INSTRUCTION GUIDE TO THE BUSINESS CASE TEMPLATE

PROJECT PROPOSAL TITLE: Give a brief title that accurately titles the project.

INVESTMENT COSTS (IF ANY): Does the project require startup costs? What is the amount of additional money needed to implement the project? Many projects require no investment dollars.

2019 ESTIMATED SAVINGS/REVENUE: How much money will be generated or saved in the first year. (Assuming the implementation timeline.)

ESTIMATED ANNUAL SAVINGS/REVENUE: How much money is this project estimated to generate as revenue or save the County once your project is fully up and running?

IMPACTED FUND: Identify which fund will see the revenue or savings. (General Fund, Special Purpose Fund, Grant or Capital)

DEPARTMENT/BUREAU: Name the Department submitting the business case

PREPARED BY: Insert the name of the person offering the proposal

DATE: Date that you submit the proposal to the budget office

  1. SUMMARY OF THE PROPOSAL

Provide a description and overview of the project. Provide any information that would help the reader understand the basis of this proposal. Clearly state the purpose of the project and what the business case will support.

  1. BACKGROUND

Please provide any additional background needed to understand the project idea. Also, provide information on project attempts to do the same or similar project in the past.

  1. POTIENTIAL BUDGET IMPACT

Describe how the budget impact was calculated. Provide summarized data that supports your project. Are there any costs involved with the project? Are there capital or operating dollars required for this project to be implemented? Once this project is implemented, will there be additional costs to support this new initiative. (Annual cost to operate the initiative must be subtracted from the annual savings or revenue estimate.)

Identify the amount of funding generated or saved by fund (i.e. General Fund, Special Purpose Fund, Grant, or Capital.) The budget impact in 2018needs to consider implementation and procurement; identify the annual savings or revenue for subsequent years.

2019BUDGET IMPACT:

The revenue or savings in the first year for most projects is generally less than the annual dollars generated because it takes time to implement the project.

ANNUAL BUDGET IMPACT:

This should be the amount of money generated or saved annually by the project. (This should match the amount at the top of the page.)

  1. STAKEHOLDERS

List the stakeholders in the project including the project sponsor, those who have an interest or will benefit from the successful completion of the project, and those who may have a positive or negative impact from the completion of the project. This should include other departments or elected offices.

  1. COST BENEFIT ANALYSIS

Cost-Benefit Analysis(CBA) estimates and totals up the equivalent money value of thebenefitsandcoststo the community of projects to establish whether they are worthwhile. These projects may be dams and highways or can be training programs and health care systems

  • PROJECT PROS

Provide a summary of the main benefits of the project. What are the specific financial benefits? Are there dollar savings as a result of implementing this project? Are there qualitative benefits? How many people will be better off as a result of its implementation? Does it improve transparency or accountability or wave a policy objective forward?

  • PROJECT CONS

Provide a summary of the main points of opposition that will be raised by this project. What key project requirements might cause the project to fail? What are the risks to the County is undertaking this project?

  1. PROCUREMENT CONSIDERATIONS

Does this project require a contract be put in place? Does one already exist that can be used? If a contract is needed, are the requirements and specifications already written? How long will the contract take to put in place considering the procurement cycle time and Board approval?

  1. LEGAL REQUIREMENTS

Is a County ordinance change (or State law change) needed to implement the project? What are the legal challenges to implementing this initiative?

  1. TIMING AND IMPLEMENTATION PLAN

How long will the project take to get up and running once approved? List the implementation timeline and milestones.

  1. CASH FLOW PROJECTIONS

Please itemize thethe expenditures by month/year of the project

  1. BEST PRACTICES AND BENCHMARKING OTHER COUNTIES

Have any other jurisdictions implemented this project or a similar project? What were their results? What do they do in similarly sized jurisdictions?
