TIMCO’S TCB USER’S GUIDE
Telecommunications Certification Bodies, or TCB’s were first created on June 2, 2000, and were allowed to issue Grants of Equipment Authorization. Prior to June 2, 2000 only the FCC could certify equipment.
As a TCB, Timco Engineering Inc. (TEI) can provide manufacturers and Test Labs with a predictable lead-time. Timco has been accredited by the American Association for Laboratory Accreditation (A2LA) and has been designated by the NIST and the FCC as a TCB.
WHO CAN USE THE TCB PROGRAM?
Manufacturers of equipment and/or independent Test Laboratories who require Certification or Registration of their products prior to marketing them in the USA. These products may be ITE, RF devices or telephone devices.
TCB’s cannot:
- Grant a waiver of the rules.
- Enforce the FCC rules, only the FCC can do this.
- Revoke a grant after 30days from the date of certification.
CAN TCB’s APPROVE ALL DEVICES?
Yes, With some exceptions. TCB’s can approve applications for devices that require SAR/MPE testing between the frequencies of 300-3000MHz but cannot approve applications for devices that have no approved test procedures. Here is a partial list of devices we can be approve:
- All Telephone devices, Part 68 terminal equipment including DSL and stutter dial tone.
- All un-intentional radiators including all receivers & computers & peripherals.
- All Part 15 unlicensed transmitters that are excluded from RF exposure requirements (§2.1093) except for spread spectrum devices (15.247), UNII devices (15.253) & mm-wave devices (15.255).
- 15.247 spread spectrum transmitters for fixed operations with an EIRP of 36dBm or less with an antenna separated by at least 2 meters from any personnel.
- 15.247 Mobile Spread spectrum transmitters that provide at least 20cm separation to all persons during all configurations of operations.
- TV Interface devices.
- All ISM devices covered under Part 18.
- All fixed licensed transmitters.
- Licensed Mobile & Portable transmitters between 300-3000MHz .
- Modular transmitters.
- Cell Phones

TEST REQUIREMENTS & ASSESSMENT
TCB’s are required to accept test reports and applications from anyone that meets their requirements. Email us your request for our requirements and assessment form.
APPLICATION SUBMITTALS
We accept applications for Certification in electronic format.
We require that all applications be submitted in either PDF or JPEG electronic formats with a maximum file size of 6 megabytes.
In order to upload files to our website you must first register on our website for a USERNAME and PASSWORD. Once you have done this you can upload your reports. For speed of processing we recommend that you name your files in the following manner, identifying all files by model number and exhibit type:

This format should be followed for ease of identification. After you have uploaded the files you will get an acknowledgment of the files that you uploaded.
All Applications from which a TCB issues a Certification must be submitted to the FCC electronically. Applications must contain all of the exhibits as required by the FCC and all exhibits be of a file size less than 6 megabytes. Each exhibit type below should be sent in an individual file. For example, Test Setup Photos should be separate from the Test Report and Internal Photos should be separate from External Photos. The TEI version of the 731 form can be downloaded and a completed form must accompany each application. In general, the application must include:

APPLICATION SUBMITTALS – PART 68 TELEPHONE DEVICES
Timco Engineering, Inc. continues to accept applications for Registration under Part 68 of the FCC Rules, although there have been some recent changes in the requirements.
The FCC is no longer accepts applications for Part 68 Registration and is no longer maintaining the Part 68 database. An organization known as The Administrative Council for Terminal Attachments, or ACTA has taken responsibility for these actions. RESPONSE TO REQUESTED INFORMATION
If the application is not complete, the customer will be notified by a Problem on Hold (POH) Letter within one business day. We expect to receive responses to requested information in a prompt manner, as well. If no response is received within 7 days, an auto resend of the POH will be sent. After two reviews (the original review and one POH review) we will charge additional fees for additional reviews. Applications that are not responded to within 3 weeks will be closed and additional fees will be incurred to re-open the application.
If you upload an application and do not receive a Confirmation Email or a PROBLEM ON HOLD email confirming our receipt within 3 business days please immediately contact us and ask about the status of your project. Likewise, if you submit correspondence or additional exhibits in response to a Problem-Hold Letter and do not receive a reply within 5 business days you should contact us and ask about the status of your project.
REQUEST FOR CONFIDENTIALITY
A request for confidentiality must be indicated in item 7 of the 731 form and a letter making specific request for confidentiality must accompany the application as a separate exhibit. This letter must state exactly which portions of the application are to be held in confidence and for what specific reason. Only certain exhibits may be held in confidence. Schematic Diagrams, Operational Descriptions, and Parts Lists are candidates for this. Users Manuals will only be held in confidence under certain conditions such as when the Manual will only be available to licensed or specially trained personnel. Internal Photographs will only be held in confidence if the device is sealed using specialty fasteners that cannot be opened using common hand tools or if the PCB’s are completely potted in epoxy.
All correspondence with Timco is available to the FCC. The FCC is a federal agency and as such has duties to the public to disclose information made known to it (see 47 CFR 0). The FCC has a procedure to handle confidential items and any request will be delivered to the FCC for them to decide if it can be held in confidence. A request for confidentially does not guarantee that the FCC will grant it.

