-of-Way Surveys Minimum Technical Qualifications

Requirements of the Professional Staff
Minimum Number
of Staff / ·  A minimum of one professional Land Surveyor, licensed in Minnesota, having demonstrated experience in Right of Way surveys.
·  A minimum of one crew chief having demonstrated experience in Right of Way surveys.
Professional
Certification/Licensure Past Record & Experience of Firm / ·  Professional must be a Minnesota Board Licensed Land Surveyor with the Minnesota State Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience, and Interior Design (AELSLAGID).
Qualifying Experience / ·  Satisfactory experience must be demonstrated on at least three projects in the last two years in all aspects of highway right of way recovery, computations, datums, monumentation, and documentation.
·  The survey crew chief must have satisfactory experience demonstrated on at least two projects in the last two years in all aspects of survey fieldwork.
·  Minimum two years demonstrated experience and knowledge in all aspects of processing and submitting data in the appropriate formats and datums, with particular emphasis on MicroStation and GeoPak.
Requirements of the Firm
Past Record & Experience of Firm / ·  Satisfactory experience must be demonstrated on at least three projects in the last two years in all aspects of highway right of way recovery, computations, datums, monumentation, and documentation.
·  Must have demonstrated experience to engage in Right of Way surveys meeting State statutes and laws.
·  Demonstrated ability to successfully deliver Right of Way survey projects in a timely manner consistent with project requirements.

Requirements of Professional Staff / ·  Qualifying experience of staff in the category/level of work must be documented by Individual Education and Experience Reports of the firm's principals and/or key personnel. ( EDUCATION & EXPERIENCE REPORT 905 )
·  Experience of the qualified staff must be demonstrated by reference to completed projects in the activities for which pre-qualification is desired. Reference must include a description, and dates of the project(s), as well as the individual’s roles and responsibilities on the project(s).
Requirements
of Firm / ·  Experience of the firm in the category must be demonstrated by reference to a minimum of three completed survey projects (maximum of ten survey projects). Reference must include a description, and dates of the project(s), as well as the firm’s roles and responsibilities on the project(s). ( FIRM MATRIX 905 )
·  Submit a minimum of three examples of previous project work meeting the requirements stated above.
·  Experience by qualified professional staff may be cited in lieu of experience by the firm.
·  A signed and notarized form indicating the firm is capable of using Mn/DOT’s Level 2 CADD Standards. Form is located on the Web Site under Overview and Application Information.
Project Documentation / ·  Individual and firm project examples must be submitted both electronically (on CD’s) and in hard copy (i.e. reports, plans, etc.). (Refer to Form 905)
