INITIATION OF PROJECT „IMPROVEMENT OF HEALTH CARE SERVICES PROVISION IN SCHOOL/ PRE-SCHOOL INSTITUTIONS IN MARIJAMPOLĖ MUNICIPALITY“ IMPLEMENTATION

ABOUT THE PROGRAM

On 5 April 2011 the Republic of Lithuania and the Kingdom of Norway signed the Memorandum of Understanding regarding implementation oftheNorwegian financial mechanism 2009–2014.

Objectives of the Norwegian financial mechanism support: to reduce economic and social inequalities between the European Union countries and the country – inside the support recipient and strengthen bilateral cooperation of Norway and the country – support recipient.
Objective ofthe Norwegian Financial Mechanism 2009–2014 Programme No. LT11 "Public Health Initiatives" (hereinafter referred to as the programme) isto improve public health and reducehealth inequalities.

The implementation of the Programme will lead to improved conditions for the health care of children and young people, strengthening and monitoring thereof, also, enhanced capability of health care specialists of national and municipal level institutions in the reduction of public health inequalities.
The Ministry of Health of the Republic of Lithuania was appointed a Programme Operator by the Order No. 57 of the Government of the Republic of Lithuania “On the Administration of the European Economic Area and the Norwegian Financial Mechanism for the period 2009-2014 in Lithuania” of 18 January 2012.

The Programme agreement was concluded on 16 April 2013 between the Ministry of Foreign Affairs of the Kingdom of Norway and the Ministry of Finance of the Republic of Lithuania.

On 3 June 2013 the tripartite Programme implementation agreement was signed by the Ministry of Finance of the Republic of Lithuania, the Ministry of Health of the Republic of Lithuania and Central Project Management Agency.

The grant amount of 7.1 mln. EUR (24.4 million Litas) has been allocated for the implementation of the Programme, of which 85 per cent (6.0 mln. EUR / 20.7 mln. LTL) are funds from the Norwegian Financial Mechanism and 15 per cent (1.1 mln. EUR / 3.7 mln. LTL) co-financed by the Republic of Lithuania.

OBJECTIVES AND TASKS OF THE PROJECT

Objective of the Project is to improve the quality of health care service provision in schools and pre-school institutions in Marijampolėmunicipality.

Tasks of the project:

•To carry out repair in medical stations of six pre-school institutionsand three schools.

•To provide medical stations of 29 educational institutions with the required equipment.

Target groups of the Project – schoolchildren of pre-school and general education schools and vocational training institutions of Marijampolė municipality according to pre-school, primary, basic and secondary education programs, their parents, teachers and other members of communities of educational institutions.

THE PROJECT CONFORMITY TO OTHER LEGAL ACTS

Lithuania is referred to the category of European countries, where health state of the of residents is mainly pre-determined by social and economic inequalities, and according to the Strategy of Lithuanian regional policy to 2013, approved by order No. 575 of the Government of the Republic of Lithuania „the Strategy of Lithuanian regional policy to 2013“on 23 May 2005, Marijampolė municipality is included into the list of supported regions.

Objectives and tasks of the Project conform to the objective of the Norwegian financial mechanism „ to reduce economic and social inequalities within the European economic area“.

The planned Project totally conforms to the Instrument objective „to improve health care service provision in schools and pre-school institutions“. The funds of the planned Project shall be allocated for improvement of environment and equipment in medical stations of schools and pre-school institutions.

EXPECTED BENEFIT OF THE PROJECT

Technical and technological base of medical stations, improved during the Project implementation, shall create conditions for modern, innovative transfer of healthy lifestyle knowledge. The variety of operating facilities shall create conditions to cover target groups of various age – children and schoolchildren, studying within both the territory of city and rural area of the municipality, as well as their parents and other members of communities of educational institutions.

Public health care specialists shall have conditions for improvement of health literacy of members of communities of educational institutions by organising health training cycles and paying special attention to healthy eating, stimulation of physical activity, mental health strengthening, prevention of bad habits. This will help to reduce risk behaviour cases, maintain and improve health, and will create conditions for socially productive life and reduction of economic loss, sustained due to elimination of disease consequences. Therefore, the implemented Project shall help to reduce economic and social inequalities.

13 pcs. of games "Ready, steady, go", 13 pcs. of cubes for physical tasks, 12 pcs. of small sets for relay races and gymnastics, 13 pcs. of large entertainment sets, 13 pcs. of four-hole tunnels, 15 pcs. of pedometers.

Smoking, alcohol and drug abuse prevention means:

14 pcs. of glasses imitating drunken state, 2 pcs. of 3D smoking consequences stands, 13 pcs. of magnet sets „Smoking kills“, 13 pcs. of magnet sets „Alcohol kills“, 2 pcs. of 3 D alcohol abuse consequences stands, 15 pcs. of 3 D stands „Drug abuse consequences“, 15 pcs. of resin model sets, 15 pcs.of „Healthy and dead lung“ model sets.
