CLASSIFICATION SPECIFICATION

INFORMATION MANAGEMENT SPECIALIST 2

DEFINITION

This position will be responsible for the analysis, design, development and maintenance of complex applications, both web based and client/server. The analysis and design will address customer requirements for complex IT systems – some of which are required to meet State or Federal mandates, others support goals for internal staff efficiencies and increasing customer self-service options. The position will ultimately be responsible for system timeline estimates and coding, testing, documenting and implementing these systems. This position will also participate in the support of existing applications and provide assistance to departments within the County developing their own websites and applications.

Those hired at, or promoted to, the Information Management Specialist 2 level would work under less intensive supervision of the Application Development Manager while mentoring under the Information Management Specialist 3 position. This position will be expected to mentor those at the Information Management Specialist 1 level. When proficient at the requirements of both the 1 & 2 levels, consideration will be given to promote to the 3 level where significantly more project management work will be expected.

EXAMPLES OF DUTIES

General duties of this position include the analysis, design, development, testing and maintenance of websites and applications.

To fulfill these duties, the applicant will need to be able to: Use C# or VB.Net to program dynamic web and client/server applications; Integrate data from a variety of sources including Microsoft SQL Server and Oracle Databases, XML, JSON, and web services; Plan, create, and maintain tables and stored procedures in Microsoft SQL Server databases; work in a variety of computer environments and platforms; produce and maintain documentation pertaining to programs and applications; develop project specifications and consult with representatives of customer service agencies to refine and improve projects; perform usability testing and debugging; design graphic solutions; manage source code and third party software; develop and maintain internal components and programs; train users on new and upgraded websites and applications; provide customer service and responses to programming related technical issues.

Information Management Specialist 2

Staff at this level will work under general supervision. The Information Management Specialist 2 will perform all the duties of the Information Management Specialist 1 with a higher degree of independence. This level will also have more analysis and design responsibilities requiring increased communication with end-users and other project stakeholders. Progression to the 2 level will require a minimum of one year experience and the demonstrated knowledge and skills to independently perform all the duties of a 1 level. An employee at this level has acquired a broad knowledge of general IT concepts, principles, practices and techniques. The decision to promote from the 1 to 2 level will be based on performance evaluations done by the supervisor. This position will have limited mentoring from the Information Management Specialist 3 level to allow them to more independently manage the tasks assigned to them.

Education, Experience

The entry level (Information Management Specialist I) requires any combination of training and experience equivalent to a Programmer/Analyst Associate’s degree, with major work in systems analysis, computer science or related field. Must have experience in Visual Studio (or related IDE), .NET (C# or VB), HTML/HTML5, CSS/CSS3, ASP.NET, JavaScript/JQuery, SQL Server, object-oriented programming and functional design. Highly qualified candidates will have experience with Windows servers, MVC, SharePoint, Web API, accessibility, ecommerce, graphic design, search engine optimization, and supporting applications and frameworks used in websites.

Progression of an employee to the 2 level will require a minimum of 1 year experience and the demonstrated knowledge and skills to independently perform all the duties of a 1 level acknowledged through performance evaluations by the supervisor.

External hires require the entry level requirements listed above and 1 year experience working in the information technology field with a comparable agency and the demonstrated knowledge and skills to independently perform all the duties of the Information Management Specialist 2.

Knowledge, Skills and Abilities:

Knowledge of the principles and techniques of system development life cycles; object-oriented programming techniques, relational databases, and project management policies and procedures; possess good organizational skills and function effectively as a team member, ability to work effectively with limited direction or oversight, communicate effectively both verbally and in writing, with internal staff, user departments, and outside agency representatives.
