1.1Purpose of this document

The purpose of this MOI is to provide potential Provider(s) with sufficient information on the Way to Wellbeing Level 2 Service Procurement to enable them to make an informed decision about whether they wish to participate.

The MOI document covers the following key areas:

  • Procurement and its objectives;
  • Procurement process;
  • Procurement commercial framework; and
  • Procurement governance and administration requirements.

The procurement exercise is being managed by NHS SBS Commercial Procurement Solutions (NHS SBS), on behalf of NHS Salford.

2INTRODUCTION AND OVERVIEW

2.1Background and Context to Way to Wellbeing Level 2 Service

The strategic vision for a Way to Wellbeing model has been developed in Salford, in response to national and local need to increase efforts to focus on more up-stream and tailored support in the achievement of positive behaviour change (e.g. Choosing Health: Making healthier choices easier [DOH, 2004], Securing Good Health for the Whole Population [Wanless, 2004] and Saving Lives: Our Healthier Nation [DOH 1999]).

Salford needs to narrow the gap with the rest of the UK on a range of indicators but critically the performance in reducing health inequality and worklessness. The requirementto address gaps in service provision and review current delivery models have been prioritised in NHS Salford’s strategic plan. Over the last 3 years there has been a significant increase in investment towards programmes of work that address the wider social determinants of health.

This is in recognition that physical health, mental wellbeing and the wider socio-economic factors (e.g. housing, worklessness, education, debt etc) fundamentally inter-relate and influence the quality of life and behavioural choices people make.

The Public Service Reform Programme led by Salford City Council in collaboration with NHS Salford provides further impetus to move towards integrated approaches to service delivery that will improve social and economic wellbeing outcomes for local people.

Therefore the rationale and the need to reframe and reposition how current services are designed and delivered have become increasingly critical as the way forward. The Way to Wellbeing model inSalford is much aligned to the Public Service Reform principles and will be an important component and contribution to the collective response to meet increased efficiency savings, improve quality and outcomes for local people. At the heart of thiscollective response is collaboration and partnership working with local stakeholders and beneficiaries to ensure services are commissioned and delivered equitably, effectively and seamlessly across Salford’s neighbourhoods.

Way to Wellbeing in Salford

The vision for a generic Way to Wellbeing service model is to enable local people to:

  • look after themselves and stay healthy and independent
  • participate fully as active members of their communities
  • choose and easily access the type of help needed to achieve wellbeing goals, when it’s needed
  • support the person’s wellbeing journey by having all relevant services and activities mapped and clearly signposted
  • The Well Being model would also provide opportunities for the targeted population to
  • understand and co-produce their personalised health plan
  • promote health and inclusion and support independence
  • identify the groups or areas that are not getting equitable access or support and give them a voice to influence improvements

The diagram below is an illustration of the overall Way to Wellbeing Model across the Levels 0 to 4.

Key Principles underpinning the Way to Wellbeing Model

The Way to Wellbeing model recognises the inter-relationship between lifestyles and the wider causes of health inequalities and the impact on people’s behaviours. The core themes across the wellbeing agenda are based around the 5 E’s model (Engage, Encourage, Equip, Enable and Establish).

For example a person who wishes to quit smoking may also be motivated to access support to avoid putting on weight. Someone working through a weight loss plan may also require help to manage their alcohol intake as part of a plan to reduce calories. The person’s Way to Wellbeingjourney should in each case acknowledge and facilitate these behaviour choices and changes.

Way to Wellbeing Level 2 starts by building on what people themselves recognise will support them to improve wellbeing. It recognises people as contributing to their own health and wellbeing and not purely as receivers of services/interventions.

The person’s wellbeing journey may progress along a nontraditional pathway that is supported and provided by the Way to Wellbeing Level 2 service, for example, the Way to Wellbeing Level 2 service would support a stop smoking attempt with the offer of one to one or group based wellbeinginterventions and/or signpost access to Salford City Reds ‘tackle smoking’ programme.

The diagram below illustrates the ‘wellbeing’ journey.

Way to Wellbeing Level 2 Service

The Way to Wellbeing Level 2 Service is part of a wider Wayto Wellbeing delivery framework. It is a critical component of the delivery system. A core feature and function will be a single access point and Wellbeing facilitators to support, navigate and track individuals through their journey and along the appropriate Wellbeing pathway.

