GENERAL ASSOCIATION RULES

1.  The Association shall hold an Annual General Meeting on a convenient date at the end of the season, i.e. November/December. At this meeting the election of Officers for the Executive Committee and Race Committee will take place. Any items members may wish to raise under “Any Other Business” to be in writing to the Secretary not less than 7 days prior to the meeting. The date of this meeting will be announced at club nights or by another means.

2.  The object of the Association is to promote Hot Rod and Banger racing. The Association will always aim to keep the cost of such competition as low as possible.

3.  The business transactions of the Association and its entire management shall be vested in its Committees, which in addition to the powers and authorities by these rules expressly conferred on them, may exercise all powers and do all acts in furtherance of the objects for which the Association is established, and which are not hereby expressly directed or required to be exercised, or carried out by the Association at a General Meeting.

4.  All directives and alterations will be notified to Members on the website, Club Nights or Race Meetings. Any opinions or suggestions to the Secretary within 14 days of such notification.

5.  The Committee may restrict Competition Licences issued, should this be necessary for any reason.

6.  NO unaccompanied children at the circuit or in the pits and an adult must accompany children at all times, with no Exceptions.

7.  Only Race cars and 1 support vehicle permitted in pits hardstand area (hot rod pits) – no trailers.

8.  Any member can hold an official position on Committees, providing one consecutive years of Membership has elapsed. If a person is banned by the race committee they must be an SAA Member for two consecutive years after the ban has finished with no problems before they can stand for a position on the Committee

9.  If a Driver does not renew their competition licence within one year the number becomes available for reissue after 1st March the following year, unless a serving elected official or an honorary member. Numbers will only be reserved for 1 year.

10.  Membership fees shall be fixed annually by the Executive Committee and listed on the Membership Application Form and Application for Competition Licence Form. The association’s membership year shall run from January 1st to the last day in December and subscriptions shall become due on the later date. Any member not paying their subscription within one month will cease to be a member.

11.  Membership cards will constitute acknowledgement of subscription and will be issued to all members. Their presentation will be the only means of reduced admission to Race Meetings with the exception of special meetings. In the event of loss or change of address the Membership Secretary should be notified immediately in order that the appropriate action can be taken and a new Membership card issued. There will be a charge of £5 for lost cards.

12.  Applicants for competition licences may be required to attend at least 1 work party prior to being issued with their Membership Cards or they will be allocated a job for the season at the discretion of the Race Committee Chairman.

13.  In addition to the SEGTO racing classes the club will run groups for Rookie Bangers and other groups at the discretion of Race Committee.

14.  No alcohol, Drugs or Substances to be consumed or used whilst at the venue.

15.  A maximum size of fuel containers in the pits is 2 gallons (10 Litres) All fuel transported to any race circuit must be in the fuel tank of the race car or a regulation fuel container as covered by the Petroleum Spirit (motor vehicles etc) regulations 1929 and the Petroleum Spirit (plastic containers) regulations 1982.

16.  Lorry mounted cranes i.e. (hiabs) that are used for loading and unloading are not to be used in a dangerous manner and under no circumstances should any person be situated under any Suspended load.

17.  Abandoned race vehicles will be identified where possible, and

Driver’s details will be given to authorities upon demand.

18.  Disc cutters MUST NOT be used until after the first race.

19.  No offensive slogans, worded or graphic are permitted within the circuit.

20.  All Members undertake to act in a safe and reasonable manner in relation to compliance to Health and Safety, COSHH and the Environmental Impact Legislation

21.  For the 2014 Season all meetings will be points meetings.

EDDIE KENDALL MEMORIAL RACE

22.  All groups are eligible for the Eddie Kendall race with the exception of contact groups and Juniors. Drivers must inform Competition secretary which car/group they entering in this race if they qualify in more than one group, before the start of the race.

23.  The E.K. is primarily open to the top 3 drivers from the final, however in each group it is to go down the finishing order until there are 3 SAA drivers wanting to go out. A visiting driver or day licence holder may go out only if they have won the final this will be addition to the 3 SAA drivers.

24.  Points will be awarded from 15 – 1……with 10 – 1 ……..going towards the overall championship.

CAROL HARDING MEMORIAL RACE

25.  The top three point’s scorers from Hot rod groups (excluding juniors & Bangers) qualify after round 5, with the highest number of wins to decide in the event of a tie. Any exceptions will be at Race Committee discretion.

BRIAN POOK HANDICAP RACE

The 4th,5th and 6th place point scorers from the Hot Rod groups qualify after round 5 excluding Juniors and Bangers. Any exceptions will be at Race Committee discretion.

COMPETITION RULES

26.  The Group Champion is the driver who gains most points in Championship rounds of that Group at all meetings designated as Championship meetings during a season.

27.  The Association Champion is the driver who has gained most points, in Championship Meetings within one group.

28.  In the event of a tie in a group or Association Championship, it will be awarded to the driver who has the greatest number of wins in the heats in the groups in which they are contesting. If the number of wins in the heats produces a tie, then the Championship shall be on the highest average from 2nd and 3rd placings.

29.  The Association Champion will be allocated the Race number “1” for the following season and Group Champions are to be allocated single figure race numbers for the following season. No other driver is allocated a single figure number.

30.  All drivers must satisfy the clerk of the course of their competence to drive at racing speeds and shall obtain their signature in the appropriate section of the Competition Licence. Until three such signatures have been obtained, drivers will have their vehicles identified by a cross, 12” x 12”, in a contrasting colour on the rear of the car.

