1. Consumer Protection (Compliance With Safety Standards) Regulations 2008
The draft regulations specify the general procedural requirements with regard to safety standards of consumer goods which include the safety and marking requirements, certification of approval, conformity assessment report, offences and penalties, maintenance of records, authorized agency, transitional period for toys which are marketed in Malaysia.
2. Consumer Protection (Safety Standards For Toys) Regulations 2008
The draft regulation states that toys (as defined in the regulations) that are sold or supplied in Malaysia must conform to the specified safety standards.
The safety standards prescribed under these regulations are:
MS ISO 8124-1, Safety of toys – Part 1: Safety aspects related to mechanical and physical properties;
MS ISO 8124-2, Safety of toys – Part 2: Flammability;
MS ISO 8124-3, Safety of toys – Part 3: Migration of certain elements;
MS 1774: Part 4, Safety of toys – Part 4: Experimental sets for chemistry and related activities;
MS 1774: Part 5, Safety of toys – Part 5: Chemical toys (sets) other than experimental sets;
MS 1774: Part 6:, Safety of toys – Part 6: Graphical symbol for age warning labeling; and
MS 1725, Safety of Electric Toys.
7. / Objective and rationale, including the nature of urgent problems where applicable: To protect the safety and health of children and to protect consumers against deceptive practices.

Upon gazetting. All manufacturers, importers, distributors and retailers shall be given a grace period of not more than twelve months to comply with the safety standards for all toys sold/supplied/displayed in the market.
