1Introduction and background
The Scottish Council for Voluntary Organisations is the national body representing the voluntary sector. We work to the following mission: To support people to take voluntary action to help themselves and others, and to bring about social change
Our membership includes more than 1800 voluntary organisations many of which are umbrella bodies themselves representing a diverse range of organisations, some of which are environmental organisations, service providers as well as housing associations and community transport organisations. These organisations may be local or national and encompass a wide range of interest including social welfare, education, health, housing, conservation, training and the environment.
There are currently over 100 staff, based in Edinburgh, Glasgow and Inverness.

2Job context
Payroll preparation is an increasingly complex task which demands a sound knowledge of constantly changing legislation.
The SCVO Payroll Bureau provides a reliable and flexible solution to the salary and wage processing requirements of voluntary organisations both large and small - throughout Scotland.
SCVO processes 460 payrolls on a weekly, fortnightly, four-weekly and monthly basis using the “Payrite” programme.
The Payroll Bureau currently administers the salaries for approximately 420 Voluntary Organisations employing more than 7800 members of staff.

Essential
- Recent payroll processing experience
- Working knowledge of Real Time Information (RTI)
- all aspects of Payroll processing
- P.A.Y.E. and National Insurance regulations
- SSP, SMP, SPP and SAP legislation
- Year End Routines
- Excellent Customer Service skills
- Microsoft Word, Microsoft Excel and Microsoft Access
- Ability to work on own initiative
- Ability to work to strict deadlines
- Ability to work accurately showing a high level of numeracy
- Ability to cope under pressure
- Ability to work under strict confidentiality
- Good keyboard skills
4Specific duties
- Ensuring that all payrolls are processed accurately and paid on time
- Providing a helpline for payroll clients, giving them advice on both payroll administration and current legislation
- Assisting the department in the accurate and timely processing of the Tax Year End
- Ensuring that the payroll database, paylists and all working spreadsheets are kept up-to-date with the Payrite system
- Providing our payroll clients with additional specific reports when requested
- Answering queries and solving problems relating to payroll including frequent correspondence with the Inland Revenue
- Ensuring all daily tasks are completed including dealing with telephone enquiries, filing, photocopying, faxing, processing the mail, etc.
- Occasional shifts on SCVO’s reception desk (break cover)
5Other duties and responsibilities will include
- To take part in training relating to new Payroll Legislation
- Any other general duties as may be required by the line manager
As part of the Edinburgh Office Administration Team, this post will involve some general administration duties. SCVO staff are organised in teams. All teams are expected to share workloads and become familiar with a range of common duties to ensure continuity of service during peak periods, sickness absence and holidays.
6Location/Accountability
The full time Payroll Administrator will be a member of the Resources Directorate which is based in the Edinburgh Office. The post holder will be line managed by the Payroll Supervisor (Lorraine Dick).

Cost of living increases:on 1 April each year
Pension:SCVO offers a Defined Contribution Pension Scheme to its staff. Employee contributions are 6% or 3%, SCVO contributes 9% or 4.5%.
Probationary period:6 months
Hours:35 hours per week, Monday to Friday