Drivers with a cross on the back will start at the back of the grid.

31.  Laps - Heats will normally be a minimum of 10 Laps plus 1 extra lap for every 2 cars over 10, Up to a maximum of 16 laps the final is a minimum of 12 laps, subject to change of circumstances, or at the clerk of the course discretion.

32.  The driver may leave their car to repair and re-start it providing it is on the centre green. After getting the car started the driver can re-join the race providing the seat belt and helmet are fastened, they have gloves on and a Marshal has given permission to do so. Except the D.D

33.  Start officials/marshal’s may carry out minor work on cars (i.e. closing doors/push start) prior to a race being started

34.  If a race is stopped and restarted, NO work may be carried out on the car by mechanics etc. ONLY DRIVERS, if a race is stopped and re-run, cars may be worked on only if time permits (i.e. returned to pits).

No parts, including wheels to be changed on the circuit.

35.  RE-RUNS - If the race is stopped for an incident the cause of the incident may be excluded from the re-start (cars lined up back in grid positions) at the decision of the Clerk of the Course.

36.  Results will be taken from the last complete lap excluding offender, at the Clerk of the Course discretion.

37.  All groups are eligible for the Club Championship. Excluding novice juniors and Street Rods.

38.  All vehicle rolls will be automatically red flagged regardless of group. Rolls in Rookie Bangers will not be Red flagged unless in the Clerk of the course or marshal opinion it is a dangerous place or driver is injured, if in doubt red flag.

39.  All punctures will be black flagged. Black flags will be given on count down boards if circuit is being damaged or driver is not in control.

40.  No car may exceed the maximum decibel limit of 94db in the pits and 98db on the circuit. A black flag will be given for offending cars.

41.  From the 14th May 2014 all Drivers and passengers must wear when racing, overalls and gloves which must be of a fire-retardant material, the minimum specification will be Proban treated. Crash Helmets which must have one of the following British Standard numbers visible to the scrutineer BS6658, 2495, SNELL70, 80, 90, EC22.05, P/J0511884 with visor or goggles at all times when on the circuit. Neck braces are also advisable. (Compulsory in Juniors). (Lace up neck braces must not be worn). Helmets, harness’s and neck braces are not to be removed or unfastened until you are off the race circuit.

42.  No outside assistance e.g. headsets, Radio Communication will be permitted. (This does not prohibit in car communication.)

43.  If a driver wishes to put in a protest regarding a racing incident at a Race Meeting, this must be made to the Drivers Rep., not the Clerk of the Course. Drivers Rep will be introduced at Drivers Briefing.

44.  At Championship rounds Drivers must continue the day in the car they started the day in for any group they race in. Any driver going out in another driver’s car must sign on with the owner of the car.

CLUB MEMBERS/DRIVERS CONDUCT/PENALTIES

45.  All persons shall conduct themselves in an orderly manner. Any disorderly conduct or failure to obey instructions, or breach of Rules or Regulations by Members, Drivers or their assistants, shall make the entrant liable to penalty. If the offence occurs during a race the car concerned may be excluded from the race or the results.

46.  All drivers including Bangers are responsible for clearing up at the end of the day including the removal of all cars and any parts.

47.  There shall be no wild or disorderly driving. When proceeding to and from the track, cars will proceed at the lowest possible speed. The maximum permitted speed off the circuit is 5 MPH

48.  Club Members or Drivers swearing or acting in an unreasonable manner towards officials or others during the day will be penalized.

49.  Deliberate bumping and boring, on or off the track. The driver will be required to attend the rest of the meeting to complete clearing up.

50.  Jump-starts – may be penalised at the Clerk of the Course’s discretion.

51.  Four wheels off the circuit – a driver that has four wheels off the circuit must not re-enter the race unless directed to do so by an official. Failure to comply will result in a black flag being given to the offending driver.

52.  Deliberate mechanical cheating will result in a minimum 2 (two) Championship Meetings ban, and also exclusion from any races in the intervening period, subject to the discretion of Race Committee. The Technical Committee decides penalties for deliberate mechanical cheating.

53  Drivers not clearing up will have to race the following meeting on a day

Licence and pay day licence fee and score no points.

54 Drivers/Groups will be pulled out of the bag each meeting to help officials

on the day.

55. For non clearing up, leaving wheels, tyres, bumpers or being persistently late

for scrutineering or signing on or speeding in the pits, the Race Committee

have the authority to impose the following:

a) Starting at back of grid

b) Miss first heat at this or the next meeting attended

c) One Championship meeting ban

56.All vehicles exiting the circuit MUST turn left and proceed to the

roundabout and take direction from there. Anyone failing to do this will

receive a Minimum ban of 3 meetings.

57. If any S.A.A. Driver is unable to assist with clearing up they should inform the Race Committee Chairman giving reasons.

58. Only signed on personnel allowed on the circuit after 10.30 am. Unless invited or instructed by an official (and wearing a hi-vis).Anyone entering the circuit other than via entrance points and with the permission of an official may invalidate the clubs insurance and disciplinary action may be taken.

59. Drivers are not allowed to do “donuts” (360) in the centre green or pit area.

60. No driver owing outstanding payments or subscriptions will be

allowed to race or renew membership until all dues (plus interest)

are paid. It is the member’s responsibility to return any annual

trophies presented to them on the presentation evening, by the

A.G.M. Any not returned will be classed as theft from

SAA.& dealt with accordingly, member/s will be billed for

replacement at current price, including engraving.
