In accordance with the provisions of M.G.L. c. 30A, § 20, notice is hereby given that a meeting of the Board of Building Regulations and Standards will be held on May 13, 2014 at 1:00 p.m., at the Ashburton Café, One Ashburton Place, Boston MA 02108

It is anticipated that the topics shown on the next page will be discussed at the aforementioned meeting.

2.  Review and approval of April 8, 2014 meeting minutes.

3.  Status update or review and/or approval of action items from previous meetings:

a.  Review of letter to co chairs of Joint Committee of Public Safety on pending legislation which contains building construction requirements.

b.  Review of 2014 Building Safety Proclamation for the month of May.

c.  Review of May 13, 2014 white paper on cost and effectiveness of energy conservation systems in 3 to 6 unit residential buildings.

d.  Review of May 13, 2014 white paper on cost and effectiveness of fire protection systems in 3 to 6 unit residential buildings and review of public comment.

4.  Code change proposals and related items:

a.  For information only SAC has met once and will meet again in May to determine a recommendation on MA amendment Section 907.3.1 pertaining to seismic requirements on building undergoing a change of occupancy.

b.  Review and vote on draft stopping proposal which was table until the May 13, 2014 BBRS meeting.

c.  Review of preliminary plan for creation of MA amendments to 2015 I-Codes for 780 CMR 9th edition.

5.  BBRS approval of 112 new CSLs in the month of April 2014.

6.  Construction Supervisor License

a.  Review and approval various Construction Supervisor License (CSL) matters including:

i.  Review of a CSL retirement policy and if approved then this policy will be effective until such time, at least six months, that 780 CMR 110 R5 is updated to reflect same.

ii.  Approval for medical reinstatement for Scott Kidney CSSL 100819, Dwight E. Deacon CS-067576, William H. Pogor CS-083917 and Michael Liuzzi CS-086041

iii.  Review of policy for exam applicants who have taken the CSL several times.

7.  Review and approval and endorsement of the actions and recommendations in the Building Official Certification Committee minutes from April 2, 2014.

8.  Review and approval of either new applications or renewal of Concrete Testing Laboratories as follows:

11.  For information only, there are three ongoing municipal building department reviews by State Building Inspectors per M.G.L. c. 143, §3a.

12.  For information only, FAQ will be issued which indicates that:

a.  If the stretch code governs then the IECC 2009 and 780 CMR 115AA applies and

b.  If the stretch code does not govern then after July 1 the IECC 2012 with MA amendment governs.

13.  BBRS Chair to review Fire Chiefs’ Association of MA, Inc. recommendation for fire official on Chapter 34 Advisory Committee.
