52/16 CHAIRMAN’S ANNOUNCEMENTS

Welcome to all.

a)  Jake has mended the wall on Village Green, just needs coping stones to complete.

b)  Mr K Dibble has removed the wreathes from the Cenotaph and has buried them.

c)  Well Dressings - The Parish Councillors have been invited to the Well Dressings, Chair has requested the annual payment towards them is made at the next meeting to ensure it is received in time.

d)  Thank you has been received from the Carnival Committee for the donation towards the Carnival.

53/16 HIGHWAYS AND FOOTPATHS

a)  Lee Head and other footpaths in Charlesworth - Communication received from DCC advising footpaths are checked on a regular basis, unfortunately due to budget they are only able to mend holes and urgent repairs at the moment.

b)  Bridleway off Green Lane - Had a phone call from Pennine Bridleways who assured me some work had been done, it hadn't been completely resurfaced due to budget, however all the rubble had been cleared and relaid with stone along the middle, not the edges due to drainage. Councillor M Gill stated he didn't think any work had been carried out. It was RESOLVED Councillor Gill will supply photo's to clerk to return to Pennine Bridleway Officer.

c)  Footpath from end of Woodseats lane to Broadbottom - 3/4 of the mud has been cleared by Jake, feedback from residents has been very positive about it, will be finished once weather has improved.

d)  Doctors Gate Bridge - Residents have been asking what is happening with the bridge and why there are delays. It was RESOLVED clerk to find out what is happening with it.

e)  Road Closures - request for information - It has been raised by a resident that there are potential road closures on Besthill Bridge and High Lane. Clerk has spoken to a couple of departments in DCC and there is no knowledge that either of these are planned to be closed. Clerk has responded to resident and has requested any further information as to where this information was heard. It was RESOLVED the clerk will contact Tameside Council regarding Besthill Bridge to find further information.

54/16 GARDENING AND MAINTENENCE

a)  Gardeners salary - As requested by Councillor D Cooper, clerk confirmed it was £35 per hour for 2 skilled workers.

55/16 REPORT OF THE CLERK

a)  Cenotaph Crash - Work is starting on the Cenotaph and being carried out by ADC who will ensure any disruption to the traffic will be kept to a minimum. It was RESOLVED the clerk will keep everyone updated.

b)  Village Green Entrance - Councillor S Worrall will send the plans around plans. It was RESOLVED the plans to be passed on to Jake Higgs and Liam Dunwoody via Councillors I Liversage and D Cooper, the clerk will pass on to ADC.

c)  Website - The Clerk apologised for the delay in the launch of the website and assured it will be live as soon as possible, also requested the Councillors who haven't already sent photos and short description to please send to the clerk asap.

d)  Playground maintenance - Two reports for previous months received, all work required being done, nothing urgent on either months lists.

e)  Marple Road Markings - Clerk to continue chasing Mr S Alcock, once work on Village Green entrance confirmed to send recorded delivered letter to ensure proof of delivery.

f)  Village Cleaning - Councillor S Worrall has offered to gauge opinion with residents to who would want to be involved in a village clear up. Clerk has already spoken to HPBC and Staffordshire Moorlands trust and can get hold of litter sticks, refuse sacks and a way of removing the rubbish if required. It was RESOLVED once Councillor S Worrall has spoken to residents clerk will follow this up.

g)  Invitation from DCC for Parish & Town Councils to Liaison Forum - Unfortunately no Councillors are able to attend. It was RESOLVED the clerk will find out when the HPBC forums are held.

56/16 Councillor's Items

a)  Defibrillator systems - Councillor M Gill has a contact for a company to come and give a live demonstration and to ask questions about funding for a defibrillator if there is still an interest for one. It was agreed by all Councillors this would be good and although there are some in the village none are accessible 24 hours a day. It was RESOLVED Councillor Gill to organise a date for the demonstration to Councillors.

57/16 FINANCE

(a)  It was RESOLVED that the following accounts nos. 80-84 be paid:-

85 - Charlesworth and Chisworth Carnival - £500.00

86 - C Kinnersley March salary - £393.21

(b)  It was NOTED the statement of accounts was read by the Clerk.

(c)  It was NOTED new signatories can be put on the bank account using a form from website - It was RESOLVED clerk to bring this form to the next meeting

58/16 PLANNING

None

None has been posted to the clerk, who checked both High Peak and Peak Park websites against the Parish boundaries and no planning on there.
