Parliamentary Procedures for Members of the Public

ASUCD Senate meetings and the meetings of its subordinate bodies are conducted using parliamentary procedure, which upholds the opinion of the majority, but respects the opinion of the minority.

General Information

If you wish to speak, raise your hand in the direction of the Vice President and Senate Pro Tempore during a relevant agenda item. They will add you to the speakers’ list.

If someone else is speaking and you wish to elaborate, refute, or comment on what they said, you may raise your hand sideways, with your palm facing the speaker. This signals that you want a deferment. If the speaker wishes, they may defer you.

Definitions

  • Speaker’s list- a list of members who wish to speak on the matter at hand. In public discussion, the Vice President rotates between a Public List and a Senate List.
  • Deferment- when the current speaker allows another person to elaborate, refute, or comment on their points for 2 minutes
  • Consideration of Legislation- an agenda item in which legislation is formally considered. It has several parts:
  • Author’s Comments- The author of the legislation speaks on the merits and motivations behind the bill.
  • Questions in Text- Grammatical and textual errors are corrected.
  • Commission Recommendation- Subordinate bodies that voted on the legislation provide background on their discussion and justification for their votes.
  • Public Discussion- Members of the public and Senators discuss the legislation.
  • Senate Discussion- Senators discuss the legislation further. Members of the Public may only speak on deferment.
  • Call a Bill to Question- Senators call a vote and vote in 2 separate motions.
  • Public Discussion- a time at which both a Public speakers’ list and a Senate speakers’ list exist. Members of the Public may speak without deferment at this time.
  • Senate Discussion- a time at which only a Senate speakers’ list exists. If a member of the Public wishes to speak, they must obtain a deferment from a Senator.
  • Public Announcements- an agenda item in which upcoming events are publicized.
  • Other Business- an agenda item in which any miscellaneous announcements, discussions, or presentations belonging in other already completed agenda items may be conducted.

Time Limits

Different time limits exist for different groups, depending on which agenda item the Senate moves into. It is important to note that in Public Discussion, members of the public hold more speaking power than Senators; they have longer time limits and get to speak more frequently. In Public Discussion, the following time limits exist:

An ASUCD Senate Bill to establish the ASUCD Controller as the Chairperson for Marketing Committee and allow the ASUCD President to designate another individual to attend meetings in his/her stead.

BACKGROUND: The Department of Outreach and Recruitment has actually very little to do with the marketing function of ASUCD’s events. Its responsibility is to build the bridge between the association and students through hosting events or creating transparency. In other words, its main priority is outreach, which, may include marketing aspects. Marketing, on the other hand, is done through Creative Media. In this process, senators, chairs, staffers need to go to Marketing Committee in order for their marketing campaigns to be approved.The purpose of the Marketing Committee is to prioritize Creative Media resources and marketing tasks for ASUCD. An accurate and in-depth knowledge on monetary and temporal resources is necessary to best prioritize which marketing initiatives are of most strategic importance. The ASUCD Controller has more exposure and knowledge of the association’s said resources and needs within internal operations while the Secretary of Department of Outreach and Recruitment is only responsible for the outreach.

Section 1. The ASUCD Senate hereby amends Section 205(M)(2) of the ASUCD Bylaws as follows:

(2) The Marketing Committee shall be composed of five (5) voting members: the ASUCD President (or their designee), the ASUCD Business Manager, the Business and Finance Chair, and the Director of Creative Media, and the Secretary of Outreach and Engagement. The ASUCD Controller, Two (2) ASUCD Senators, one (1) representative from Aggie Studios, the Secretary of Outreach and Engagement, and the Marketing Director of Creative Media shall serve as ex- officio, non-voting members. The Secretary of Outreach and EngagementASUCD Controller shall serve as Chairperson of the committee and the Director of Creative Media shall serve as the Vice Chairperson.

An ASUCD Senate Bill to officially dissolve the Department of Outreach and Recruitment (DoR), and transfer the Secretary of Outreach into Creative Media.

