REQUEST FOR SEALED BID

1.  SCOPE

The purpose of this Bid request is to purchase a prefabricated modular steel bridge (120 foot single span, 16 foot wide, HL 93 Loading) with abutments and guardrail. This structure is intended to be set during future emergent or planned detour situations. Bridge footings shall be precast concrete with an assumed maximum soil bearing pressure of 2,500 psf. It is Lewis County’s intent to deploy this structure at multiple locations requiring flexibility in length. Therefore, the structure shall be designed and manufactured to be deployed as a 45-ft span, 75-ft span or 120-ft span structure. Multiple length options will require a true bolt together splice (no welding) at the 45/75 foot location of the structure. This contract shall include material supply, manufacturing and delivery of the prefabricated modular steel bridge (120-ft single span, 16-ft wide, HL 93 Loading) with five precast concrete footings and guardrail to Lewis County, Washington.

Two sets of plans stamped and certified by a Civil Engineer licensed in the State of Washington shall be provided to Lewis County within fifteen working days of contract award. Plans will include plan and profile views, footing design, assembly, and installation details. Product delivery shall be coordinated with Lewis County and delivered within 120 calendar days after contract award. With verified justification, the delivery date will be adjusted if girder steel components are not readily available due to regional manufacturing limitations.

2. GENERAL REQUIREMENTS

·  This Material Purchase is Federally Funded through FEMA and shall comply with 44 CFR 13 – Procurement and 44 CFR 17 – Debarred or Suspended Contractors along with Washington State debarment requirements.

·  Contract bidding procedures shall be per Division 1 of the 2014 WSDOT Standard Specifications for Road, Bridge and Municipal Construction.

·  Lewis County (Agency) reserves the right to ask for descriptive literature and technical specifications at the bidder’s expense.

·  The Contractor submitted bid shall include cost of design, materials, manufacturing, shipping (to Lewis County, Washington) and initial instruction to Agency/Contractor personnel.

·  Steel components, bolts, etc. can be American or foreign made, “Buy America” does not apply to this contract.

·  Federal Tax Identification Number from IRS form W-9 is required on all invoices.

·  Bidders are to submit a copy of any and all warranties for the proposed product(s) with their response. A copy of the warranties shall also accompany products delivered.

3. SPECIFICATIONS

The prefabricated footings and steel bridge shall meet Section 6-02 Concrete Structures, 6-03 Steel Structures, Section 6-04 Timber Structures, Section 8-11 Guardrail, and all referenced sections of the 2014 WSDOT Standard Specifications for Road, Bridge and Municipal Construction. Additionally, the structure shall be designed and manufactured as follows:

Bridge Dimensions & Material Requirements

·  120 foot single span bridge measured end to end of girders (square ends—no skew) comprised of four bolt together sections to complete the structure.

o  One bolt together girder splice shall be provided at the 45-ft / 75-ft point in the girders.

o  Design and manufacturing shall be such that the bridge can be deployed as a 120-ft single span structure or two independent structures (45-ft and 75-ft).

o  Steel Components and Coatings

§  Structural steel components shall be AASHTO M270 Grade 36 Carbon Steel, minimum.

§  All steel members shall be Hot Dipped Galvanized per ASTM A123 or Thermal Spraying (Metalizing) per ASTM B833.

o  Bridge end walls shall be included (sheet pile, timber, etc) to support owner installed approach fills capable of supporting legal traffic loading.

·  16 foot deck width measured between inside to inside of guardrail

o  Deck material shall be hot dipped galvanized (per ASTM A123) corrugated steel with removable treated timber runner planks (12-ft minimum length) capable of supporting legal load truck traffic.

·  5 (five) precast concrete footings for installation over material with an assumed soil bearing capacity of 2,500 psf. Three precast footings shall be sized to support the full 120-ft span structure with the remaining two precast footings sized to support a 75-ft span structure.

Bridge Loading Capacity

·  HL 93 Loading Design Vehicle (minimum).

·  Guardrail design shall be adequate for low speed 25-mph vehicle use per AASHTO Standards.

4. DELIVERY AND MARKING OF SEALED BID PROPOSALS

Sealed proposals shall be delivered to the Clerk of the Board of Lewis County Commissioners (351 N.W. North Street, Room 210, CMS-01, Chehalis, Washington 98532), by or before 11:00 A.M. on the date specified for opening, and in an envelope clearly marked: “SEALED BID FOR A PREFABRICATED MODULAR STEEL BRIDGE, DAVIS CREEK BRIDGE ALTERNATE PROJECT, SM 06F7019C TEMPORARY BRIDGE, TO BE OPENED ON OR AFTER 11:30 A.M. ON JULY 22, 2014.”

6. CONDITIONS

By signature below, the Authorized Official(s) of the company submitting this Proposal do hereby acknowledge that in the event this Proposal is deemed to be the lowest responsible bid, this document shall be construed to be the legal contract for the purchase of the materials specified herein. The successful bidder shall be liable, and hereby agrees to reimburse Lewis County, for any and all costs incurred by Lewis County due to delays in the delivery of any materials specified herein beyond the agreed delivery date as identified in Part 1. The liability for costs due to material delivery delays shall be limited to the total cost of the bid for the materials as contained in this Proposal.

The contract documents may be viewed and downloaded from Lewis County’s Web Site @ www.lewiscountywa.gov or you may call the Lewis County Engineers office @ (360)740-2612 and request a copy be mailed to you. All Contractor questions and Lewis County clarifying answers will be posted on our website and emailed to all Contractors registered on Lewis County’s Planholder List. Plan or specification changes shall be accomplished through official project addendums.
