Position: DIRECTOR, TAX CLINIC (Full-time)
DCRAC, funded in part by grants from the IRS, has provided tax assistance to low income persons in the State of Delaware for the past eight years. This assistance frequently involves disputes with the US Tax Court, the IRS and the Delaware Division of Revenue. DCRAC’s tax clinic also conducts education and outreach about relevant tax issues to special populations including welfare-to-work participants, immigrant taxpayers (including undocumented workers), and domestic abuse survivors. With offices in Wilmington, Delaware and Georgetown, Delaware, DCRAC is a leader in tax policy and legislative initiatives impacting low-income taxpayers. DCRAC is the only independent, nonprofit, low-income taxpayer clinic (LITC) in Delaware.

The Director of the Tax Clinic will:
•Represent low-income and ESL taxpayers (primarily Spanish speaking) in tax controversy cases including IRS and Delaware audits, appeals, collections and U.S. Tax Court cases.
•Provide guidance and oversight to pro bono attorney volunteers, student interns and other DCRAC staff and work cooperatively with administrative staff.
•Assist the Executive Director in developing program initiatives, determine appropriate cases for referral to pro bono attorneys, identify systemic case issues, conduct follow-up and seek guidance as necessary to ensure quality representation of clients.
•Work with the Executive Director in identifying opportunities to coordinate and partner with national, state, and local bar associations, legal aid societies, and other community service organizations in order to provide tax education and representation to target populations.
•Conduct training programs for attorneys and advocates of low-income persons about relevant tax topics.
•Assist in ensuring compliance with LITC Program Guidelines, compile and analyze data and assist in providing written materials for LITC and other grant reports.
•Appear in public and make presentations at national, state, and local tax conferences; address national, state, and local bar associations; and work actively in bar activities, especially the ABA Tax Section.
A leading candidate for the Tax Clinic Director position will be licensed to practice law in Delaware or be eligible for admission by waiver. The candidate should be energetic, proactive, detail oriented, possess advanced written and oral communications skills, excellent organizational skills, and be able to successfully manage multiple priorities. The successful candidate will also have a strong commitment to public interest work and sensitivity to human needs and diverse communities. Prior experience in tax controversy practice either through private or government employment, a low-income taxpayer clinic, or a student clinic is preferred but not required. Spanish language fluency is a positive factor. The Tax Clinic Director must have the ability to travel and represent DCRAC at conferences and meetings. The Director may choose Georgetown or Wilmington office as the base and be willing to travel to the other office at least once a week. Some night and weekend work is required. The Tax Clinic Director reports directly to the Executive Director.
