ARIZONA GEOGRAPHIC INFORMATION COUNCIL

HELD November 3, 2016

A public meeting of the Arizona Geographic Information Council Combined Committees was convened at MAG, Phoenix, AZ.

The following Arizona Geographic Information Committee members were present at the meeting:

The following matters were discussed, considered, and decided at the meeting:

I. Call to Order: Kevin Blake called the Council to order at 10:07 a.m. Introductions were made. A Quorum was confirmed.

Approval of Minutes: The minutes were reviewed and discussed. Kevin Blake asked for approval of the last board minutes.

Motion for approval of the minutes made by Jim Meyer. Brian Brady seconded. The motion approved unanimously.

II.  Budget Update: Tim Colman reported the AGIC budget summary to the council. The Conference budgets for 2015 and 2016 and the AGIC budget for fiscal year 2016 ending June 30th, 2016 were reviewed for the Council members. The budgets for the conferences are being reported per conference even when activity for each conference spans more than one fiscal year. The budget for AGIC is reported by fiscal year.

There is not much activity to report on the 2016 Conference budget. Beginning balance was $25,000. Revenue into State Land for the conference was $13,000 and expenses were $3,400. Revenue from the credit card payments and expenses for venue were not included in the report but will be reported at the next Council meeting. AGIC beginning balance was $13,000 and after expenses was $6,700. Fund will be transferred to the AGIC account from the Conference account.

Motion to approve the budget made by Curtis Pulford. Seconded by Jason Howard. Motion passed unanimously.

III.  Committee Reports

The AGIC committees presented oral reports from committee and working group chairpersons. Kevin Blake facilitated the committee reports.

1.  Administration and Legal Committee Report (Chair – Tim Smothers)

Curtis Pulford reported on the status of the AGIC membership. Curtis met with the Governor’s Boards and Commissions Office and reported that the office is happy with the applications received to date for AGIC membership. The Governor’s Boards and Commissions Office wants to meet again with Curtis to determine if there is value in reducing the number of federal sector representatives on the Council. There may not be harm in reducing the number of federal sector representatives because the federal representatives will still likely participate even if not officially on the Council. Also proposed is increasing the number of Tribal and private sector representation on the Council. The Council is fine to continue with members whose terms expired in September.

Tim Smothers reported on the election for the AGIC Chair position. Two nominations were received and one of the two nominees had to withdraw. The remaining candidate was James Meyer. James accepted the nomination for Chair. Tim Smothers read James Meyers’ resume to the Council then asked for a vote. The vote for James Meyer was by voice. James was confirmed unanimously and will hold the position of Vice-Chair at the February Council meeting and Curtis Pulford will be Chair.

The NSGIC Membership Update was given by Curtis Pulford. AGIC participates in the NSGIC Council Group Membership program. Because AGIC is on the State Council program all AGIC Council members and those that participate in AGIC activities are NSGIC members. Curtis encouraged Council members to participate in NSGIC committees.

Curtis Pulford reported on the NSGIC Annual Conference that was held in October, 2016. Curtis Pulford, Kevin Blake, Jim Meyer and Gene Trobia attended the NSGIC Conference. On the first day transportation centerline unification was a topic, Jim Meyer and One Spatial participated. The Geospatial Data Act was major topic of discussion during the State Caucus. The Goal of the Geospatial Act will streamline the process of getting money to the states and streamline the coordination of federal agencies. Curtis had the opportunity to discuss the 3DEP elevation program and make the case for western states. Gene Trobia reported on the Tribal Caucus. Tribes and States carry more weight when they stick together. NG911 Committee is focused on the National Address Database. Transportation and Addresses combined into one committee. The GIS inventory may be redesigned to collect and aggregate state data for federal needs. AGIC is positioned to take a lead for Arizona on the aggregation of local data. Discussions occurred with the Census about using AZGEO to aggregate state data for the 2020 Census.

Tim Smothers reported to the Council on the activities of the AZGEO data sharing activities. A working group is focused on the obstacles to data sharing. The council has a duty to look at how to share geospatial information.

Tim Smothers announced that Curtis is now a co-chair of the Admin and Legal Committee. Also that the Data Committee along with the Admin and Legal Committee will be meeting more frequently. The committees will have eight meetings per year instead of four. The increased meetings will accommodate a meeting shortly before each Council meeting and a meeting shortly following each Council meeting. Tim feels that this will allow the committees to be more relevant to the Council meetings and help the Committees to stay on track with their respective work plans.

2.  Data Committee Report (Co-Chairs – Sandra Dyre and Gene Trobia)

Gene Trobia reported on the activities of the Data Committee. Candace Bogart presented information to the Data Committee about the NAIP program. Buy ups for the state are time sensitive. Admin and Legal and the Data Committee will be meeting on November 9. Candace will provide another update to the committee.

James Meyer reported on the activities of the 911 Work Group. The Work Group may change its meeting format to a series of informational sharing activities with different speakers at each meeting. The change of format is in response to fewer topics to cover at each meeting.

The progress of the EMAP project was discussed by Gene Trobia. EMAP may be tied into the roads editing tools.

James Meyer reported on the ADOT Supply Chain project. One Spatial suite of tools are used for the aggregation of local to state data. Jim hopes that the tool may be leveraged for other projects in AZGEO.

The activities of the data sharing work groups were reported on and discussed by Curtis Pulford. One workgroup was tasked with writing a disclaimer that meets 80% to 90% of people’s needs for a data disclaimer in AZGEO. The disclaimer has been shared with the Council. The disclaimer dealt with accuracy, custodian liabilities and use and redistribution restrictions. The disclaimer is available to people uploading data to AZGEO. The other workgroup is developing an education white paper intended for non-GIS administrators. A one pager is crafted but some work is still needed to complete the one pager.

3.  Conference Committee (Co-Chairs – Steve Whitney and Jami Garrison)

Steve Whitney reported on the activities of the Conference Committee.

·  256 attendees which is up from last year.

·  36 presentations.

·  22 sponsors.

·  5 hands on workshops in addition to the ESRI hands on learning lab.

·  35 lightning talks. One lightning session was for the exhibitors.

·  Lunch Speaker was Chris Alrich. Presented what does Geospatial means today and what technologies are here.

·  Annual update from the State Cartographer’s Office.

·  Steve Lewis provided a Thursday talk in the ballroom during lunch.

·  Survey went out. Less responses this year. Good suggestions were received.

·  Looking to transitions some of the Conference leadership roles. Working to compartmentalize the tasks to help hand them off to new people on the Committee and document the processes.

·  2017 Conference is scheduled for September 20th through the 22nd.

The first AGIC Conference may have occurred in 1993. Gene will report to the Council the exact year of the first conference.

4.  Outreach Committee (Co-Chairs – Curtis Pulford and Cheryl Thurman)

Curtis Pulford reported on the activities of the Outreach Committee. The calendar is updated more frequently and links are checked. In short the AGIC website will be a site people want to look at. The GIS spotlight articles will be coming out soon. Curtis asked the Council members if they have any localized GIS events that they would like to have on the AGIC calendar. Curtis has been working with Dave Moss and Jim Jarvis for a Maricopa/Phoenix GIS Day in downtown Phoenix. The banner and booth for AGIC presence and presentation is still being designed.

IV.  Additional business:

Jim Meyer reported that GIS for Transportation (GIST)is coming to Phoenix in April. Submissions for presentations are due on November 21st.
