Q:Who would sign the hand receipt for property in operations that multiple people use?
A:Property in common areas is normally maintained at the Property Custodian level.
Q:Is all NOAA/NWS going to be frozen on August 1?
A:NWS inventory will be frozen the 1st week of December 2017.FY 2018 Annual Inventory Schedule.
Q:Can the date be 'typed' in for digital signatures?
A:Digital Signatures are acceptable and you can also type the date.
Q: Is it best to do hand receipts individually for signature? You stated it could be all printed as one entire custodial area.
A: There is no best or worst method to produce, whichever method best meets your requirements.
Q:Please explain how hand receipts can be used for inventory verification... are you saying having the receipt on file is enough, and the asset does not need to be sighted?
A:The asset is sighted by the PC and Current User during the hand receipt validation.
Q:Are bargaining unit members required signing hand receipts or can they decline?
A:Please check with your PM. The Line Offices have developed internal processes to address this requirement.
Q:When you say PC is that the Property Contact or Property Custodian?
A:PC is the Property Custodian. The Property Contact is known as contact.
Q:How long do we retain hand receipts?
A:As long as the asset is assigned to the Current User and updated annually during the Annual Inventory.
Q:Is the schedule for FY18 already prepared? If so, when is NWS INVENTORY?
A:Yes, NWS inventory is scheduled between, November 2017 thru February 2018.
Q:Where would I find it in writing that Bargaining Unit Personnel are required to sign hand receipts?
A: Contact your Property Manager.
Q:Is the Hand Receiptselectronic signature acceptable?
A:Yes.
Q:Can we use the CD-547 form for Detaille’s who are here for no more than (6) months?
A:All NOAA employees are in Sunflower. Sunflower Current Users should be issued a hand receipt for assigned property.
Q: Dates have to match on the Completion Inventory Cert Form, correct?
A:The PC and PAO dates do not have to match on the Inventory and UPR certification. The PC must sign and date before the PAO.
Q:What does acronym ASA stand for?
A: Administrative Support Assistant
Q:We have contractors with NOAA laptops (etc.) are located in different states. A scan image Emailed acceptable?
A: Yes, a scanned image of the hand receipt is acceptable.
Q:Can we begin to excess property (laptops, iPhone, etc.) even though the process won't be fully completed by the time the property is frozen?
A:Yes, as long as you complete the final event actions before you complete your inventory.
Q:If the electronic signature of the PC is a different date than the PAO electronic signature, will these be accepted?
A:Yes, the dates can be different, but the PC must sign and date before the PAO.
Q:Will there be a job aid for running the UPR/CWIP reports like there was in years past?
A:Yes, on our homepage under UPR, Sunflower PPMS UPR Procedures and this provides instructions on how to run the UPR/CWIP.
Q:Is the personal property pass (OF7) no longer being utilized? It is still on the Sunflower web?
A:Yes, it is used for individuals who remove government property from their work place for telework, or travel. OF–7: Personal Property Pass
Q:Can a Contractor be a property Custodian?
A:No.
