U.S. Agency for International Development (USAID) based in Jakarta is recruiting Indonesian Nationals for the following position:

USAID Project Management Specialist - Energy, FSN-11(Post Code: K11020)

Salary starts from Rp 21,800,431per month depending on qualifications, experience and salary history.

BASIC FUNCTION OF POSITION:

The position is located in the Environment Office and serves as the Project Management Specialist for Energy sector. The incumbent will be assigned as a member of Environmental Services Team (EST) which manages the clean energy and water and sanitation portfolios in the USAID/Indonesia Environment Office. S/he manages activities in the energy and climate change mitigation and resilience to support Indonesia’s objectives in green economy.

Along with Senior Program Management Specialist for Energy, the incumbent manages the Clean Energy (CE) portfolio which covers a broad range of subsectors such as renewable energy generation, energy conservation/efficiency, clean transport, energy governance and subsidies, national and sub-national energy planning, clean energy financing, emission reduction in energy sector, low carbon energy systems, and other climate change mitigation policy planning and implementation. S/he is responsible for a variety of complex research, reporting, monitoring, and analytical duties, as well as coordinating with other Mission officers, host-country government stakeholders, and otherproject partners. The incumbent will also undertake regular communications with the GOI on program management involving the Ministers, Directorate Generals and senior level officials at relevant GOI ministries (such as BAPPENAS, Ministries of Energy & Mineral Resources, Environment, Home Affairs, Finance, and others), National Electricity Company/PLN, provincial governments, numerous districts/local governments, local communities, local and international NGOs, Indonesian universities, professional associations and the private sectors.

QUALIFICATIONS REQUIRED:

1)A Master degree from accredited University in engineering, natural resources management, or in related environmental or development field.

2)A minimum of seven (7) years of progressively responsible professional experience in development assistance in energy and/or climate change policy. Previous experience in project development or implementation with an international organization or NGO, bilateral donor, or the GOI is preferred.

3)Level IV (Fluent) speaking/reading/writing in English and Indonesian.

4)Must demonstrate a thorough knowledge and expertise in at least two following areas: energy planning, policies design to foster renewable energy development; renewable energy project development; climate change mitigation policy development and implementation; GHG inventories or modeling; renewable energy financing; electric utility system management; energy economics.

5)Must be able to obtain, analyze, and evaluate variety of data; organize and present technical information; plan, develop, manage and evaluate important and complex programs independently. Must also have the ability to establish and maintain contacts with all levels of government, transmit and interpret the host country programs to senior USAID officials. S/he must demonstrate potential to acquire knowledge of U.S. Government legislation relating to humanitarian and development and USAID programming policies and procedures.