Key service offerswill include:

  • 1:1 support with a nominated wellbeing facilitator
  • Group based generic wellbeing sessions
  • Follow up and review points at 3,6,9 and 12 months
  • Individuals will be supported for up to 12 months
  • Signposted onwards to ‘step down’ or step up’ interventions based on progress and need

The Way to Wellbeing Level 2 Service therefore cannot operate in silo and must interface with other Way to Wellbeing workstreams and from other service providers.

The following is not an exhaustive list, but reflect key Way to Wellbeing workstreams that are also integral to the Way to Wellbeing Level 2 service e.g.

  1. Redesign of Health Improvement Team, work & skills, neighbourhood management teams into an integrated Way to Wellbeing Level 0 - 1 service
  2. Level 0 community activities with a range of third sector/ healthy living centres and social enterprises
  3. Behaviour Change Training – Health Gain programme to scale up and develop the capacity of a wider public health workforce to deliver consistent brief intervention at Level 0, 1 and 2
  4. Health Inequalities modelling – to create the framework to assess the impact/ contribution of the wider socio-economic components has to health
  5. Salford Promise (working title) – to create coherence in defining and communicating what the wellbeing agenda is. This is to ensure as the Way to Well Being service and other neighbourhood delivery models are developing, there is a coherent approach that focuses on people’s capacities, gifts and abilities rather than services that address perceived community or individual deficits.

2.2Objectives of the Procurement

The key objectives of the Way to Wellbeing Level 2 serviceprocurement are:

  • To commission and appoint a Lead Provider Coordinator, who will work with the commissioner and local stakeholders to refine the aspirational service delivery model aswell as the service and beneficiary outcomes based on social return on investment principles
  • To encourage a collaborative approach amongst interested Bidders to work as a consortium/ joint venture to enhance innovation and creativity
  • To facilitate a co-production/ design approach to refining the service model/ specification
  • To ultimately design a Way to Wellbeing Level 2 Service that is holistic, integrated and will support approx 3000 people to address key wellbeing issues. The initial focus being on lifestyle e.g. smoking, weight and alcohol. As the service model evolves the service will encompass housing, debt and employment & training issues on a 1:1 and/ or group basis as part of the wider offer and menu of support.

2.3Scope of the Service

The aspirationalservice model has been developed by NHS Salford and will work in collaboration with the Lead Provider and key stakeholders to refine the service model and scope of the service.

2.4Provider Pool

NHS SBS and NHS Salford wishes to receive responses from suitably qualified and experienced service providers with the necessary capacity and capability(or a demonstrable ability to provide the necessary capacity and capability) toprovide the services outlined in section 2.1. and 2.2.

Potential Provider's may bid in partnership with other organisations.

2.5Critical Success Factors (CSFs)

Without prejudice to the evaluation criteria to be adopted for this procurement, which will be detailed in the tender documents, the Procurement requires the Provider to meet the following CSFs throughout the life of the Contract:

  • Service Levels - The service procured must meet the key performance indicators as set outin the contract.
  • Capacity - The service procured must be provided by an experienced and capable Provider who has sufficient capacity to deliver the service required within the required timescales.
  • Quality - The service procured must be delivered to a high quality and satisfy all regulatory requirements.
  • Effectiveness - The service provided must achieve high standards of management and governance.
  • Best Practice - The service procured will be expected to show a commitment to innovation and demonstrate best practice.
  • Value for Money - The service procured must be affordable and provide value for money

3PROCUREMENT PROCESS – OVERVIEW

TheWay to Wellbeing ServiceProcurementanticipated timeline is summarised in paragraph 3.1 and further detailed in paragraphs 3.2 to 3.5 below.

3.1Procurement Timeline

The anticipated timeline for the Way to Wellbeing Service Procurement is set out in Table 1 below. It should be noted that the dates are expected dates at the time of issuing this MOI and may be subject to change. Detailed dates will be issued in the tender documentation after the expression of interest stage.

3.2Advert and Memorandum of Information

An advert has been placed on Supply2Health describing, in general termsthe service being procured by NHS Salford

Memorandum of Information

This MOI provides further detail of the Way to Wellbeing Level 2 ServiceProcurement.

This MOI is intended to give potential Provider(s) additional information on the Way to Wellbeing Level 2 ServiceProcurement process to enable them to make an informed decision about whether they wish to submit an EOI. The MOI shall not constitute a recommendation or inducement in any way for any Provider to participate in this process.

