The chairman welcomed everyone to the meeting.

26.The minutes of the meeting held on Monday26th June17 were taken as read and signed as a correct record.

27. ADJOURNMENT FOR FIVE MINUTES TO CONSIDER MATTERS RAISED BY THE PUBLIC:

Mr Corbett raised the issue of the ‘fly tipping’ of rubbish, stones, old caravans at land on Moss Bridge Lane which had been reported to WLBC already but as there was no rubbish that could attract vermin WLBC were looking at reasons to have the items removed. There were also issues regarding ‘trucks’ seen depositing large quantities of stones etc at site. Councillor Pope agreed to take up the matter with Ray Beirne at WLBC and report back. EP

The overgrown hedges on Hollowford Lane and Moss Bridge Lane were discussed which are forcing pedestrians to walk into the road which is dangerous. This issue is already part of the tracking log so will be followed up by the clerk IMOD

28. MATTERS ARISING

Tracking log

The clerk reported that she had spoken to Community Pay Back team and they are hoping to begin cutting the grass and general tidy up at Moss Bridge area soon. They have had problems with getting people who lived near to the site to help, but now they were back in their offices in Skelmersdale this should be easier. Unfortunately due to rising costs they will have to look for donations to help fund equipment, fuel and other expenses although labour will be free. The proposal is £100 per day which is not a cost the council could cover but this time we would not have to pay. Clerk to confirm that there will be no cost before agreeing to work being carried out.

Although a response had been received from LCC regarding the blocked drain at Hollowford Lane and that United Utilities had investigated and were liaising with LCC to solve the problem, there was still a problem and nothing had been done.

The problem of public footpaths being blocked or signs missing was raised and the clerk reported that she had contacted Linda Anderson regarding the PROW scheme but had not yet had a reply. It was suggested we obtain an up to date map of all public footpaths in the parish. Clerk to deal with all above. IMOD

29. CIVIC SERVICE

This has now been booked for Sunday 1stOctober 17 so the clerk will send out invitations and make arrangements with the Chapel. IMOD

30. STREET SCENE ISSUES

The various issues on the tracking log along with any other issues from parish councillors to be forwarded to Councillor Pope who as County Councillor was meeting with Kim Webber on 24th August 17 to look at all problems and discuss resolving them. IMOD/ALL

31. REMEMBRANCE SUNDAY

The clerk checked that we would be laying 3 wreaths again this year, one at Booths Burscough on 11th November 17 at 11am, and the usual ones in Lathom and Burscough on 12th November 17. Clerk to arrange road closure and police cover for Lathom and check times. IMOD

32. REPORT ON WLBC MINUTES

Councillor Pope spoke on the budget issues for both LCC and WLBC and the need to cut costs.

2017/0609/lbc – listed building consent, replacement of first and ground floor windows – Lock Cottage Carr Lane

2017/0628/ful – variation of condition no.2 imposed on planning permission 2015/1109/ful to vary approved plans - Workshop Pear Tree Farm Lowry Hill Lane

“No development above slab level shall take place until details of the proposed screen walls and/or fences have been submitted to and approved by the local planning authority. Such walls and/or fences shall be erected as an integral part of the development and completed to each dwelling before that dwelling is first occupied.”
