Public Hearing on the proposed 2015BudgetsfortheVillage

ofSolonSpringsandVillageSewerDepartment.

President Blaylock called the Public Budget Hearing to order at 6:30 p.m. Present: Michael Blaylock, Jonathan Brostowitz, , Ben Evans, Todd Gilbert, Melissa Johnson, Joshua Little. Absent/excused: Thomas Stewart. Others Otherspresent: Kathy Burger,Clerk; Gary Vandenberghe , Lee Linden, Village Operators, Becky Nordskog, Treasurer, James Heim, Lake Association & Fire Commission.

Public Present: Jim Ohm

Motion by Little, seconded Jonson to approve the 2015 Village of Solon Springs General Budget. Motion carried unanimously. Clerk called for a roll call vote: Blaylock, yes; Brostowitz, yes; Evans, yes; Gilbert, yes; Johnson, yes; and Little, yes. The total General budget will be $386,391.56. The tax levy for 2015 will be $222,413.00.

Motion by Johnson, seconded Little to approve the 2015 Village of Solon Springs Wastewater budget as presented. Motion carried unanimously. Clerk called for a roll call vote: Blaylock, yes; Brostowitz, yes; Evans, yes; Gilbert, yes; Johnson, yes; and Little, yes The total Sewer budget is $225,286.91. Copies of the budgets are attached.

UnfinishedBusiness:

a)Update on Farmer property – Blaylock will follow-up with the attorney to find out how to proceed after the December 1st deadline for the raze and removal order for Farmer.

b)Solon Springs School plowing – Blaylock met with Mr. Cox from the school. Using the DOT figures for wage/equipment usage, the figures the school came up with were $328 for 2 hours compared to $450 the Village had calculated. The crew will keep track of their hours. The school will increase the plowing fee to $5,000 across how many trips are made. If we are over at the end of the season, possibly do in-kind services for work painting or mowing the Village may need in the summer. In March or April, Blaylock will call a meeting with the Towns of Bennett and Solon Springs and Mr. Cox to come up with a new plan for the 2015-16 plow season.

c)Pension loan payback – Blaylock reported the court hearing for the pension loan matter is completed and the Village is due the outstanding funds for the pension loan for Gerald Olson.

d)Salveson property – Blaylock reported the Planning Commissionmet with Mr. & Mrs. Salveson and he has bids for a new pole building. They have given him a deadline of June 1, 2015 to have a plan in place and building permit ready and a survey completed along so property lines are known, as well as the zoning and what type of use this property will be. Minutes from the planning commission, as well as a letter will be sent to the Salveson’s and the neighboring properties.

NewBusiness:

a)Undercoating of new truck – will look at putting in a liner in the bed of a truck versus undercoating. Any rust appearing after two years would most likely be in the bed of the truck without a liner from the salt and sand mix.

b)Approval of 2015 budgets – motion by Johnson, seconded by Little to approve both the2015 Village of Solon Springs General and the 2015 Village of Solon Springs Wastewater budgets. Motion carried.

c)December board meeting date- December meeting will be cancelled. If we have to call a special meeting for any out of the ordinary bills that need to be signed we can call a meeting.

d)December expenditures - motion by Johnson and seconded by Evans to give Blaylock authority to sign the regular monthly expenditures. Motion carried.

e)Insurance quotes – clerk will schedule a future meeting with Blaylock, Little, Johnson and the brokers to review the insurance proposals and coverages.

f)On call snow plow operator – clerk will run an ad in the shopper.

g)Terms up April 2015 election – Blaylock ,Johnson, Little and Stewart terms are up in April.

h)Solon Springs School Superior Days Trip Donation request – motion by Little and seconded by Johnson to donate funds up to $500 not used from 2014 under “board travel/meeting expenses” be donated to Solon Springs School for the students Superior Days trip in 2015. Motion carried.

i)Library – donation towards books of remaining balance from library budget – Motioned by Little and seconded by Johnson to donate funds not used for the library budget in 2014 to the library for them to purchase books or equipment for the Solon library. Motion carried.

j)Christmas lights – Motioned by Little and seconded by Johnson to allocate funds not used in the 2014 Christmas Decorations budget be used by the Christmas Decorating Committee to purchase new decorations to replace dated decorations. Motion carried.

6.3PublicWorks/SanitarySewerCommittee –sewer late fees for 3rd quarter $2,200 and $27,127 placed on the tax roll

6.4 FirewiseCommittee–Brostowitz reported May 18th will work for scheduling brush pick up. The DNR will help him with any last minute paperwork needed to submit.

7.1 DouglasCountyBoardCommissioner –no updates

7.2 UpperStCroixLakeAssociation – Heim reported he is applying for a FEMA grant for a new fire rig. Will need a letter of support from the Village in the near future.

7.3 FireCommission/FireDepartment–no updates

7.4. Community CenterCommission – no updates

7.5 Airport Commission – no updates

7.6 DevelopmentCommission–Blaylock reported the wetland survey was submitted to the DNR, and they in turn along with the DNR are requesting a meeting.

7.7 Planning Commission –

a)The Planning Commission has talked with Kadingers – and they are working on clearing out the junk vehicles and the bus and will install a fence by spring. The Commission will be sending them a letter with strict guidelines regarding the fence and it being required to be installed.

b)They have finalized the draft zoning ordinances. A copy will be emailed to the board for review. Will be send to the legal department for a final look through, along with new zoning maps.