CERTIFICATIONS
Original Certificates are emailed to the client. Copies of the Certificate for all devices except Part 68 can be obtained by visiting the FCC’s electronic filing Site at: Authorization Searchand type your FCC ID (Grantee Code and Equipment Product Code) and start the search. You will be given the option to view the Grant and may print it from there as well. The original Certificate will be emailed.
The applicant is not use its product certification in such a manner as to bring the certification body into disrepute and does not make any statement regarding its product certification which the certification body may consider misleading or unauthorized;
MAINTAINING and/ or EXTENDING CERTIFICATION:
The holder of the Certification is RESPONSIBLE to insure continuing compliance of the product, see CFR 47 2.927 & 2.932.
WITHDRAWAL & RETENTION of CERTIFICATION:
The TCB cannot withdraw the Certification, only the FCC has that right. Unless stated on the Certification the Certificate is good unless withdrawn by the FCC.
SURVEILLANCE:
All TCB’s are required by law to perform surveillance on the products that they certify. Applicants are required to make provision to have ‘production’ samples for least one year after the last production date. For a copy of the TCB’s Post-Market Surveillance see FCC KDB 610077.
PRICES & PAYMENT METHOD
Timco as a certification body is financially funded by our TCB certification fees. Our fees are dependent on the complexity of the application. Prices are available upon request! PAYMENT IS DUE WITH YOUR APPLICATION. CREDIT CARD PAYMENT IS PREFERRED. Checks or Money Orders in US DOLLARS may also be used to make payment. Checks and Money Orders should be drawn on a US bank. All bank fees are the responsibility of the customer. Our Credit Card Authorization form is available for download on our website.
CUSTOMER REQUIREMENTS:
The customer is required to:
a)Always comply with the relevant provisions of the certification program;
b)Certification applies to ongoing production, the certified product continues to fulfill the product requirements;
c)Make all necessary arrangements for the conduct of the evaluation, including provision for examining documentation and access to all areas, records (including internal audit reports) and personnel for the purposes of evaluation, (e.g. testing, inspection, assessment, surveillance, reassessment) and resolution of complaints;
d)Make claims regarding certification only in respect to the scope for which certification has been granted;
e)Not use its product certification in such a manner as to bring the certification body into disrepute and does not make any statement regarding its product certification which the certification body may consider misleading or unauthorized;
f)Discontinue its use of all advertising matter that contains any reference to certification and returns any certification documents as required by the certification body upon suspension or cancellation of certification;
g)Copies of the certification documents, provided to others, must be reproduced in their entirety or as specified in the certification scheme;
h)Ensure that reference to its product certification in communication media such as documents, brochures or advertising, complies with the requirements of the certification body;
i)Ensure that certification markings and references to the product certification meet the certification scheme;
j)Keep a record of all complaints made known to the supplier relating to a product’s compliance with the requirements of the relevant standard and to make these records available to the certification body when requested;
k)Take and document appropriate action with respect to such complaints and any deficiencies found in products or services that affect compliance with the requirements for certification;
l)Endeavor to ensure that no certificate or report or any part thereof is used in a misleading manner;
m)The Applicant must notify us of any changes made to this product that might affect the compliance of this device.
