Co-production meeting update: Margaret, Pam, William and Flo went to the meeting (apologies from other LIG reps).

HCC has met with a group called PEP (personalisation expert panel). It is more for people with physical disabilities (supported by Spectrum) but they would like to involve everyone including people with learning disabilities.

Co-production is all about people coming and working all together because Graham Allen the director of social care cannot come and see every group in Hampshire. We do some of this already. The group has not got a structure like the LIGs so we are not sure when and where we will meet next time round and what has been passed on to Graham Allen.

Basically, we need to include everyone. Co-production is the way forward and inclusive to all.
Pam and William showed health report we did for our Board (some of the things have improved, some are still the same). Physical disabilities have nothing like what we do so we think we are quite advanced.

PEP requires a carer rep and will get in touch with Hants Parent Carers Network (Gail Bedding) and take it from there.

Paying for care consultation: Flo said that Item 2 from the Paying for care consultation have been cancelled (thanks for all your emails and feedback). Item 1, 3 and 4 are confirmed.

Service users and Partnership Board matters

Bernadette and Pam said that Gail Tong (CCG) came to talk about the NHS. The group was given a questionnaire to see how the NHS was doing for people with learning disabilities. The group commented that we have done a full report before and they should read it.

We need LD nurses in hospitals. We think we have 6 LD nurses in the Havant area for the hospital (but we are not sure).

Helen said that she is kept in the loop for people delivering services and training in this area (SHIP, Southampton, Hampshire, Isle of Wight and Portsmouth). Helen is going to see if she can get some figures about people working for learning disabilities.

Sam and Pam are reviewing the LD plan. the group has great ideas. Some people are not sure about the “traffic light” system as they are confusing it with crossing road.

Sam will not be there at the next Board.

December LIG meeting: we have agreed we will have mince pies and we will have our New Year party in January as the December meeting looks very full. We will all need to bring something and Steven can do the music.

We will also have a workshop on Making Lives Better (employment) as we have ran out of time.

Connect to Support – Andrew Vatavu (HCC)

The internet was slow but Andrew managed to get everyone around the table to have a look at the website.

We need to remember:

hants.gov.uk/connectsupport

·  Usable by anyone

·  600+ listings of services near you

·  A directory of care homes and home care agencies

·  Information and advice regarding care and support

A new online information and advice guide and directory of local services for adults with care and support needs. It provides a one stop shop for adults in Hampshire looking for information, community support and care options

If you would like to feedback on the website, you can email

Or press the feedback button in the corner of the screen.

LD teams have collected information which will be added to the website shortly. If something is missing, please tell us.

For providers, a brief description of the service, contact details and category – please email the team at

T 17 update on external day services providers – Lizzie Meager

Lizzie works with the independent day services (not HCC day services). There are about 100 providers in Hampshire and those day services are not regulated (via CQC).

So, Lizzie and the team have now written a service specification (included for physical disabilities). It is a basic understanding for providers to know what they need to do. Providers will need to sign up to it. It covers enablement, safeguarding, person centred, insurance, DBS checks, transport, insurance, complaint policy etc. they need to give information about outcomes too.

If all OK, HCC will agree to work with the provider. This is called Phase 1. Phase 2 is when Lizzie will come and see providers and discuss things.

Lizzie has spoken to 7 new providers last month. It is a big, on-going piece of work.

Everyone who attends the day service will have a strength based assessment (carers are also able to check the review). HCC is using SAIL and launchpad. They are also looking at transport and employment. It will be on going til the summer of next year as they are so many people to be assessed.

Lizzie will try and get some form of timescale for providers so they have an idea of when assessments will happen.

Lizzie mentioned a good news story with a lady doing some voluntary job and using the App “Brain in Hand”. Some people are also supported to take the bus instead of a taxi.

Advocacy said that there is some confusion with the people with learning disabilities having an assessment and having never met the social worker. Some people have received a leaflet, some people have not. There is anxiety amongst service users and parent/carers (some people have not received the outcome of their review). Lizzie will give a time line but if query, please email Lizzie.

The LIG asked for the criteria of SAIL. They do not thing it is a solution to a on going problem and this is not right to use SAIL for this. We know it is:

·  Information and guidance

·  Drop in

·  Telephone call

·  Short term piece of support

Sharon Williams can come back and see us if we need more explanation.

We also heard of a waiting list (?). Lizzie will check.
