Job Title : Benefits and Employment Services Program Director

POSITION DESCRIPTION

I. Position: Benefits and Employment Services Program Director

II. Reports To: Associate Director

III. Position Summary: Responsible for the overall development and implementation of the benefits and employment services provided by the CIL including the ______project. Provides direct supervision of all project staff.

IV. Essential Functions of the Job:

A. Will provide site coordination for the ______Project including data reporting, billing, maintaining contact with the State and any other requirements of the Project.

B. Supervise staff of the Benefits and Employment Services Program.

C. Develop and implement staff training.

D. Responsible for timely and accurate recording of outcome and demographic data to contract funding sources; monthly, quarterly, and annual reports as required by the CIL.

E. Perform regular/random review of direct service records and provision of a written summary to the direct service workers.

F. Conduct minimum annual review of direct service staff job performance.

G. Provide direction to service staff to meet budgeted fiscal expenditures.

H. Provides benefits counseling as needed.

I. Serves as a legislative advocate regarding legislation, policies, and procedures affecting return to work issues for people with disabilities.

V. Minimum Qualifications:

A. Degree in disability-related field with a minimum of 4 years experience providing benefits counseling and/or employment services. Experience in job placement/development desired. Professional and life experience may be considered in lieu of, in full or part, of academic credentials.

B. Transportationally mobile primarily in metro area with some statewide travel required.

C. Strong written and verbal communication skills required.

D. Must integrate the Independent Living Philosophy throughout the benefits and employment project. Policies, procedures and attitude must reflect an acceptance and support of consumer directed and consumer controlled services.

E. Knowledge of SSA policies/procedures and work incentive legislation required. Knowledge of disability rights legislation desired.

F. Knowledge of outcome-based service delivery.

G. Computer literate and user of multiple software packages (e.g., word processing, data base and spreadsheet applications).
