The Islamic Republic of Afghanistan, Ministry of Energy & Water has applied for a grant from the International Development Association toward the cost of Irrigation Restoration and Development Project, and it intends to apply part of the proceeds of this “grant” to payments for hiring the services of following qualified national individual consultants.

2 / Position: (C- 964) Assistant Engineer for Construction Material Testing Laboratory
Project: IRDP/MEW
Location: Kabul, Afghanistan with frequent visit from Herat, Mazar, Kunduz, Jalalabad & Kandahar
Duration: 12 Months, extendable upon satisfactory performance for up to 3 years.
. / The Engineer will be responsible for the following tasks but not limited to;
·  Cable of using all the quality control testing equipment’s required as per the project requirements, likewise; los-Angeles abrasion test, gravel shape test, gravel crushing test, impact value test, gradation, gradation and silt test for sand, sieve analysis, slump test, concrete compressive strength test, steel yield strength test, proctor test, field density test, different soil tests in accordance with applicable ASTM and AASHTO standard procedures.
·  Ensure and maintain availability of required quality control testing equipment’s, in working conditions, in all IRDP laboratories
·  Plan and ensure timely calibration of the quality control testing equipment’s from the recognized institutions and maintain a record of all such calibration
·  Ensure proper use of testing tools/equipment in the all IRDP laboratories to meet the quality standards as per technical specifications
·  Ensure adhering for strict safety standards in all IRDP laboratories.
·  Recommend and assist the National QC Engineer & General Manager with identifying, selecting, & recommending to purchase needed equipment for laboratories to improve the efficiency and productivity of the laboratories.
·  Plan for and coordinate all major equipment maintenance activities with minimal interruption in test services
·  Explain/Demonstrate quality control testing procedures at different levels such as lab technicians, site supervisor engineers, contractors.
·  Perform any other project relevant activities assigned by the National QC Engineer and PCU director. / Bachelor degree in civil engineering with 2 years relevant experience or Baccalaureate degree with 4 years relevant experience/ technical degree in civil engineering field/
Especially in construction material testing/inspection of soil, aggregate, concrete and steel is required.
• Ability to read and interpret plans specifications, safety rules, operating and maintenance instructions, and procedure manuals.
• Ability to apply basic mathematical formulas and concepts to calculate quantities, estimate volumes, inspect constructed work, make recommendations in the field and to perform calculations for field and laboratory tests and equipment.
• Problem solver who can deal with a variety of variables at once.
• Effective communication skills (speaking, reading, and writing), using the English language, required;
• Ability to lift up to 25 kg.
• Successful completion of related internal safety certifications.

The Project Coordination Unit (PCU) of IRDP under Ministry of Energy and water now invites National eligible consultants to indicate their interest. Interested eligible candidates must provide information indicating that they are qualified to perform the services and are invited to submit their CV (Curriculum Vitae), including employment records, description of similar assignments carried out, experience in similar conditions, availability of appropriate skills etc.

The covering application letter should indicate that he meets all the required qualifications and experience (as mentioned above) quoting references to various paragraphs of CV to demonstrate this.

A consultant will be selected in accordance with Section V Selection of Individual Consultants procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011).
