Who are we looking for?

The Department of Parliamentary Services (DPS) is recruiting an Assistant Director within the Hansard section of the Content Management Branch.

Hansard is responsible for producing the official records of the debates of the Australian Federal Parliament. One Hansard is produced for each chamber for each sitting day (the House of Representatives Hansardincludes the Federation Chamber).

AHansard is also produced as a record of the public hearings of Parliamentary committees. Hearings are usually conducted at Parliament House during non-sitting weeks however, some are held in venues around Australia.

As one of a team of Assistant Directors, your areas of responsibility will include:

  • managing the service delivery of Hansard transcripts;
  • leading and managing a team of editors and support staff; and
  • developing and implementing policies, processes and best practice in relation to the management of administrative and technical issues and in the future delivery of services.

To be successful in this role, you will need to be an experienced manager able to operate in a fast tempo, high profile environment where tight deadlines are the norm. Your excellent organisational, leadership and motivational skills will enable you to manage a team of editors and/or support staff. You will need to be able to work long and irregular hours, if required, in direct support of the Parliament.

Currently, the salary range for this position is $97,379 - $111,183

Some background to the department

DPS is one of four departments based in Parliament House to support the work of the Federal Parliament.

DPS is the principal support agency for the operations of Parliament House—a building where more than 3,500 people work on sitting days and which nearly one million people visit each year.

To fulfil the DPS mission of “serving the Australian people by supporting the Parliament and caring for Parliament House”, DPS has approximately 800 staff with a huge diversity of skills. DPS deliver a wide variety of services, including building maintenance, security, ICT, Hansard, broadcasting, and library and research services to the Parliament, parliamentary committees, Members and Senators and their staff and other building occupants.

The Presiding Officers (the President of the Senate and the Speaker of the House of Representatives) are jointly responsible for the department. The Secretary of DPS is responsible to the Presiding Officers for the department’s efficient operation.

Conditions of employment and salary

Conditions of employment and rates of pay for non-SES DPS staff are specified in:

(a)the Department of Parliamentary Services Enterprise Agreement 2011;

(b)the Parliamentary Service Act 1999;

(c)Parliamentary Service Determinations; and

Note: Persons commencing with DPS will generally be paid at the bottom of the salary range for the relevant classification.[1]

Superannuation

Employees may be required to make superannuation contributions under the Superannuation Act 1976, the Superannuation Act 1990, or the Superannuation Act 2005, whichever is applicable. In addition DPS will pay an employer contribution rate as determined by the relevant fund.

Under limited direction, undertake duties in accordance with the agreed standards for a Parliamentary Executive Level 1. The duties will include, but are not limited to the following.

As part of the Hansard management team, and using strong team leadership and people management skills:

  • operate under broad direction, exercising a considerable degree of independence, to take responsibility for managing a team to deliver the Hansard product;
  • make service delivery and staffing decisions based on professional judgement, evaluating risks and in the context of a complex and changing environment;
  • work with Hansard teams to generate and implement new ideas, approaches and strategies for service delivery;
  • build team capability through coaching, providing performance feedback, conflict resolution and encouraging career development;
  • develop and implement workforce models for succession planning, staff development and attraction and retention;
  • ensure that staffing and financial resources are being used in accordance with the relevant financial and personnel delegations and that expenditure is consistent with projections;
  • ensure services are delivered within agreed timeframes and to an appropriate standard;
  • develop and implement policies, processes and best practice in relation to the delivery of services;
  • prepare submissions, briefs and estimates briefs and produce monthly, quarterly and annual performance reports; and
  • collaborate and consult with Parliamentary Service colleagues and clients to develop an understanding of issues, needs and solutions.
