Limited Tender Enquiry

Sub: Purchase of Deep Freezer ( -20 °C) for Vizag. Research Centre of CIFT

Sirs,

Sealed quotations in Two-Bid System are invited from reputed firms having Sales Tax/VAT Registration for supply of the articles detailed in the Schedule attached. Quotations shall satisfy the following conditions: -

1.  The cover containing quotation (Sealed Technical Bid and Financial Bid) should be superscribed as ‘Quotation for Purchase of Deep Freezer ( -20 °C) for Vizag. Research Centre of CIFT due on 10.08.2016 Quotations received without this superscription will have the risk of not being considered.

2.  The quotations shall reach CIFT, Cochin-682029 by not later than 14.00 hrs on 10.08.2016 and will be opened at 14.30 hrs on the same day. Late quotations will not be considered. The bid should be submitted under two bid system ie. Technical & Financial bids, should be submitted separately under one big cover.

3.  The rates quoted should be for delivery and installation at Visakhapatnam Research Centre of CIFT, Ocean View Layout, Pandurangapuram, Andhra University.P.O, Visakahapatnam - 530 003, unless otherwise specified. The period up to which the rates quoted are valid should be specified.

4.  Performance Security: The successful Firm/Party is required to remit a performance security amounting to 5% of the cost of the item/equipment in the form of Demand Daft /Bankers cheques drawn in favour of “ICAR Unit CIFT, Cochin “payable at State Bank of India, Willingdon Island Cochin-682003 or Bank Guarantee from a commercial Bank as directed by this office. The performance security to be remitted within 10 days from the formal intimation. If the bidder fails to remit the Performance Security the Bid security will be forfeited and the acceptance of the tender will be withdrawn and no further correspondence in this regard will be entertained.

5.  For goods offered from abroad it should be FOB basis.

6.  Price quoted should remain firm and fixed for a period of 90 days from the date of opening of the tender.

7.  Fax/Telex/Telegraph/E-mail offers will not be entertained.

8.  Discount allowable for Research/Teaching institutions, if any, may be shown separately.

9.  Full specification of the article quoted for shall be given in the quotation along with illustrated pamphlets, drawings etc. where available.

10.  If taxes, duties or any other charges over and above the rate quoted are payable by the purchaser actuals/percentage of such taxes/duties/charges should be clearly indicated. Please note that this Institute is entitled to concessional sales tax applicable, to Educational/Research Institutions/Laboratories etc. against declaration form. This institute is also exempted from payment of Excise duty/Customs duty.

11.  Quotation shall be complete in all respects i.e. specifications, rate, amount, mode of dispatch etc. If installations are to be made by the supplier it shall be specified and extra charges, if any payable therefore clearly given in the quotations.

12.  In the case of equipments, at least one year warranty has to be invariably furnished.

13.  Payment will be made by Cheque/DD/Electronic Transfer, only after satisfactory completion of supply and receipt of pre-receipted bill in triplicate. Quotations giving any other mode of payment may be avoided.

14.  The Director, C.I.F.T., COCHIN-682029 reserves the right to accept or reject any or all the quotations either in full or in part without assigning any reason in the best advantage of this Institute.

15.  Documentary proof of Sales Tax/VAT Registration, Income Tax PAN shall be submitted along with Tender. Tender without these have a risk of not being considered.

16.  In the event of declaring the opening day of the tenders as a holiday the opening of tenders, accordingly, will be conducted on the next working day at the same time indicated.

17.  Separate tender may be furnished for each equipment / item.

18.  Proper servicing, whenever necessary, has to be provided by the supplier or their authorized agents. Availability of technical support & servicing facility locally/nationally should be indicated.

19.  Users list may also to be attached in the tender form.

20.  Name & address of the Indian agent with authorization and agency commission, if any, may be specifically mentioned in the quotations in case of foreign firms.

21.  AMC charges after warranty, its terms and conditions etc. may be indicated in the case of sophisticated and costly equipments.

22.  Airlifting of the imported goods from abroad will be done only through Air-India, wherever applicable.

23.  Unless otherwise specifically agreed to by the purchaser and the supplier and incorporated in the contract, the applicable rules & regulations for transportation of the goods from foreign countries will be as per the contemporary version of International Commercial Terms (Incoterms).

2.  If the bidder, having been notified of the acceptance of its bid by the purchaser during the period of bid validity.

i,ii,ii  Fails or refuses to execute the contract form, if required; or

i,ii,iii  Fails or refuses to furnish the performance security, in accordance with the instructions to Bidders;

We undertake to pay to the purchaser up to the above amount upon receipt of its first written demand, without the purchaser having to substantiate its demand, provided that in its demand the purchaser will note that the amount claimed by it is due to it, owing to the occurrence of one or both of the above mentioned two conditions, specifying the occurred condition or conditions.

This guarantee will remain in force up to and including 60 (sixty) days after the period of bid validity and any demand in respect thereof should reach the bank not later than the above date.
