COMMUNITY DISASTER RISK REDUCTION FUND

CONCEPT NOTE, CFP2, JULY 2014

The CDRRF is a six year medium sized grant mechanism designed to assist communities across the Caribbean. The purpose of the Fund is to supportdisaster risk reduction (DRR) and climate change adaptation (CCA) initiatives at the community level across CDB Borrowing Member Countries (BMCs), with the exception of Haiti, over the period 2012 to 2018.

The CDRRF provides communities and their partner organisations with grant funding to help reduce the risks associated with extreme weather, natural hazardsand climate change. Grants provided range from USD400,000 to USD650,000 and are expected to support projects that are no longer than 24 months in length.

As a part of its activities, the fund will to:

(a)Reduce the risk of vulnerable populations by funding community disaster risk reduction or climate change adaptation projects;

(b)Document the information and knowledgethat comes from implementing the CDRRF community sub-projects;

(c)Develop ways to share this information and knowledge on community-based disaster risk reduction and climate change adaptation with national and regional stakeholders/partners.

Proposalssubmitted will be evaluated to ensure that they have complied with developmentcriteria which are crucial to the CDRRF. All proposals submitted to the CDRRF:

(a)Must be community driven-The proposed project must be led by the needs and priorities of the target community members and the proposal must reflect this clearly.

(b)Must be environmentally sustainable-It is expected that the proposed project will be able to be implemented with little or no adverse impact to the environment.The project must have an overall positive impact on the natural and/or social environment.

(c)Must clearly identify any critical gender issues or considerations and how they will be addressed[1]–The proposed project must take into consideration the different impacts of natural hazards and disasters on men and on women and, where necessary, develop specific strategies to meet the needs of each gender.

(d)Must be participatory-The proposed project must be developed with the full and active participation of a wide range of community membersand be designed to have community members participating in project implementation.

[1]Women and men experience and identify risks differently. Everyone can be equally exposed to a hazard, but women and men have different levels of vulnerability and access to resources, and have therefore developed different levels of resilience. Gender has an impact on an individual’s disaster vulnerability. For example: gender based violence can limit the ability of girls and women to access shelters. On the other hand, gender norms of risk taking among males may put men at increased risk during disasters. Vulnerabilities which are caused by gender roles can reduce the capacity of communities to anticipate, survive, resist and recover from disasters.

[2]For the purpose of disaster risk management a “community” may be considered to be a group of individuals and households: (a) living in the same location and sharing the same hazard exposure and level of vulnerability, or (b)sharing a common interest e.g. a group of people such as fisher folk or farmers, whose livelihoods strategies are similarly vulnerable; persons living with disabilities or the elderly.