3.3Bidder Information Event

A Bidder Information Event will be held on 13th January 2012. All bidders are invited to attend and must register their interest by completing and returning the Expression of Interest document found in annex A. This form is to be returned no later than 12 noon on Thursday 12th January 2012.

3.4Pre-Qualification Questionnaire (PQQ)

The PQQ provides detailed information on the PQQ process, guidance on how to complete the PQQ and a series of questions for potential Bidder(s) to answer.

The PQQ is available on the NHS SBS CPS E-procurement portal to all potential Bidder(s). All potential Bidder(s) wishing to bid for the servicemust respond to the PQQ before the deadline stated in the PQQ. NHS Salford reserves the right not to consider any PQQ submission received after that deadline.

A clarification question and answer process will operate during the PQQ stage and will be explained in the PQQ documentation.

The PQQ is designed to evaluate the capacity, capability and eligibility of potential Bidder(s) to provide the services which are the subject of the Way to Wellbeing Procurement.

The PQQ evaluation will include a short-listing process following which potential Bidder(s) will be informed whether or not they have been short-listed.

Further details of the PQQ process and evaluation will be set out in the PQQ.

3.5Invitation to Tender (ITT)

Following the closure of the PQQ phase, NHS Salford will issue selected Bidders (based on the application of the evaluation criteria) with a final Invitation to Tender (ITT) and Bidders will be requested to submit final tenders.

NHS Salford will then carry out a further evaluation applying the evaluation criteria set out in the ITT to ascertain which Bidders it wishes to select as Preferred Bidders for the purposes of finalising the contract.

The detailed requirements of the ITT, the information required from Bidders and the timescales for submission of final tenders, and the standstill period prior to the contract award will be included in the ITT.

3.6Service Commencement

Following contract award and in accordance with the Provider(s) mobilisation plan, NHS Salford and the successful Provider(s) will work together to implement the service. NHS Salford expects the Lead Provider to commence by 1st June 2012.

4COMMERCIAL FRAMEWORK

Potential Provider(s)’ attention is drawn to the following commercial information:

4.1Contract

The contract will be based on the Community Services contract. The schedules will be completed to reflect the requirements specific to the service.

4.2Contract Duration

The Contract will be for a term of threeyears.

4.3Capacity

NHS Salford is looking for providers with the necessary capacity and capability (or a demonstrable ability to provide the necessary capacity and capability) to deliver a high quality, customer-centred, VfM service in an effective manner.

4.4Provider subcontracting of Services

Providers will only be permitted to subcontract provision of the service to other parties, if the subcontract arrangements are fully detailed as a part of the Providers response to the tender and agreed by NHS Salford under the contract. Providers will not otherwise be permitted to subcontract provision of the service to other parties.

4.5Staff Transfers (TUPE)

Staff TUPE will not apply between NHS Salford and the Lead Provider.TUPE may apply between existing providers and the Lead Provider. Further information will be provided during the ITT Stage.

If TUPE applies, the Code of Practice on Workforce Matters in Public Sector

Service Contracts Guidance (Cabinet Office, March 2005) will apply to any such transfer.

4.6Payment Mechanism

Further details on the payment mechanism to apply will be set out during the procurement process.

4.7Financial Standing

Financial standing requirements for the NHS Salford Procurement will include confirmation of identity, solvency and proposed business structure. Financial reports of Providers may be obtained and reviewed as part of the evaluation).

NHS Salford reserves the right to re-assess the financial strength of the Providers at any time during the process.

4.8Insurance

A comprehensive schedule of insurances that the Provider(s) will be required to obtain will be set out in the tender documentation. This will typically include public liability, employer’s liability and professional indemnity.

The insurance requirements will also require Providers to ensure that:

  • NHS Salford’s interests are fully protected;
  • The Provider maintains insurance which meets at least the minimum statutory requirements.

Providers will be required to indemnify NHS Salford against any claims that may be made against NHS Salfordarising from the provision of the service by the Provider. Provider(s) may be requested to offer evidence that they have sourced appropriate (and sufficient) insurance or other arrangements.

5 GOVERNANCE AND ADMINISTRATION

5.1Procurement Costs

Each potential Provider will be responsible for its own costs incurred throughout each stage of the Way to Wellbeing Level 2 Service Procurement process. NHS Salfordor NHS SBS will not be responsible for any costs incurred by any potential Provider or other organisation or person through this process.
