Preface
ALearner’s Licenseis anofficialdocumentissuedby a competentauthorityauthorizingthe personspecifiedtherein todriveas alearner,amotorvehicleoramotorvehicleof any specified class or description.
Necessity for Learner’s License
ALearner'sLicenseisissuedtolearndrivingofMotorVehicles. Itisessentialfor obtaining aDriving License.
Age Eligibility
Vehicle Category Description AgeNotLess Than
1. Motorcyclesof special category / A motorcycleofengine capacity notmore than 50cc fallsin thiscategory. The application must besigned by aparentorguardian. / 16years2.Private carsand motorcycles / All light motorvehicles (LMV) notusedforcarrying passengers/goods forhire arecoveredin thiscategory. / 18years
3. Transportvehicles / All buses, lorries, auto rickshaws,etc.fall inthis category. / 20years
Other Requirements
You shouldbeconversant with Traffic Rules& Regulations.Your knowledgeon Road RulesandRegulations, SignalsandSigns, Road manners, defensivedriving etcwillbe tested whiletaking theLearner’s Test.
Where to Apply
ForobtainingaLearner’sLicense,youwillneedtoapplyintheprescribedformstothe
DistrictTransportOfficeinyourregionduringpublicdealinghours,preferablybetween
10:00am to2:00pm.
Documents Required
1. Form No.2 (Application Form for Learner’s License) available in the office/downloadfromwebsite.
2. FormNo.1A(MedicalCertificate)availableintheoffice/downloadfromwebsite with selfphotoattestedby the doctorwithblood group.
3. Threecopiesof recentpassport photographs.
4. Driver’s Licenseheldby theapplicant(in caseof TransportVehicles).

Restrictions
1. A person who holds aLearner’s Licenseis permittedtodriveonlyifheis accompaniedby adulylicenseddriver who issitting in aposition from wherehe can control thevehicleand bringit toastop if required.
2. Thevehiclemust display 'L' paintedsigns, both in thefrontand therear endof thevehicle.
3. A person holding alearner's licensefor amotorcycleis not permitted tocarryany pillion-rider excepttheperson who is required tobe presentforimparting instructionsand ensuring safety (asmentioned above).
4. Noperson shall begrantedalearner's license
a)Todrivea transportvehicleunlesshehashelda drivinglicensetodrivea light motor vehiclefor atleastoneyear.
b)Todrivea heavypassenger motorvehicleunlesshe hashelda driving licensefor atleasttwoyearstodrivea lightmotorvehicleor foratleast one year todriveamedium passengermotorvehicle.
c) Todrivea medium goodsvehicleor amedium passenger motorvehicle unlesshe hashelda driving licensefor atleast oneyear todrivealight motorvehicle.
Procedure
Youwill havetogowithalltherequireddocumentstotheDistrictTransportOfficein yourregion.After submissionof specified feesandverificationofallyourdocuments, youwillbeaskedtoprovideyourbiometrics(Photo,ThumbandSignature).Thenyou
havetogothroughtheLearner’sTest.Thetestispurelytheoretical.Youcango
through ahandbook tolearn aboutbasic Roadsigns, Traffic rulesregulations.
OnpassingtheLearner’sTest,youwillbeissuedaLearner’sLicense.Ifyoufailthe
test, you will begivena chancetotakethetestagain after oneweek time.
Expected Time for Disposal
The Learner’s License is issued to the applicant who has passed the learner examination.It ismostlyissuedon the samedayafter2-3hoursofcompletionof examinationorafterevaluationoftheanswersheet.Ifforanyreasonitcannotbe issuedon thatparticulardaythenyouwillbegivenadate,maybeafter 2-3days,on which you need togoto DistrictTransportOfficetocollectyour Learner’sLicense.
Themaximumtimefor disposal isof 15 working days.
Validity
Learner’s licenseis validforsixmonthsonly.
ApplicantcanappearforthetestforissueofDriver’sLicenseafter30daysbefore
expiryof sixmonthsof theissueof Learner’sLicense.
Renewal
A Learner’s Licensecannotberenewed.
