MINI FESTIVAL

Criteria for Host Club

  1. Age Groups U7, U8, U9, U10, U11, U12.
  2. There is a primary requirement the Festival will facilitate participation by all.

Therefore ‘B’ + ‘C’ stream sections should be arranged particularly at U7, U8 and U9 levels (Numbers of participants at U10 – U12 make ‘B’ streams unlikely)

No ‘B’ team may participate in an ‘A’ stream section and no ‘C’ stream within a ‘B’ stream.

  1. Owing to space, time and number of entries (allowing for Point 2) the Festival may be run over a Saturday and Sunday splitting age groups (Sat U10, U11, U12 and Sunday U7, U8, U9 for instance or visa versa).
  2. All age groups should play on the recommended RFU pitch sizes to encourage free running and space. The U7, U8, U9 levels should not be squeezed onto postage stamps thus inhibiting their rugby.

RFU recommend pitch sizes:

Under 7 + 840m x 30m

9 + 1059m x 35m

11 + 1259m x 43m(this may be reduced in width by 2 metres to 41m to achieve 2 pitches on a full size pitch)

  1. Match times including the Finals should be as follows:

Under 7 + 85 min each way1 minute half time

Under 9 + 106 min each way1 minute half time

Under 11 + 127 min each way1 minute half time

The allotted time between match starts should be as follows:

Under 7 + 815 minutes (every 20 minutes is far better but time may be the issue. It is better to build in a 10 minute blank after every hour if adopting 15 minute match starts.)

Under 9 + 1020 minutes

Under 11 + 1220 minutes

  1. Match balls are to be provided by the host Club.
  2. The match structure for each age group, qualification to subsequent rounds and format shall comply to the standard ORFU Match Structure Format. The format is determined by the number of teams entered.
  3. ORFU Competitions Committee shall provide and determine the rules of the Competition and winning criteria in the event of ‘ties’.
  4. The maximum number of matches a team shall play are:

U7, U8, U96 matches *A

U10, U11, U125 matches preferably though 6 may be necessary to include a Final.

  1. Age Group Report and Base Centreshould be provided for each age group at a central location to their playing area.
  2. A central control to announce results and information is mandatory (health and safety).
  3. Changing Facilities are desirable but not obligatory.
  4. Coaches and Referees Changing Facilities are desirable but not obligatory.
  5. Adequate toilet facilities to be provided.

Criteria for Host Clubs con’t

  1. A public address system is mandatory(health and safety).
  2. First Aid Facilities, St. Johns/Red Cross/Nurses/Doctors/qualified First Aiders (choice is yours), including ambulance access to pitch areas is considered mandatory. Mobile telephones should be available at every age group centre.
  3. All pitch areas to be enclosed by permanent, temporary roping.
  4. Catering for players/spectators is desirable but not mandatory. (It is an excellent income source).
  5. Presentation Area for trophies and medals to be centrally provided with presentation table.
  6. All pitches must be suitably lined and marked with flagpoles as appropriate.
  7. Adequate parking area(s) to be available and stewarded. *B
  8. Referees are to be organised by host Club. It is advised level 12 and above grade referees for U12 to be used if possible – discuss Oxfordshire Society. All Clubs enteringteams at an age grade should provide at least 1 qualified referee at groups 11 + 12 years and at least 1 ‘able’ to referee at groups 7, 8, 9, 10 years.
  9. A programme is required to advise players and spectators of the day’s activities and emergency procedures.
  10. An entry charge on the day may be levied and retained by the host Club.
  11. The host Club shall be responsible for providing trophies/medals (host Club choice either or both) for all Finalist winners and for all finalist players. Ideally medals should go to all participants.
  12. All aspects of the RFU Child Protection and Welfare Policy is to be implemented especially with regard to:

a) Spectator access to changing areas

b) Use of photographic cameras/videos.

  1. Host Clubs will be responsible for all costs should cancellation/postponement arise.
  2. The host Club may charge Clubs a Team Entry Fee. The amount shall be agreed with the County Youth Committee each year.

NOTES:

*AThe Continuum permits 5 matches maximum. ORFU adopt 6 matches as a maximum but the 6th must be the Final and in this case the re must be a minimum of 40 minutes between the last Semi and the Final.

*BOff site parking – you must specify walking distance from site to pitch area and whether you will run a bus service.
