CONSIDERATION OF AUTHORIZATION TO AMEND CONTRACT WITH ARSENAULTLEGG, INC. TO PROVIDE ADDITIONAL FUNDING TO CONTINUE IMPLEMENTATION OF REGULATIONS ADOPTED PURSUANT TO SENATE BILL 2886 (ELECTRONIC DELIVERABLE FORMAT)

DISCUSSION

On April 26, 2001, the State Water Resources Control Board (SWRCB) adopted Resolution 2001-042 that adopted amendments to proposed emergency regulations for Electronic Submission of Laboratory Analytical Data for Underground Storage Tank (UST) Reports.

The SWRCB entered into a contract for $489,941 with ArsenaultLegg, Inc. to provide electronic programming, user training, and technical support to implement the emergency regulations. After providing training to over 600 people, it has been determined that continuing assistance from ArsenaultLegg, Inc. is needed to implement the emergency regulations and to meet the training needs of other individuals/laboratories.

POLICY ISSUE

Should the SWRCB authorize the Executive Director or her designee to amend a contract with ArsenaultLegg, Inc. to provide additional funding (not to exceed $156,000) to provide continuing assistance with implementation of emergency regulations?

FISCAL IMPACT

Expenditure of FY 01-02 State Cleanup Fund dollars is proposed for this amendment.

STAFF RECOMMENDATION

That the SWRCB authorize the Executive Director or her designee to approve an amendment to contract number 00-206-550-0 with ArsenaultLegg, Inc. for an additional amount not to exceed $156,000 to provide continuing assistance with implementation of emergency regulations.

WHEREAS:

1.On April 26, 2001, the State Water Resources Control Board (SWRCB) adopted Resolution 2001-042 that adopted amendments to proposed emergency regulations for Electronic Submission of Laboratory Analytical Data for Underground Storage Tank (UST) Reports;

  1. The SWRCB entered into a contract with ArsenaultLegg, Inc. to provide electronic programming, user training, and technical support to implement the emergency regulations.
  1. Continued assistant from ArsenaultLegg, Inc. is necessary to implement the emergency regulations and provide essential policy assistance.

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board authorize the Executive Director or her designee to approve an amendment to contract number 00-206-550-0 with ArsenaultLegg, Inc., for an additional amount not to exceed $156,000, to provide continuing assistance with implementation of emergency regulations.
