SUBJECT: Milled Asphalt Pavement Material: Retainage, Plan and Use

This Strike-off Letter (SOL) addresses the Department’s retention of milled asphalt pavement material, as well as its use in Reclaimed Asphalt Pavement (RAP) mixes, and establishes a requirement to plan and track both the retainage and the usage of the material. This SOL also rescinds 495-15-07, dated August 5, 2015, and includes updates to Pub. 23, Maintenance Manual.

The Department may retain milled asphalt material from construction projects by having it delivered to a location specified in the contract, or opt to offer some or all of the millings to the Contractor. Each District will maintain tracking and a plan to account for all milled asphalt pavement material retained by County Maintenance Organizations, and provided to contractors as part of construction contracts.

For guidance regarding the environmental regulations pertaining to the recycling of bituminous pavement products, refer to Publication 611, Waste Management Guidance Manual, Section 9.0.

The policy in Publication 242, Pavement Policy Manual, Section 2.1E, Recycling Existing Pavement Materials, has been revised. Chapter 2 is hereby deleted and replaced with the attached. The policy in Publication 23, Maintenance Manual, Chapter 5, Section 5.5 and Chapter 7, Section 7.4 has been revised. Pages 5-3 through 5-4 and 7-16 through 7-19 are hereby deleted and replaced with those attached. Policy in Publication 2, Project Office Manual, has been added. Part B, Section 7, Pages 23-1 through 23-4 are hereby added.

A reference to Publication 27, Bituminous Concrete Mixtures, Design Procedures, and Specifications for Special Bituminous Mixtures, Chapter 2, Section 6 is included in the proposed Publication 23, Chapter 7 revisions related to mix design requirements when using RAP as part of a pavement/shoulder structure. The referenced section of Publication 27 is included in this package for reference, but no changes to that document are proposed.
