An all day excursion by coach for all the partners to some Greek ancient relics in the South Eastern of Attica (Sounion) on Saturday, 30th September, 2000.

II. REVISION OF ACTIVITIES/RESULTS

Please indicate below in a precise and concrete way the impact that the reduction of the Leonardo da Vinci financial allocation (compared to the requested amount) may possibly have on the activities and/or results of your project.

The revised goal of the project to implement a remote computer-supported in-depth knowledge of cardiovascular diseases to provide operational telepresence services, protocol-based decision support and co-operative trans-national discussion and education. During the project partners will focus on the continuing education using special WEB site will be developed for that purpose. The other important issue will be the INTERNET based teleconsultation on case reports between the specialist and the primary care physician. The simultaneous multilateral access to the text and image database, and furthermore the possibility for a teleconference should be accomplished to achieve this aim.
PROPRACTITION initiatives include connection of health care institutions to the Internet; enhanced access to broad knowledge of the cardiovascular diseases only. Since the project will receive only 81% of the original budget partners has to eliminate the WEB education program in areas like pulmonology, gastroenterology, nephrology, oncology, rheumatology. For the selected cardiovascular area the following structure will be developed and implemented: epidemiology, risk factors, symptoms, complications, examination, treatment, monitoring, prevention, and shared care.
The PROPRACTITION Toolkit will range from browsing models to display of the specifications in accessible ways to the end-user. These browsing models present the specifications in contexts that are familiar to the everyday experience of healthcare employees and hence are easy to access and understand. PROPRACTITION additionally presents the design and development of a video conferencing system for remote computer-supported co-operative medical education.
The educational programme will be accessible on fixed network facilities, i.e. inter-institutional connections between network servers hosting distributed web enabled applications. The multimedia web server is being connected in the local and wide area secured private networks, using ISDN and Internet technological platform. The fixed network will host servers containing the education programme, and around it an application layer will be build to handle co-operation and system intelligence. In this education network whereby any primary care physician can test knowledge using the cardio-vascular diseases related shared databases, and consult with clinical colleagues on these topics without having to develop enhanced informatics skills.
The primary care health will benefit from the development of Continuing Professional Development Concerning General Practitioners, especially in countries like Hungary where cardio-vascular diseases are responsible for over half of total mortality. The user groups who will benefit from PROPRACTITION products are from CEEC (Cyprus, Hungary, Rumania, Slovenia) and other countries associated with the Leonardo da Vinci programme like the EU Member States (Denmark, Greece).

If your proposal envisages training sessions, please specify how they will be used for testing/validating purposes and identify the target beneficiaries. If within the framework of these training sessions, the physical mobility of people is planned, please specify how this mobility is justified (for both trainers as well as trainees) and state what percentage of the budget costs are linked to this mobility activity.

European collaboration between primary care physicians usin indformation technologies stimulates the sharing of expertise, the transfer of technology and skills and gives an added value to local developments. This means those medical education standards will be validated at a national level and experiences from projects at a European level will feed into the PROPRACTITION project. Thus, the co-operation with VARIMED, Athens University of Economics and Business, the Danish Centre for Health Telematics, Lucian Blage University Sibiu, INFONET, University of Cyprus will allow the primary care physicians in Hungary, Miskolc, in Slovenia, Kranjska Gora, in Romania Targu Mures, in Cyprus Nicosia GPs to facilitate access to continuing medical education.
Those General Practitioners (GP) will be involved to foster the development of methods of self training and of open and distance learning and training. During the project partners are implementing information and communication technologies in order to assist the process of giving access to lifelong learning for primary care physicians. The electronic education will help to meet new demands for qualifications and skills in connection with change in the health care system and the emergence of the Information Society. This should be achieved using the following paths:
  • helping to develop vocational qualification structures for the creators/designers of educational software;
  • identifying innovative methods for using information and communication technologies in vocational training, particularly as regards the needs of the primary health care and the acquisition of new skills;
  • spreading good practices in terms of using and disseminating evidence based medicine in primary care and cardio-vascular disease oriented educational software;
PROPRACTITION will implement IT technology for medical education at MediNet-Miskolc with Univiersity of Debrecen, Faculty of Medicine (20 doctors), Targu Mures Medical University and Procardia (10-20 doctors), General Hospital Jesenice, Family Doctor Association (5-10 doctors) Cyprus University (10 doctors). SZEGED Univ. , Faculty of Medicine Institute Family Doctors (10) with the technical help of AUEB/PaaRG-BeaT R&D, and the Danish Centre for Health Telematics.
In the PROPRACTITION project we will use:

Internet and WWW

Services based on these possibilities (new groups, mailing lists, online library catalogues) are popular due to their low costs, easy access and relatively high speed. The production of these pages are very similar to the production of classical newspapers except for the final form which is an electronic document.
Multimedia
It supports audio-visual conferencing and application sharing in point-to-point as well as true multipoint configurations. The necessary hard- and software modules, which transform an ordinary workstation into a video conference terminal, come as true add-on modules from SAMBA Technologies Inc., France. It allows for co-operative working within a conference by means of using any existing application system, i.e. to allow the conference participants the shared use of any stand-alone application, which is available on their workstation. It allows for conferencing across heterogeneous networks and, in doing so, making use of the strengths of the individual network types involved. This implies any form of LAN/WAN inter working.
ROPRACTITION system will be applied to build a co-operative medical education application, in which two doctors, located in different hospitals, need to achieve a co-operative diagnosis on cardio-vascular diseases.