BACKGROUND: As explained on the ASUCD official website, “The Department of Outreach and Recruitmenthelps to bridge the disconnect between campus and ASUCD members. Striving to foster collaborative student activities, DoR is determined to inform the student body about ASUCD, its goals, and job opportunities. By hosting two ASUCD hiring events a year and planning fun events for students, the department seeks to outreach the association to the UC Davis student body.”In other words, DoR was created to generate higher awareness of ASUCD’s brand and operations.

In the last two years, however, not only has this objective not been achieved, DoR’s role in the association has also been misconstrued. It now straddles in between such events and a concentrated effort on marketing. These two components have affected ASUCD’s marketing and promotional arms negatively, as there has become great confusion about the marketing system, and DoR’s role in relation to Creative Media and Marketing Committee.

To clarify, Creative Media has a marketing arm with students paid specifically to market for ASUCD, and Marketing Committee’s role is to help prioritize the marketing initiatives of importance for Creative Media to work on.

These two functions largely make DoR’s perceived marketing role obsolete. The original purpose of DoR could thus be more effectively performed if we transferred the Secretary of Outreach under Creative Media’s marketing arm. This would promote better communication, more clear guidelines of who markets and who outreaches, and ultimately achieve higher effectiveness.

The ASUCD Senate hereby dissolves the Department of Outreach and Recruitment effective immediately. The Secretary of DoR will be moved into Creative Media, and all salaried, stipend, and volunteer positions will be effectively eliminated.

Section 1. The ASUCD Senate hereby amends Section 200(C) of the ASUCD Bylaws as follows:

C.Presiding Officer of the ASUCD Department of Outreach and Recruitment: The Secretary of the Department of Outreach and Recruitment shall serve as the Presiding Officer over all Department of Outreach and Recruitment (DOR). In the event that the Speaker is unable to attend an DOR meeting, the Deputy Secretary of the Department of Outreach and Recruitment shall assume these responsibilities. In the event that both the Secretary and Deputy Secretary of Outreach and Recruitment are unable to attend a DOR meeting, the DOR must appoint by majority vote a temporary Presiding Officer from amongst themselves who shall assume these responsibilities for that meeting.

Section 2. The ASUCD Senate hereby amends Section 203(B) of the ASUCD Bylaws as follows:

B.Speaker of the ASUCD Secretary of Outreach & Recruitment:

The ASUCD Secretary of Outreach & Recruitment will serve as the chief advisor in matters regarding recruitment of students into ASUCD and promotion of ASUCD through events & campaigns of the ASUCD. In addition to the responsibilities enumerated in the ASUCD Bylaws, the ASUCD Secretary of Outreach & Recruitment must attend all regularly scheduled meetings of the ASUCD Senate and give a weekly report of current projects and recruitment efforts.

Section 3. The ASUCD Senate hereby amends Section 210(A) of the ASUCD Bylaws as follows:

A. Composition of the ASUCD Executive Branch shall include:

(1) The ASUCD President and the ASUCD Vice President

(2) The ASUCD Controller

(3) ASUCD Secretary of Outreach & Recruitment

(4)(3) ASUCD Executive Staff including the Chief of Staff, Press Secretary, and volunteers

Section 4. The ASUCD Senate hereby amends Section 210(B) of the ASUCD Bylaws as follows:

B. Cabinet Members shall include The ASUCD Controller, ASUCD Secretary of Outreach & Recruitment. The President may expand the cabinet with the approval of Senate.

Section 5. The ASUCD Senate hereby amends Section 502(B)(7) of the ASUCD Bylaws as follows:

(7) The Interviewing Committee for ASUCD Secretary of Outreach and Recruitment (DOR) shall be chaired by the ASUCD President. The interviewing committee will include two (2) Senators and the outgoing Secretary if possible. In the hiring of Department of Outreach and Recruitment members, the chair of the Interviewing Committee shall be the Secretary of Outreach and Recruitment. In the hiring of Secretary of Outreach and Recruitment, the Interviewing Committee shall select an applicant to be confirmed by majority vote. Only one (1) member of the Interviewing Committee may be absent for interviews to take place.

