JOB PURPOSE:
- To lead, develop and deliver high qualityand sustainable initiatives in line with the objectives of Skills, Employability and Social Enterprise business division contributing to the corporate plan of Calico Enterprise and the Calico Group.
- To work with the Head of Skills, Employability and Social Enterprise to support theManaging Director in developing andensuring corporate policy decisions are sound, effectively implemented and support wider company strategic aims and objectives.
3. Develop and maintain meaningful external relationships and partnerships which work to make the organisation well placed to influence others and to benefit from opportunities and ideas that are available, particularly in relation to skills and employability ventures.
4.As a leading member of the service management team, contribute actively to the management, leadership and motivation of our staff in pursuit of achievement of strategic aims and objectives of the Group.
5.Promote high performance and quality standards through the delivery of agreed business plan key performance indicators
6.Provide effective leadership and performance management which support and develop our staff teams to realise individual, business division and the Groups potential.
KEY ACCOUNTABILITIES:
Service Delivery
- Secure the CTF, and Careersprogrammesas a ‘going concern’ on an annual basis by maintaining current business and achieving growth through the management of quality and value for money to clients.
- Develop and maintain a financially viable approaches to delivering services through Skills Funding Agency contracts. Enable a review of the Group approach to commissioning training and ensure, as far as possible, the financial benefit of this activity is retained within the Group.
- Identifynew opportunities for growthin skills and employabilitythrough partnership working across the group and externally. Develop marketing strategies and accompanying business plans which ensure they will be sustainable.
- Link core and new business activities to the wider skills and employment agenda within the Skills, Employability and Social Enterprise Service by working with team members to assess and deliver opportunities for key target groups.
- Ensure coherent linkages between initiatives across the company as a whole and with external strategic projects
- Identify, develop and manage effective relationships with key commercial and strategic partners, in particular Local Authorities and housing associations. Ensure general awareness of the whole Calico offer to ensure we achieve maximum benefit from opportunities with key commercial and strategic partners.
- Ensure services and initiativesare accessible, meet customers’ needs, and ensure that customers have appropriate choices and influence in developing the range and type of services provided.
- Ensure that diversity is respected, valued and reflected in business planning and provision.
Corporate Management
- To actively lead and take responsibility for the key legislative, statutory and contractual requirements of the work streams operating under the skills and employability banner including, but not limited to, health and safety, inspection (OFSTED and other), and regulation.
- Interpret existing and proposed legislation relevant to the post holder’s specific area of responsibility and make recommendations to the Head of Skills, Employability, and Social Enterprise, Director and Executive Team on implications for the company.
- As a member of the servicemanagement team, take responsibility and contribute actively to the development of a management and leadership style that promotes an appropriate culture and climate for staff.
- Participate in setting and be responsible for the monitoring and delivery of team objectives (including site based operatives).
- Develop positive relationships with Board members of Calico Enterprise by working with member’s development of ideas, contribution to reports, and attendance at Board meetings.
- To identify and make proposals for growth. To develop ideas into well thought out and costed proposals for approval.
Performance and Quality
- Responsible for setting and ensuring effective monitoring and review of performance indicators and management processes for all operational activities ensuring high quality, responsive and customer-focused services,meeting the requirements of regulatory and statutory bodies, and relevant legislation.
- To effectively manage the full range of skills and employability operational activities; being responsible for ensuring they are all delivered to target and timescale.
- Ensure that performance targets are met and promote continuous improvement through a positive approach to remedial action required and the effective use of performance data to inform decisions on business and service improvements.
Financial Control
- Responsible for developing budgets for new business activities for the skills and enterprise business division. Ensuring new business budgets are developed in line with the Calico Group standard working procedures including the engagement of the Finance team.
- Responsible for effective budget planning, control and monitoring in order to maximise the most efficient use ofservice specific financial resources.
- Ensure compliance with income and expenditure targets and in accordance with the company’s financial controls, delegated authority and audit requirements.
- Promoting a value for money culture by utilising partnership and funding opportunities to deliver efficiency savings, and ensuring services delivered are value for money by being economic, efficient and effective.
- Procure and manage contracts, goods and services in line with financial regulations and the procurement strategy.
Risk Management
- Responsible for identifying risks within the service area and for managing control systems to enable risks to be managed effectively.
- Ensure that all service activities are managed in accordance with best practice, with appropriate strategies, policies and monitoring in place to achieve a high standard of risk management.
- Create a Health and Safety conscious environment and ensure Health and Safety measures are promoted and implemented.
- Work with key support staff to develop and monitor a plan that ensures staff are trained and aware of their responsibilities in relation to the Calico Group’s approach to safe guarding and professional boundaries.
Staff and Volunteer Management
- Work with the Head of Skills, Employability and Enterprise and Head of Human Resources to implement a staff development programme based around coaching, mentoring and leadership development.
- To regularly review and address staff resourcing and infrastructure issues to ensure that the work streams are efficient and able to grow as required.
- Provide clear leadership, and management support. To motivate and to empower team members and ensure that all staff receive line management in line with standard operating procedures.
- Ensure that appropriate infrastructures are in place for the effective recruitment, management and support of volunteer workers ensuring a positive experience that helps the individual progress towards their personal goal.
- Manage staff effectively by a consistent approach to recruitment, training and development, performance management, capability, grievance and disciplinary issues and through open communication.
General
- Work within established deadlines.
- Produce reports and undertake project work as required.
- Attend staff consultationmeetings as required to provide relevant specialist advice/support.
- Take advantage of emerging technology to improve service delivery.
- To undertake duties as detailed in the Business Continuity Plan.
