PLEDGE

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Dearborn.

CALL TO ORDER

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Dearborn.

ROLL CALL

The following Aldermen were present for Roll Call: Alderman Hamilton, Steele, Jacobs, Salazar, Bradford, and Bumbalough.

Also present were Treasurer Babb, Clerk Worent, Police Chief Pentecost, Public Works Director Ghidina, Fire Chief Fortier, Office Manager Minson, Deputy Clerk Ratliff, and Attorney Tibbs.

Engineer Good was absent.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Hamilton made a motion, seconded by Alderman Jacobs to approve the regular minutes of the January 26, 2015 meeting (with correction). Roll Call Votes: Ayes-Alderman Hamilton, Jacobs, Steele, Bradford, Bumbalough, and Salazar. Nays – none. Motion passed.

Alderman Steele made a motion, seconded by Alderman Salazar to approve the executive minutes of the January 26, 2015 meeting. Roll Call Votes: Ayes-Alderman Steele, Salazar, Bumbalough, Jacobs, Hamilton, and Bumbalough. Nays – none. Motion passed.

REPORTS OF CITY OFFICIALS

Mayor

There will be an informational meeting on Wednesday, February 11th at 9:00 a.m. at Georgetown School. An Ameren spokesperson and three representatives, along with Mayor Dearborn, Public Works Director Ghidina, and Larry (Buck) Smith from the Rec Association, will be discussing the pipeline work scheduled for this summer. Anyone interested is welcome to attend.

Communications

Clerk Worent read a card from Joan Pentecost’s’ family thanking us for the flowers that were sent when her mother passed away.

Clerk Worent read a card from Viola Dawson to Officer Marrs thanking him for doing a wellness check on her Friday, February 6th , after the heavy snow.

Water and Sewer - Alderman Steele

No report.

Law Enforcement – Alderman Hamilton

The police reports for October, November, and December 2014 are on file at the city office.

Chief Pentecost has been looking at the preliminary budget and it looks good.

Officer Marrs has obtained four trauma kits from Project Blue Light of Illinois. The vacuum wrapped kits include tourniquets, bandages, sutures, nasal airways, and gauge. One kit has been placed in the glove compartment of each squad car.

Streets - Alderman Bumbalough

Public Buildings/Parks – Alderman Jacobs

No report.

Fire - Alderman Bradford

Alderman Bradford introduced the new fire chief, Todd Fortier.

Fire Chief Fortier named the new fire department officers for 2015.

Dave Amundson, former Fire Chief, will be retiring March 1st from the fire department.

Finance/Planning – Salazar

Alderman Salazar made a motion, seconded by Alderman Steele, to approve paying the bills: General Fund: $73,572.31, Motor Fuel: $-.0-, Wheel Tax: $-0-, Water: $17,266.30, Sewer: $19,784.78, IMRF: $1,797.12, and Social Security: $1,930.37. Roll Call Vote: Ayes – Alderman Salazar, Steele, Jacobs, Bradford, Hamilton, and Bumbalough. Nays - None. Motion passed.

NEW BUSINESS

Approve resolution to release executive minutes

Alderman Steele made a motion, seconded by Alderman Jacobs, to approve a resolution to release certain executive minutes for public inspection. Roll Call Votes: Ayes – Alderman Steele, Jacobs, Hamilton, Bumbalough, Salazar, and Bradford. Nays – None. Motion passed. Resolution #510.

Approve amended Salary Resolution

Alderman Bumbalough made a motion, seconded by Alderman Hamilton, to approve an amended salary resolution. Roll Call Votes: Ayes – Alderman Bumbalough, Hamilton, Steele, Bradford, Jacobs, and Salazar. Nays – None. Motion passed. Resolution #511.

Approve metal detector purchase

Alderman Steele made a motion, seconded by Alderman Bradford, to approve a payment not to exceed $900.00 to Ferguson Waterworks for the purchase of a metal detector to locate stops during main breaks. Roll Call Votes: Ayes – Alderman Steele, Bradford, Salazar, Jacobs, Bumbalough, and Hamilton. Nays – None. Motion passed.

Approve chainsaw purchase

Alderman Bumbalough made a motion, seconded by Alderman Steele, to approve the purchase of a replacement chainsaw from Bartonville Hardware, for a sum not to exceed $640.95. Roll Call Votes: Ayes – Alderman Bumbalough, Steele, Bradford, Jacobs, Hamilton, and Salazar. Nays – None. Motion passed.

Approve ordinance to remove Title 10, Chapter 8

Alderman Bumbalough made a motion, seconded by Alderman Bradford, to approve an ordinance for the removal of Title 10, Chapter 8 (Police Department Hearing Procedures) from the code book. Roll Call Votes: Ayes – Alderman Bumbalough, Bradford, Salazar, Hamilton, Jacobs, and Steele. Nays – None. Motion passed. Ordinance #838.

Approve Altorfer payment

Alderman Steele made a motion, seconded by Alderman Jacobs, to approve a payment not to exceed $1,383.33 to Altorfer for a service call for backhoe repair during water main break. Roll Call Votes: Ayes – Alderman Steele, Jacobs, Bumbalough, Salazar, Bradford, and Hamilton. Nays – None. Motion passed.

Alderman Bumbalough made a motion, seconded by Alderman Steele to enter executive session. Roll Call Votes: All Ayes. Motion passed.