Section 6. The ASUCD Senate hereby amends Section 502(C) of the ASUCD Bylaws as follows:

C. Interviewing Questions: All applicants shall be asked the same question during their interviews, unless a specific question pertaining to the applicant’s resume, application, and/or response arises. In interviews for Commission or Department of Outreach and Recruitment positions, Interviewing Committees are encouraged to ask reapplicants (as defined in Section 204B(3) or 209B(3)) on their experience and achievements in their position to more effectively evaluate their performance in their position.

Section 7. The ASUCD Senate hereby amends Section 504(B) of the ASUCD Bylaws follows:

B.Commission and Committee voting members and Department of Outreach and Recruitment members shall serve terms of one (1) year and alternates shall serve until the next regularly scheduled selection process, as outlined in Chapter Two of the ASUCD Bylaws.

Section 8. The ASUCD Senate hereby amends Section 505(C) of the ASUCD Bylaws as follows:

C.The ASUCD Senate must consider recommending the removal of any ASUCD Department of Outreach and Recruitment member that has missed two (2) DOR meetings in a quarter without being excused by the Secretary of Outreach and Recruitment. If a member takes a leave of absence for a period of one (1) month or more, that member’s resignation will be automatic (also stated in Chapter Two of the ASUCD Bylaws).

Section 9. The ASUCD Senate hereby amends Section 1001 of the ASUCD Bylaws as follows:

(2)ASUCD Department of Outreach and Recruitment is responsible for promoting and raising awareness of the town hall to undergraduate students.

Section 10. The ASUCD Senate hereby amends Section 1106(C) of the ASUCD Bylaws as follows:

  1. During consideration of the Student Government Budget,and the Chair of the ASUCD Commissions Unit Directors, and Secretary of Outreach and Recruitment shall be considered as part of the ASUCD Management and Representatives of the Opened Budget List.

Section 11. The ASUCD Senate hereby amends Section 1404 of the ASUCD Bylaws as follows:

SUBORDINATE BODIES OF THE ASUCD SENATE ATTENDANCE: All voting members of the ASUCD Senate are required to attend at least one (1) full ASUCD Commission meetings per week, and attend each ASUCD Commission meeting in full at least once a quarter, and to attend at least one (1) ASUCD Department of Outreach and Recruitment meeting per quarter.

  1. If an ASUCD Senator has class during a Commission or Department of Outreach and Recruitment (DOR) meeting, the Chairperson of respective Commission, or the Secretary of Outreach and Recruitment, must be notified at the beginning of the quarter by the ASUCD Senator. The ASUCD Senator shall not be expected to attend Commission’s or DOR meeting for only that quarter.
  1. If a senator does not inform a Chairperson or the Secretary of Outreach and Recruitment of a class scheduled at the same time as the Commission or DOR meetings, it will be assumed that the Senator is able to attend.

Section 12. The ASUCD Senate hereby amends Section 1601(A) of the ASUCD Bylaws as follows:

  1. Student Organizations: Any student-affiliated campus organization registered through the Center for Student Involvement (CSI) or ASUCD Department of Outreach and Recruitment.

Section 13. The ASUCD Senate hereby amends Section 2203(D) of the ASUCD Bylaws as follows:

(D) The Student Government Administrative Office shall be responsible for inputting Senate meeting attendance, average number of office hours, outreach event attendance, and/or attendance at all commission meetings and Department of Outreach and Recruitment meetings on all quarterly reports. ASUCD officials must give the Student Government Administrative Office at least one (1) business day to input this information into the respective quarterly reports.

An ASUCD Senate Bill to move the Secretary of Outreach’s salary from Student Government into Creative Media.

BACKGROUND: Should the Department of Outreach be dissolved, the Secretary of Outreach will transfer from the Student Government’s budget into Creative Media’s. This needs to happen so Creative Media does not incur an extra cost.

Section 1. The ASUCD Senate hereby moves Secretary of Outreach’s salary from Student Government’s 2017-2018 operating budget into Creative Media’s 2017-2018 operating budget.
