Task Force Roster

The Task Force roster was reviewed and information updated. Rick Mendler was identified as Steve Kovacs replacement (as if anyone could replace Steve) on the subcommittee and Task Force. A copy of rev 35,9/19/08 is attached to the end of these minutes.

IAG (Interdepartmental Advisory Group)

IAG functions:

Coordinating the views and requirements of the API Refining, Transportation and Production groups into a single API position, including inputs to NFPA and other standards bodies.

Providing responses to technical inquiries to the API Electrical Standards and Recommended Practices.

The IAG membership was also reviewed. The general rules previously established were: membership will include members representing Refining, Transportation, and Production, NEC Panel 14 Principle will be IAG Chair (Goodman- Refining); NEC Panel 14 Alternate is IAG Vice Chair (Burns- Production), Other members: NEC Panel 11 Principle (Hamer), SOEE Chair (Barrios), SOEE Past Chair (Klekowski), NFPA 496, 497, 499 Principle (Open, API membership on these NFPA committees was rejected by NFPA due to panel makeup. NFPA 70E Principle & IEEE liaison (Hamer), NFPA 780 (Victor Minak). Ad hoc - Transportation (Art NeubauerArseal Technologies formerly of Colonial Pipeline and Lin Duquette of Alliance Pipeline), Ad hoc – Production (Jim Cospolich of WS Nelson),

The proposal from the Spring 2004 meeting to minimize duplication and simplify the meeting arrangements has resulted in the combination of the RP 500 TF and the IAG groups into a single group. From a practical standpoint, the two meetings were repetitive and IAG members not on the SOEE TF typically attended the TF meetings anyway. Organizationally, it was proposed that the Vice Chair of the TF would be the Vice Chair of the IAG. Otherwise, the functions of the groups would remain essentially the same. Voting for proposals for the purpose of API positions would be limited to the IAG members within the Task Force.

Review of Spring Meeting 2008 Minutes

The minutes to the RP 500/NEC Task Force andIAG meeting held in New Orleans, Louisiana, April 15, 2008 were reviewed in detail. With only the correction of the date for NFPA 70E (corrected to September 8, 2008), the minutes were accepted. (motion –Louis, second Lorainne, Unanimous).

RP 500 and RP505 Inquiries and Responses

There were no new inquiries received from API since the last meeting. All previous inquiry items are closed.

RP 500 and RP 505 Revision Cycle

Both RP 500 and RP 505 were reaffirmed (11/2002). The next revision for both documents was targeted for release in November 2007 and the TF work on these revisions was initiated at the Fall 2004 meeting. Present schedule for RP 500, depending on ballot comments and responses, is November 2009. Similar to the last full revision of the documents, RP 500 will be revised first and the changes made incorporated into RP 505. Work continued preparing the RP 500 ballot draft.

Some of the specific items discussed included,

Balloting group: The document will be balloted using the SOEE voting group with Transportation and Production groups receiving copies for comment.

Mark to work with API staff to resolve all outstanding issues related to the draft. Anticipate Ballot to be conducted late 2008 or early 2009 with resolution of ballot comments at the Spring 2009 meeting.

NEC (NFPA 70)

The issue of allowable voltage level for unshielded cables continues. Strategies for 2011 proposals discussed (why is airport lighting exempted?)

Norb’s draft proposal was discussed including cable thickness requirements of 2002 table 310.63 with two columns 2001 – 5000 Volts and 5001 – 8000 Volts (180 mils insulation thickness) vs 2008 table 310.13D with 2400 Volt column only. 310.6 for 180 mils requirement. Note, no 100% or 133% requirements for unshielded cables. Norb to follow-up and draft revised proposals.

Art raised issue of misprint in Article 515 Table 515.3 requiring extent of classified area to be “level of top of tank” when it should be “level of top of dike wall” to be consistent with NFPA 30 Chapter 8. Mark to handle by proposal or at Panel 14 meeting.

Mark raised the issue of Coke Dusts Group F rating per NEC and NFPA 499 if total entrapped volatiles are greater than 8%. An FPN or other caveatto allow testing as a method to determine non-combustibility was suggested. Not supported as an API position, Mark to submit independently.

Update of publish date for RP 500 to 2009 in section 500.4 (B) FPN No.2. Mark to prepare for Gordon’s submission.

Discussion of “protection techniques” in Article 505 with respect to restricted breathing fixtures. Suggested to add section in Division sections. Generally didn’t want to have overlaps in different testing methods and certification requirements. No proposal.

NFPA 70E

New document issued.

Next Meetings

API Spring meeting in Denveris scheduled for RP 500 to meet 8:30 AM– 5:00 PM on Monday, April 27, 2009. SOEE to meet Wednesday April 29, 2009 from 8:00 AM to noon.
