Item 1. Confirmation of Minutes of theJune meeting.

The Minutes of the Area Council meeting held on the 25th July2011 were confirmed on the proposal of Cllr. B. Reillyand seconded by Cllr. O.Fox.

Item 2. Reports

Housing Report

Mr J. Flanagan,Town Clerk/Area Administrator submitted the Housing Report to the meeting, copy previously circulated.

Cllr. C. Yore – are all houses in Oldcastle accepted.

Cllr. B. Reilly – what land banks are we going to sit on and any private sites in North Meath for sale.

Roads Report

  • Mr. S. Carroll, A/Area Engineer, submitted the Roads Report to the meeting copy previously circulated.
  • Cllr. O. Fox – Philipstown – Clonabraney lane – collapse pipe under road.
  • Cllr. C. Yore – the R164 needs to be priority and proper strategy to be put in place with regards to winter gritting. Council paid out €4m on legal case and it annoys me to say that we cannot afford to grit our roads.
  • Cllr. E. Cassidy – same as last year advertise depots open at certain times for farmers to pick up grit and salt etc.
  • Mr S. Carroll, A/Area Engineer informed members of the N52 bypass – The National Transport Authority in conjunction with Meath County Council will be making provision for footpaths and bicycles lanes on N52 bypass – Moynalty Road to Mullingar Road – both paths and cycle paths.
  • In Oldcastle the footpath on lane down to football pitch.
  • Crossakiel – footpaths down towards the pub.
  • Drumcondrath – footpath towards public house.
  • National Transport Authority – involved pedestrian crossings.

KellsTown – controlled crossing @Maudlin Street, Bective Street, Headfort Road and Navan Road.

The Supervalu – we are currently changing that to controlled crossing.

  • Allocation of €16k recommended for Gilsenan school – put in bus parking and disabled parking bay and modernise footpath.

  • Cllr B. Collins requested for timer to be available on pedestrian lights.

Sanitary Report

  • Mr. S. Carroll, A/Area Engineer, submitted the Sanitary Report to the meeting copy previously circulated.

Cllr. O. Fox – underline problem regards water in Moynalty – comes under water rehabilitation scheme

Mr. S. Carroll – contractors are back to rectify the problem.

Item 4.

Questions to the Manager.

Can the Manager please advise if ramps can be installed in Stoney Road, Mountdutten and St. Brigits Terrace, Oldcastle. (Cllr O.Fox)

Mr S. Carroll, A/Area Engineer – informs members that legislation is very strict with regard to installing ramps they can cost between €6k-€8k with signage.

Any other business raised with the permission of the Cathaoirleach.

Cllr. J. V. Farrelly – whoever is dealing with new signage is not removing waste during the job.

Cllr. C. Yore – praised and commended the contractors who carried out the works on the water mains in Kells, Athboy and Duleek. Traffic was kept moving and businesses commented on how well they managed traffic.

Cllr. B. Reilly – potholes on Boolies Road.

Cllr. C. Yore – update on Dearpark

Cllr. E. Cassidy – correspondence on Bus Stop Athboy.

Cllr. C. Yore – Ardglassan letter to M. Finnegan, Road Safety Officer re signage.

Cllr. C. Yore – Townspark Manor no public lighting.

Cllr. B. Reilly – Major problems with water freezing in Townspark last winter – pipes are not down far enough.

Mr J. Flanagan, Town Clerk/Area Administrator advised member that an issue over funding towards the Moynalty Tidy Towns would be raised at the next full council meeting.
